Artifact — Equipment
Equipped creature gets +1/+0.
Whenever equipped creature deals combat damage to a player, that player discards a card.
Equip (1) ((1): Attach to target creature you control. Equip only as a sorcery. This card enters the battlefield unattached and stays in play if the creature leaves the battlefield.)
Specter's Shroud Discussion

I have been seeing a lot more hype generate around Tibalt, the Fiend-Blooded for Oathbreaker. This seems like the format he as inevitably designed for as he allows you to burn through your library at a rapid pace while having both the consistency of being in the Command Zone and the tempo of costing merely . In fact, you can quite literally T1 him.
Actually, I'm seeing a LOT of cards find a new power curve in Oathbreaker.
Now I'm not entirely sure how viable he truly is, but if someone can find a way to force opponents to get cards in red, he can actually be quite a threat. It may seem silly to pair him up with The Rack , but if you also run Wheel of Fortune , Howling Mine , Dragon Mage , Memory Jar , etc you can ensure your opponent has the biggest hand size possible.
It's an odd way to play, but it hits them from multiple angles:

Quicksilver Fountain is another way to turn on islandwalk and slow down opponents' at the same time.
Being able to connect consistently with combat damage opens up some fun avenues to explore. Coastal Piracy and Bident of Thassa for card advantage; equipment like Sword of the Animist, Quietus Spike, Bloodforged Battle-Axe, Dowsing Dagger Flip, Mask of Memory, Prying Blade, Rogue's Gloves, Specter's Shroud, and Spellbinder all give different options depending on what you feel you need more of; and for redundancy Thassa, God of the Sea is clutch.
I cannot imagine merfolk do not engage with sea monsters and they would definitely give you some late-game push. Ones that spring to mind are Scourge of Fleets, Stormsurge Kraken, Slinn Voda, the Rising Deep, and Stormtide Leviathan.
Throne of the God-Pharaoh could be potent with all of your sideways turning. To complement this fact and reinforce merfolk's weaknesses (aka aerial anything) vehicles could work. Smuggler's Copter comes readily to mind.

Hey, long time Aurelia player here. Deck looks sweet, I just have a few questions for you. Do you find that you are getting good value from Sword of Light and Shadow? Your creature count seems a bit low, and ive had not great luck with Light and Shadow in low creature count decks. I noticed you're not running sunforger, I know its slow but its so ridiculously powerful if the game goes late. A card you must add is, Mask of Memory its literally the best card draw in boros. Some other things ive thought about in a deck like this are Specter's Shroud and Destructive Urge. Another thing too, I would probably add Balan, Wandering Knight to act as back up commander if Kalemne gets killed too many times. I like the bit of stax that you have going on, helps slow down the other powerful stuff going on. If I get some time (it might be a while) Id like to try this deck out on my channel.

It comes to my mind more suff that trigger when you attack Captain's Claws, Goblin Rabblemaster, Hero of Bladehold, Brimaz, King of Oreskos, Launch the Fleet, Soltari Champion, Accorder Paladin, Goblin Wardriver, Hero of Oxid Ridge, Wingmate Roc, Frontline Medic, Firemane Avenger.
Or when they deal combat damage Prophetic Flamespeaker Skeleton Key, Mask of Memory, Rogue's Gloves, Specter's Shroud, Destructive Urge, Markov Blademaster, Slith Ascendant, Blinding Angel, Falkenrath Marauders and any of the "sword of A and B".
I'm always looking for a Boros deck to run the Sunforger too bad you have so few instants.
Card draw is hard in Boros, so I'd also try to use Staff of Nin, The Immortal Sun together with the Ghirapur Orrery you already included.
I hope you find something useful among these cards.

Concise list of considerations:
The Rack single target is really crappy in EDH
Wheel of Torture Same effect as The Rack except it hits everyone.
Skullcage Hits all opponents who don't have either 3 or 4 cards in hand.
Raiders' Wake Another Caress/Megrim effect, except this one makes your opponent discard if you attack.
Quest for the Nihil Stone Anyone without a hand gets domed for 5 during their upkeep...seems good.
Bloodchief Ascension Self Explanatory card
Mindcrank This is a great card in a discard centric deck.
Get rid of all of these cards Bog Rats, Carrion Rats, Deathmask Nezumi (it's a nombo with everything you're doing), Drainpipe Vermin, Gutter Skulk, Nezumi Cutthroat, Pestilence Rats, Ravenous Rats, Swarm of Rats, and Typhoid Rats.
Relentless Rats Replace all of the cards removed with these. You are not restricted to a single copy, per EDH rules, because Relentless Rats specifically states that card limitation requirements do not apply to it.
Get rid of anything that is single target discard! Especially Raven's Crime, since you don't have enough lands that you can afford to be ditching them for a single discard.
Add more things that hit everybody, such as Necrogen Mists or are renewable.
Specter's Shroud Might be worth looking into.
You need more board wipes. You have one 9 CMC board wipe with only 32 lands in the deck. The Hyper-geometric distribution doesn't give you very good odds of pulling the lands you need in order to keep the board clear. Consider Bontu's Last Reckoning, Yahenni's Expertise, Crux of Fate (which may work to your favor with all the Dargon decks running around), Damnation is a given but it's pricey, Life's Finale, Kindred Dominance, and Necromantic Selection are all decent options.
Liliana of the Dark Realms is a much better Lili for a deck like this because you need ramp and that Ult is ridiculous plus it combos with...
Let's talk about your mana base for a second...
Thirty two lands? Even for a very cavalier spell slinger deck, that is a very low amount to play. I play a Shu Yun, the Silent Tempest deck on 36 and struggle some times to reach a critical mass of mana/spells. Don't fall into the trap of "I'll cut a land for this cheap spell; it'll be fine." Again, math and probability will not be on your side in the late game, not unless you're willing to invest in Nykthos, Shrine to Nyx or Cabal Coffers. An alternative might be to run Crypt of Agadeem but it's really no substitute for those lands.
Lastly, jam a Bojuka Bog or a Scavenger Grounds or both in there for graveyard hate, along with your choice of Strip Mine, Ghost Quarter, and/or Field of Ruin because if you can't have your Crypt or Coffers, why should they?
Hope this helps, good luck!
