This deck would do exceptionally well against a Kroxa, Titan of Death's Hunger deck. This is for the same reason that cards like Jace's Archivist do so well in the deck: if you have have Muldrotha on the battlefield, any cards you discard might as well still be in your hand cause you can simply replay them from your graveyard. If anything, an opposing Kroxa player is almost helping you by disrupting your other opponents' hands.

As for a budget version of the deck, here's some advice on budget options and replacements. Just note that this is advice specific to my Muldrotha deck, i.e., advice for the big mana and big X-spell strategy. If you'd rather play a more typical creature-based, swing-to-kill type deck, there may be better Muldrotha lists to look at.

The mana base makes up a large portion of the deck's budget, and I would leave that mostly up to your own discretion. Just keep in mind that fetch lands like Evolving Wilds and slow fetches like Bad River are good for being replayed every turn with Muldrotha. Also, for a budget version of the deck, it's important to run more basics than I do since you'll probably need to fetch more with your ramp. Cycle lands like Lonely Sandbar, Tranquil Thicket, and Barren Moor are fantastic, especially with Life from the Loam. Some other good options:

Which brings me to another point: if I had to pick one somewhat expensive card that's worth putting in a budget Muldrotha deck, it's this one. It's a one-card value engine, giving you card draw, mill, and lands. And depending on what utility lands you choose to run, it can do a whole lot more. And if you're worried about Kroxa in your meta, Life from the Loam is a great counter to it, allowing you to fill your hand with lands to discard.

Now to address key cards for the deck's "big mana" strategy. Important cards for generating a lot of mana include Urborg, Tomb of Yawgmoth, Cabal Coffers, Dryad of the Ilysian Grove, Crypt Ghast, and Nyxbloom Ancient. You could just replace these cards with normal ramp; casting X-spells for X=10 is still good and easy to accomplish without these cards. If that's unsatisfying for you, you could consider options like Zendikar Resurgent and Mana Reflection. Unfortunately there aren't many great cheap options for producing a lot of mana. This is an important part of the deck though, so it's up to you if it's worth spending some extra money on it.

To avoid this comment being any more lengthy than it already is, here's an extensive list of some budget alternatives for the deck. The great thing about Muldrotha is that being able to replay removal makes a lot of sub-par removal actually pretty good, so it's pretty budget friendly.

Good artifact-based card draw to note:

Skullclamp - the gold-standard for token decks. Legendary power. If you have too many anthems it drops off greatly in power.

Infiltration Lens - it's not awful, but I prefer Rogue's Gloves and Mask of Memory.

Courier's Capsule - much better with heavy graveyard recursion

Idol of Oblivion - the draw is free, which is nice. Very strong for two mana

Tome of Legends - should be excellent since your commander can usually attack with impunity. Bummer it's getting more expensive. It's a good card though so it's unsurprising.

Midnight Clock - this card is fantastic. Secret is getting out so if you're on the fence definitely buy some for your collection. The reprint dropped its price. Also, Eldraine card for the flavor.

Mysterious Tome  Flip - not bad, but we can probably do better

Slate of Ancestry - repeatable, but sometimes unreliable--like if you need to recover from a board wipe. Excellent card but potentially not better than Bident of Thassa, Recon Mission, and Coastal Piracy. Better in decks that don't run Blue. I have it in my Goblin deck.

Trading Post - do it all!

Well of Lost Dreams would be good with your commander, but so are lots of others. Probably not better than other effects in this deck.

Farsight Mask - draws a card for each creature that attacks you, and more. Five mana is a lot though. I think this card is underrated, but you kinda don't want to be attacked in the first place, right? Great on a budget.

Tamiyo's Journal - fantastic for decks that care about the number of artifacts you control. You only have a few of these effects though.

Bolas's Citadel - massive, massive power. Honestly surprised this card isn't more expensive. Might be worth buying just for your collection. Your commander's lifelink can help fuel it. You can also sac faerie tokens as a win-con. Triple-Black isn't effortless to cast, but once you have six mana you could probably swing it.

Book of Rass - kind of a budget Greed. If you were going Artifact-heavy then it might be worth considering.

Coveted Jewel - chaotic and fun. Your flyers can steal it back easily. Like the Monarch mechanic, it can keep the heat off you if your opponents try to steal it from eachother.

Staff of Nin - oh how the mighty have fallen. This card used to be a staple like, six years ago. Not much point in running it in a deck with access to Blue and Black colors. Still, it's an artifact.

The Magic Mirror - Big upside but hard to cast. Bonus points for being an Eldraine card!

