Sea-Dasher Octopus , Mystic Remora , and Thassa's Emissary would give you on flavor card draw which you could really use. Quicksilver Amulet and Back to Basics can really hinder opponents here. Also, Strata Scythe can get be fantastic with a combination of unblockable and basic land base. I love my sea monster deck, have fun!

Dirge Bat with Sea-Dasher Octopus May be GOOD, but have you tried Sea-DashO with Faerie Vandal ?!? IT IS ABSURD!!! Lemme tell ya, A 2/2 Flyer whom gets a +1/+1 Counter on it after Each Swing, IS FKN DANGEROUS!

Try it out If you want to consistently Draw Cards and Flash ALOTTA SHIT, FTW. Just stay away from playgrounds with it..... LOL

Hey, well done on a low budget, nice flavor of sea creatures.
Consider expanding on looting? Looting is draw and then discard.
- Windrider Wizard : repeatable loot by casting an instant or sorcery and it's a flying creature for Octavia's magecraft.
- Frantic Search
- Thought Scour
- Mental Note
- Strategic Planning
- Chart a Course
- Compulsive Research
- Key to the City : can make Octavia unblockable until end of turn.
A reason to play more looting is to have more instants or sorceries in your graveyard for Octavia. Another reason is Wonder which is a card you want to discard and when it's in your graveyard and you control an Island gives all your creatures flying especially Octavia. Pair the flying effect of Wonder with Stormtide Leviathan who's a big sea creature upgrade. He makes all nonflying creatures unable to attack, but Wonder gives all your creatures flying.
Whelming Wave will consistently wreck your opponents creatures and not bounce your creatures including Octavia. Sol Ring and Arcane Signet are staple budget mana rocks in Commander. Kefnet's Monument reduces the mana cost all of your blue creatures and each time you cast a blue creature you get to tap an opponent's creature who could be a blocker.
Sea-Dasher Octopus and Thought Sponge are some small sea creature upgrades. Deep-Sea Kraken is another budget big sea creature upgrade. It's ability to remove time counters from itself whenever any opponent cast a spell is good in multiplayer Commander.

Love this deck! The theme is spot on, and it's fun to play and race along stalling things as krakens and tentacles bubble up from the deep.
I figured, there was enough scrying going on, so I replaced the Faerie Seer with a more topical Cloudfin Raptor — there's lots of large creatures making an appearance which triggers the evolve, tacking on +1/+1's, and further growing your mutated Sea-Dasher Octopus .
Still trying to figure out how to use Quicken to my advantage, and I ended up packing River's Rebuke for some reliable late-game removal that was more forgiving to my accumulated tentacle and kraken army — helped to push the final sea-creature attack through.

The changes I'm testing right now, to fit a Cloudstone package and a discount Cephalid Breakfast.
Wheel of Misfortune was just too hard to control effectively, and I can't force my opponents to draw with Narset or Hullbreacher out (also, making it work right often cost too much life if I was the archenemy). Whirlpool Warrior does that trick better.
Cephalid Constable was cute and won me some games, but it always left everyone unhappy at the end of the game. Cephalid Illusionist costs one less mana, mills cards to give Vadrok fuel, and sometimes can help on defense.
Speaking of Illusionist, I'm testing Lightning Greaves to mill my whole deck along with him (by alternating between Illusionist and another creature). I'd rather run Nomads en-Kor , but I'm not running any white... Lightning Greaves can help protect something like Toothy or Con Sphinx anyway, so hopefully it's not TOO bad on its own.
Goblin Engineer can fetch Curio, and Cloudstone Curio can reset Vadrok's mutation, or simply go infinite with Cloud of Faeries and/or Dockside Extortionist (potentially with help from Birgi, God of Storytelling Flip).
Intuition has been in and out before, but I'm testing it to try packages like Lore Drakkis / Snap + Underworld Breach + Dockside Extortionist / Sea-Dasher Octopus (assuming I already have Vadrok on field). At the very least, it's essentially an Entomb for Underworld Breach , since no opponent in their right mind would ever allow me to have that card in hand.

I found you looking for decks with Familiar's Ruse; I am surprised it doesn't see more play given its synergy with Snapcaster Mage. Borrower sees play all over and does seem like a good replacement for Vapor Snag. I was going to lean into Fairies and run Spellstutter Sprite over Spectral Sailor but the flash and 1 cmc is just too good for Sea-Dasher Octopus and I don't ever create much of a board presence to have high Fairy numbers. I am now looking to wedge in some Thing in the Ice Flip because of my problems handling aggro playing the Historic version on Arena isn't going to get better.

dalamis yeah, I did this without spending in-game but the deck is still considered a budget deck for those who wish to play it with physical cards. Your recommendation of Sea-Dasher Octopus I don't think works, since Soaring Thought-Thief is a Human meaning it cannot be the target of a Mutate ability. I have been considering Thieves' Guild Enforcer for a bit, I just don't know what exactly to trim. Perhaps the skulkers, a grasp and an opt? What would you suggest for it?
