Anything that lets you attack twice will let you hit 5 winning flips almost every time.

Kry Shield , Mourner's Shield , Orbs of Warding can prevent the inevitable damage.

How about something like Altar of the Brood? It doesn't directly interact with Phenax's ability or creatures' toughness, but it does give you another form of mill that doesn't rely on your commander. Any infinite flicker/ETB/token spawn combo will also infinitely mill opponents with the Altar out.

Mindshrieker is low-power, but fits the theme, is a great early-game drop and gives you a flying blocker.

Have you thought about enchantments that can untap a creature? If you have Phenax out, you can just pay one blue to Freed from the Real or Pemmin's Aura to repeat the mill ability over and over. Aura also helps with devotion.

Bonehoard combos with milling your opponents' creatures, and gives your creatures a bigger butt to mill/block with. Nighthowler falls in the same boat.

It's old and super niche, but how about Kry Shield? Potentially doubles (or more) a creature's toughness until end of turn.

Sire of Stagnation is great for this deck, but BE CAREFUL! Sire's ability is not voluntary, meaning opponents can deck you with infinite landfall (unlikely, but this is Commander so anything is possible). Opponents can also fill up your hand with cards when Sire is out, which leaves you very vulnerable to some of your own cards (cough cough Dreamborn Muse cough cough.)

Also, Guiltfeeder's ability does rely on it attacking, so it's presence in the deck does kinda run counter to the 'no attacking' theme. Haunter of the Nightveil seems kind of weak too, something that increases your board's toughness (Bad Moon's bad) would be much better.
