BlueBat93 I think it's the right call to remove the lifegain aspect, since there are no double triggers on them.
As for Blood Artist, he's alright. But even with Teysa, you 'only' target two players. It could still be good though with the right engine on the board.
Some more cards I think are interesting:
I mostly highlighted the generate X tokens since you'll be doubling your token generation. If put alongside Anointed Procession, you're quadrupling your creature count.
Recursion: Gift of Immortality. Cauldron of Souls, Nether Traitor (another Reassembling Skeleton almost), Mimic Vat (allows you to disrupt your opponents as well as enables some shenanigans on your own board), Lifeline (another must, I find, considering your deck prioritizes things dying as much as possible)
The 'must-adds' in my book are Black Market, Nether Traitor, Gift of Immortality and Lifeline though. The rest are food for thought mostly :)

I would remove the following cards: 1. Soldier of the Pantheon- It has too small of an effect. 2.Blinding Light- It is Sorcery speed so it can only be used offensively and the effect is too small. 3. Defy Death- This effect is alright but is really situational. It is a victim of having only 100 cards.4. Staff of the Sun Magus- Too small of an effect.5. Scroll of Avacyn- Too small of an effect.6. Marble Diamond- Mediocre card that is just "alright".7. Coldsteel Heart- same as Marble Diamond.8. Reverse Damage- 100% reactive cards are often dead draws.9. Chastise- Same as Reverse Damage.10. Moonlit Wake- To small of an effect.11. Sun Droplet- +1 life a turn is awful. Use this card as a coaster.---The above cards are all bad and are easy cuts.-The last two cuts are hard, but id suggest one card for sure:12. Sensei's Divining Top- with only 1 card draw engine Well of Lost Dreams and no other shuffle effects, the top is not very good at all. Great card in a bad situation. I would cut it.---As for the 13th cut; you will have to playtest and see what feels underwhelming, too often.

I would cut 13 Plains.
As for actual cuts, Belbe's Portal just never impressed me as opposed to actual ramp cards. However, it does allow for flash and a small mana reduction, so I might be wrong.
Staff of the Sun Magus just doesn't do enough. You'll be gaining excessive amounts of life anyway, so a 3-mana artifact that lets you gain 1-2 life a turn is pretty much pointless.
Oketra's Monument, Scroll of Avacyn, and Sun Droplet also seem too low effect to be worth a card slot. Sun Droplet is only good if you want a lot of whenever you gain life triggers, like in Karlov of the Ghost Council. Oketra's Monument is a bad Pearl Medallion, and I don't think the warrior tokens are too important in your deck. And Scroll of Avacyn is just pretty bad.
That's what I saw to cut. I, too, am building Lyra Dawnbringer (I pulled a foil at prerelease!), do you think you could help me with cuts?

Gonna do what I usually do and brainstorm a bunch of cards in the vain hope that some of them will be of use:
Maybe Martyr's Bond instead of e.g. Grave Pact? Dunno if you produce enough enchantments and/or artifact permanents to make it worth it but it could finish off everthing your enemies own that were exempt from e.g. Cataclysm.
Maybe Cauldron of Souls as a source of backup recursion which can save more than just your commander? (And she'll shed that -1/-1 counter pretty fast.)
In the same vein, maybe a non-Creature card that benefits from enemy creatures like Bloodchief Ascension, Authority of the Consuls, Ashes of the Abhorrent, (Carnival of Souls) or (Moonlit Wake)? (I assume you've already considered e.g. Blood Artist.)

Building and playing decks with a lot of single copies is something I'm used to and familiar with, many of my decks have various ways to play it due to my not having several copies of almost all the cards in a deck. Its hard to explain, but there is usually a varied way to play the deck based on how it comes up. This makes the deck a little less predictable. Though I'm still working on that trait for this one.I've never really been a fan of decks with many 4 offs, to me those decks seemed geared toward a single strategy or combo, there's less variety and challenge to playing a deck like that for me. A few of My decks usually have multiple strategies, and the less predictable outcome of each game challenges me to play on the fly.
I would like to keep as many Angel types as possible. Angelic Page, is in there for early-game defense mostly. Decree of Justice, I don't even use the ability to create soldier tokens. I've even debated using a few copies of Illusory Angel, just to have some Angel type creatures early game.
I do plan to cut Angel's Tomb and Angelic Armaments for two more copies of Quicksilver Amulet. Ways to reduce the CMC, like Herald of War or a couple copies of Helm of Awakening. I haven't decided yet, depending on how it plays with the amulets. I'm also looking to replace Moonlit Wake with Proper Burial.
The Kaldra artifacts are actually in there for Guardian of the Gateless, Sigarda's Aid allowing me to spend the eight mana I'd need to play and equip one, to have both equipped. The Flash ability isn't one I really take advantage of too often, but having it open comes in handy.
I honestly do appreciate the feedback, I just wish there were more low-casting cost Angels to use.

@griffstick: I feel like Angelic Renewal has too much value here, especially if I can have it out with Felidar Sovereign. I did some rearranging (In: Haazda Shield Mate, Marshal's Anthem, Fountain Watch, manlands for lifegain triggers and the three you mentioned...Out: Mimic Vat, Lightning Greaves, Swiftfoot Boots, Vassal's Duty, Moonlit Wake and Dawn to Dusk). Let me know what you think.
