Fallen Shinobi literally just won me a game last weekend since it ended up grabbing their much needed combo piece and dropping it into play. Very strong card to disrupt plans and get some good drops for free. Glad that ninjas are finally getting more plentiful in the game. Now if only Ninja's Kunai was stronger. Would love something that paired well with ninjas other than Ronin Warclub and Shuriken, and they aren't even that great...

For my own Zedruu deck, I found more so than giving away nasty bombs, I did better to draw into more answer and bigger threats by giving away garbage. Things that are neither a benefit to the person I give them to nor are they explicitly going to hurt them. They're just kind of there drawing me extra cards.
If you're interested, some cards that went this route include: Darksteel Relic, Sphere of the Suns, Transmogrifying Wand, Pentad Prism, Weapon Rack, Marit Lage's Slumber (at least if you're in a group with people not running snow lands), Absolute Grace. Also you could run a few other effects that give themselves away like Humble Defector, Perplexing Chimera, Shuriken, and Chromeshell Crab. Also another newer meaner card to give away to maybe consider is Fires of Invention since it will limit when and how many spells an opponent can play.

There's a few Legacy Ninja lists running around, same idea with the 0 CMC creatures! I'd recommend giving Modern Horizons a look through, they printed a LOT of ninja support in there!
Just a few creature upgrade suggestions, Yuriko, the Tiger's Shadow can put in a lot of work, drawing you cards and draining your opponent (I think a lot of people overlook this due to "Commander Ninjitsu," but it states you can either play it from your hand or the command zone, so it's all good!). Same goes with Ingenious Infiltrator .
If you end up going that route, Changeling Outcast is another unblockable ninja enabler.
Aether Tunnel and Aqueous Form are lower CMC replacements for Tricks of the Trade .
Depends on how cutthroat of a playgroup you're playing against, but I would suggest cutting the bounce lands for some fetches (whatever you can afford). A LOT of legacy decks run things like Strip Mine , and having your bounceland destroyed is setting you back almost two turns, making it a steep climb to catch back up.
Overall, the ninja strategy is pretty quick! In your current build, I don't see a lot of interaction with what your opponent is doing. Since you're running Dimir, you have a PLETHORA of interaction options, from Counterspell to Go for the Throat or Dismember and Thoughtseize . I'd recommend at least having some permission, removal, and hand control effects in your sideboard. If you'd like to double down on the aggressive ninja strat, Smoke Shroud can help with evasion and a small power boost.
In terms of specific cuts, I'd recommend cutting Minamo Sightbender , Sinister Possession Bladed Pinions Shuriken . I think there are more recent cards out there that do the same thing these do with a lower CMC!

Looks like a cool deck, Orah seems like the commander clerics has been looking for for a long time. Combos are interesting, would suggest leaning into a couple of the more concise ones while cutting out any cards that would be dead outside of them like Shuriken. Also your lifegain combos become much more deadly with a Sanguine Bond or Vito, Thorn of the Dusk Rose so would recommend those along with a Blood Artist type effect or two. Celestial Gatekeeper seems like an odd choice, not sure if it's worth. If you want the body then Butcher is very good but I find that Martyr's Bond does a lot of work for aristocrats. Also Burnt Offering is fun ramp but Culling the Weak might be better value since there's not a ton of creatures above 5 mana in there. This is definitely a meta call too but with undying combos and Mikeaus in there, a Solemnity might be worth along with some light lifegain tax like Kambal, Consul of Allocation. Familiar's Ruse is worth considering as a 1-2 of for reusing Ninjas and generating tempo.... Shuriken is great for flavor but I'd highly recommend Ronin Warclub / Quietus Spike instead.

If this is mostly casual, some stuff like Hunt the Hunter/Setessan Tactics/Ulvenwald Tracker might perform well, Hankyu,Heavy Arbalest, Livewire Lash, Mortarpod, Shuriken, Surestrike Trident and Wolfhunter's Quiver all exist, as does Brass Squire, Basilisk Collar, Gorgon Flail, Gorgon's Head,Vial of Poison which I know has been used for Brigid, Hero of Kinsbaile edh.
If this is a more competitive legacy meta, Animate Land for land destruction might be an option as a dumb one-off deck.
All told, good luck and have fun testing! If you're looking for something particular just say.

Nice deck!
I do have some suggestions, blue has some amazing enablers for ninjutsu. For example: Gudul Lurker 1/1 unblockable for , since its unblockable it will always be able to trigger ninjutsu, and can after being send back to your hand be played the same turn again because its so cheap, and repeat every turn. There are some other cards that do this, one other example is Triton Shorestalker.
As for lands, what you have now is fine, you might want to add 1 land. Some decent ones in this deck could be Creeping Tar Pit, since it can be an unblockable creature while still giving you mana of both colours. The one bad thing about this card is that when you use its 3/2 unblockable form for ninjutsu, and play it again either the same or next turn, it enters the battlefield tappped. Another good card might be Sunken Ruins, if you ever have mana issues, this one can fix it.
I liek your other ninjutsu enablers, Sleep, Aqueous Form, Distortion Strike, Slip Through Space are all pretty good. I dont really like Behind the Scenes and the one disadvantage of Aqueous Form is that it gets destroyed when the creature is swapped out. Maybe you can think about Artful Dodge, since it is similair to Distortion Strike, but it swaps the +1/+0 for the ability to choose when you rebound it.
I can also see what you try to do with Quickling, get ninja's back to your hand. This is good, cause they will be protected from cards like Doom Blade when theyre in your hand. But I think I would like to see more of these cards. Some suggestions are AEther Tradewinds and Familiar's Ruse. These 2 cards turn what would usually be a disadvantage in sending a card back to your hand, into an advantage in this deck. I think a counter spell is pretty decent here, the only disadvatage is that it costs .
And lastly, I think you can abuse the unblockable creatures and creatures entering the battlefield more. Some cards I have in my ninja deck are: Mask of Memory and Ronin Warclub.
For card I dont really like in the deck:as said before, I think Behind the Scenes is a bit too expensive. Also Shuriken while being fun to play in a ninja deck isn't that great, you already have other removal in Doom Blade. Whispersilk Cloak is also pretty expensive, but it doesnt get destroyed when the creature its equiped on gets swapped out, so I think its fine, some other good shourd equipment is Lightning Greaves.
