@FireMind42: Yeah in that case, you'll want to go for Underworld Breach or Paradoxical Outcome (or something weird with both). I'd lean more towards Paradoxical Outcome because it lends itself better to straight U/R Storm. Not to mention, it opens up Displacer Kitten + Coveted Jewel shenanigans. Then you won't have to rely on rituals so much (Desperate Ritual, Goblin Electromancer, and Seething Song are especially awkward). You can then fit more artifact mana and draw spells.
You'll still want Bolas's Citadel because you're never going to actually spend black mana to cast it and the card is just the nuts in Storm. Memory Jar is always fun with Hullbreacher and Narset, Parter of Veils, but Bolas's Citadel is like Yawgmoth's Will and Yawgmoth's Bargain in one card that can be Tinker'd for (especially with Sensei's Divining Top, Brainstorm, and Ponder). You'll still need Sphinx of the Steel Wind in your sideboard, which is another card you're never going to actually cast.
Since you don't want Monastery Mentor, you'll have to get by with Laelia, the Blade Reforged. Sometimes you'll want to Grapeshot. Sometimes you'll want to Brain Freeze. Sometimes you'll want to Empty the Warrens. Other times, you need something that can get big quick and an easy way to do that is Laelia, the Blade Reforged, Treasure Cruise, and Dig Through Time. She's mostly for Underworld Breach, but I'm not sure you'll need that with Paradoxical Outcome.
I also don't know how I forgot to mention Mind's Desire in my original post. That's the reason to play pure U/R Storm in Vintage LOL. Personal Tutor may also have a potential spot somewhere in this list. It grabs Tinker, Grapeshot, Time Walk, Mind's Desire, and draw 7s. I'd even consider it over the second copies of Past in Flames and Grapeshot.

Nice to see another Ephara player lol. Here are my thoughts:
Elesh Norn, Grand Cenobite- I ran this version of Elesh for a time. She is a powerful card, but I never found she really did much for the deck when I ran her. In my experience, 7 mana was too high a cost to pay for no recurrable effect (I prefer to have effects that I can reuse by flickering), and it usually left me with less mana to spend during my opponents’ turns, which I found to be more important than being able to swing for damage. Why not run the new Elesh Norn, Mother of Machines, instead? She pairs a lot better with our EtB effects.
Lavinia of the Tenth- Cool card, and I get the concept behind her inclusion, but I personally never ended up running her. I prefer to remove creatures with stuff like Skyclave Apparition or Reflector Mage, or even just spot removal, than temporarily stopping them while keeping them on the field.
Ledger Shredder- I don’t really see what this card does for you. Like with Elesh Norn, I think it’s better to run creatures with EtB effects you can reuse with flicker effects.
Nezahal, Primal Tide- Same as above, plus the casting cost is way too high for my liking. Why not run something like Deadeye Navigator instead if you want a repeatable blink?
A few cards I’d recommend are Ephemerate, Momentary Blink, and Ghostway. The first two are very good instant blink cards, useful for reusing stuff like Reflector Mage on the spot for removal or Cloudblazer for some draw before your turn. You also get two uses out of them, so they’re good value and flexible cards. Ghostway is slightly better than Teferi's Protection in this deck imo, since you not only save your creatures, but you get their EtB effects again at end of turn. You don’t have the added benefit of protecting yourself from damage, though, so for that, I’d recommend Selfless Squire. Very underrated but super useful card in my experience; I once stalled a game out against a board full of 30+ dragons and only 3 life because of this card lol. Not a one-off occurrence either, as I’ve had several games where I’ve been able to keep myself from certain death by constantly flickering her effect; she’s incredible when combined with Archaeomancer and Ghostly Flicker!
Other creatures I’d recommend are Watcher for Tomorrow, Cloudblazer, and Saltskitter. The first two are great value engines with Soulherder and Thassa, Deep-Dwelling. I held off for a long time on using Saltskitter, but when I did, man did he put in the work. I was pretty much drawing cards every turn. There’s also Orvar, the All-Form, though this pretty much does the same thing as Displacer Kitten. Having those extra bodies is nice, though, so it’s up to you. Could even just run both lol.
Oh, and you may as well add Altar of Dementia to complete your Reveillark and Karmic Guide package.
tl;dr focus more on creatures with EtB effects for more flicker value, and a few more blink spells.

Rasaru - updated the list to reflect what I am currently running with. Big changes including new power like Displacer Kitten/Glasspool Mimic Flip/Chromatic Orrery/Lae'zel's Acrobatics. Invested more into Stifle effects (Tale's End, Trickbind, Disallow, Sublime Epiphany) which power up our flicker-removal value via countering the delayed trigger, some direct upgrades/substitutions (eg: Rout --> Vanquish the Horde, Sanctum Gargoyle --> Archaeomender, Fact or Fiction --> Memory Deluge), and finally caved to the mainboard Eldrazi Displacer.
Updated the deck tech and tutor targets to reflect the mainboard more accurately, added more details about why Stifle effects over raw Counterspell.

There's usually a couple cards a set that do it if it's not a full draft archetype; Unfinity had Now You See Me ..., DMU had Golden Argosy, and it was the UW draft theme in Baldur's Gate, with cards like Oji, the Exquisite Blade, Displacer Kitten and Pegasus Guardian.
If anything, the use of Phasing seems sparing and careful. I can't remember any recent phasing cards besides Slip Out the Back.

Garth One-Eye can go infinite with Displacer Kitten (blink garth with displacer kitten to get infinite Black Lotuses, keep on blinking to get infinite Shivan Dragons, and deck your opponents with Braingeyser, and if anyone kills the kitten, use Regrowth to get it back)

Sorry forgot about Displacer Kitten since it allows you to bounce Muldrotha and replay more stuff from your graveyard since it's a 'new' Muldrotha. Plus any instant in your hand becomes a way to protect Muldrotha. Lastly infinte mana combo with Lotus Petal which is already in your deck.

I have a Dragon tribal deck that has Renari, Merchant of Marvels and Dragon Cultist as my commander and background. I recently played a few games with it and once I had 2 dragons they became a target. I know this is what comes with big creatures. So my question is what are some way to protect them? The deck theme is around casting dragons at instant speed and blinking them for extra value. I can see the blinking as somewhat of Protection. But so fat I have; Deadeye Navigator, Displacer Kitten, Essence Flux, Ghostly Flicker, March of Swirling Mist, Planar Incision, Teferi's Time Twist, Vanishing, Vodalian Illusionist. Let no if I am missing something in the blink category or if there are other forms of protect I can use. Here is a link to my decklist.