Hey man! Good first draft! I like some of the ideas in here. I have some constructive criticism for you, so, as brutally honest as I will be with my suggestions, keep in mind I’m just offering my best advice on how to improve this list. I tested this deck a bit and here’s some thoughts I have:

More Tutor / Draw: You’re running very little card advantage, which I noticed when I was testing this deck. There isn’t enough dig or deck manipulation going on here. Basically every time I found myself durdling. Here are some suggestions:

More spot removal: Your deck doesn’t have a lot of ways of dealing out targeted removal. Mass Land D and other sweeper spells are great and all, but you also need ways of handling individual problems as they arrive. Here are some suggestions I have:

More Persistent harassment: You’re running MLD, Tax, but you aren’t running a whole lot of effects to consistently torment the opponent. Smokestack, Pendrell Mists, Kataki, War's Wage, Manabarbs keep pressure on your opponents. Even just running more stuff to slow things down (Winter Orb, Tangle Wire, Kismet, Rule of Law, Stranglehold etc.) would be useful here.

Consider less creatures, more enchantments: Hatebears are cool, but consider the fact that they are easier to kill than their enchantment counterparts. Magus of the Moon dies much easier than Blood Moon and you want these effects to have a good return on investment. This one is more food for thought than actual criticism.

Suggestions for cuts: Hall of Heliod's Generosity (?): It’s a great card, but right now you aren’t running enough Enchantments to justify it. Most of the time it’s going to just tap for colorless. If you run more Enchantments, it’s a keeper! (I think I’m going to try and find a slot for my own deck)

Jhoira, Weatherlight Captain: This is pretty vestigial. It’s not really pulling much weight. Cut it.

Karn, Silver Golem: See above.

Remorseful Cleric: This is too squishy. Run Tormod's Crypt instead. Just as easy to recur (moreso, in fact, cause Academy Ruins sees it) and it lowers your curve.

Tomik, Distinguished Advokist: I get what you’re going with here, but you’re blowing up your lands anyway, making them untargetable is kind of moot. There’s a bunch of hatebears I’d rather run in this slot.

Burning of Xinye / Wildfire: These are weak, you can do way better for MLD in your colors. Add Sunder (Cheaper at Instant speed!).

Saltblast: This card is kind of bad. Costs waaay too much for targeted removal. Also, is completely dead against decks that run white. I’d honestly remove this and replace it with Wrath of God instead.

Karn, the Great Creator: Not doing enough. I see the combo with Mycosynth Lattice, but Hellkite Tyrant is a much better combo.

Elspeth, Sun's Nemesis: This card isn't great. If you want Elspeth, put in Elspeth, Knight-Errant or Elspeth, Sun's Champion instead. Both make tokens as a +1 ability.

Empowered Autogenerator: Too slow, too expensive. It’s not as good as it looks. Ideally, rocks should slot into the 0-3 CC range. If you desperately wanted something in the 4 slot, why not just run Thran Dynamo instead? It’s more consistent.

Firemind Vessel – See above.

Cards I would change for others that just seems better IMO.

Hypersonic Dragon (You should replace it by Vedalken Orrery or Leyline of Anticipation ... or even both)

Act of Treason (Put Insurrection instead, cost a lot, but can win you a game)

By Force ( Vandalblast is way better imo)

Reckless Air Strike (again, put something like Shattering Spree )

Courier's Capsule ( Witching Well )

Turn Aside (I understand it only cost one.. but something like Arcane Denial can counter anything and make you draw, which is excellent with any Niv)

Oppressive Will (Again, Mystic Confluence or Dream Fracture is insane)

Cards you can just cut out for others I have proposed

Reminisce (you already have Elixir of Immortality , and with Laboratory Maniac , I don't think you really need a second one)

If you want to, you can drop the "dragon" part of the deck.. it's original, funny, but I think you don't need that to win.. So cards like Crucible of Fire , Dragon Tempest , Dragon's Hoard , can be replace.

You can bounce the any spellbomb or capsules with Hanna and Emry, there are a few more also I didn't list.

Strix and Civic saber is just a good card here.

Bola's Citadel can ramp you into wins quite often if you are correcting with Alela's lifegain, you can keep her out longer with Swiftfoot Boots / Whispersilk Cloak / Lightning Greaves

Enchantments: the Theros 'Font's, the 'Seal's (multiple sets), Zendikar's landfall expeditions, Dominaria's Sagas

Artifacts: the 'Spellbomb's (from Mirrodin/Scars of Mirrodin), Courier's Capsule , Executioner's Capsule , any on-color draw-rocks ( Dimir Locket , Simic Cluestone , etc)

Creatures: Lorwyn block's 'Evoke' creatures.

I'm scratching the surface, but most of these cards are ultra-budget to the point most are probably sitting in bulk boxes amongst the friend group.
