Animist's Awakening and Genesis Wave are both great Xspells to add to the list, but might not be the best here. Both cards are great but you have a lot of spells and your land count makes me nervous. Especially without any dorks/ not many rocks. Pest Infestation and Steelbane Hydra are both great for removal. Unbound Flourishing is another great card that belongs in every xspell deck that can run it.
I'm seeing a lot of cards that support different strategies, pulling the deck in a lot of different directions. Would recommend focusing on one single strategy, with a backup/ support strategy. For example this could be mainly a treasures deck with an Xspell subtheme. Would also recommend more lands (35-36) and some more 2 drop mana rocks.
All just suggestions though, feel free to take em or leave em :) I'm building my own Jolene deck and it's been a ton of fun to test so far. Building mine in more of a typical Gruul smash theme though. Feel free to take a look if you want. Cheers.

Looking good! As you're already running Plagiecrafter and Fleshbag Marauder, Merciless Executioner and Revel in Riches would be perfect additions. Spawning Pit is another great sac-outlet. Pest Infestation is a match made in heaven with Savra. In that regard, Valentin, Dean of the Vein Flip is very fitting, as well.

Love the list, but I think you should definitely add in more mana dorks instead your land ramp and signets (You can keep rampant growth and farseek probably). We want to have as many creatures as possible, so every card in our deck that isn't a creature is reducing our synergy by a lot. Llanowar Elves, Fyndhorn Elves, Avacyn's Pilgrim, Elvish Mystic, Druid of the Anima and any other dork you'd want to run not only ramp us even more, but add to our creature count and become extra damage for us later in the game.

I'm going to side on Mogis in part because I'm into Punisher and in part if you get Tobran and Mogis on the battlefield at the same time you can inflict more Commander damage in a turn with Mogis than with Tobran. Forcing an opponent to sacrifice a creature becomes even more useful if you run it against a Voltron Deck.
Again I'm siding with the Multicolor. Dina can also offer aristocrat support. Sacrifice a creature, if you control Zulaport Cutthroat you gain 1 life. If Vito is also on the battlefield you gained 1 life, but your opponent loses 3. Then you activate Vito's ability and Dina has lifelink. If you can get her trample, depending on the creature you sacrificed, that's lots of Commander damage and lifeloss. If you cast Pest Infestation the previous turn that's a huge pain in the tail for your opponents.

Love seeing an updated Rosheen deck. I run one as well. List looks solid, one card that has done work for me is Tilonalli's Summoner. With hydra’s it’s generally a go tall strategy, but sometimes you need to go wide and summoner helps with that. You have Pest Infestation which helps as well. Also, Vigor is a house in this deck.

Stuff I'd consider in no particular order.
Steelbane Hydra - this one in particular has what you're looking for in enchantment hate, but I'll have a section specifically for that too.
Hydroid Krasis - a little above your price range, but a fantastic hydra.
Lifeblood Hydra - just under 10 bucks, definitely a solid upgrade.
I'd also consider looking up all the different duals that show up in sultai and picking up some of the cheaper ones? I google "word for the color identity of the deck I'm playing and dual lands" and theres a few sites there generally with prices. Also going up like, 3/4 more lands since 33 seems slim and you don't have a lot of mana rocks/dorks to shore that up.
enchantment removal I've used/like/I think would be good here.
As for stuff I'd cut.
Edge of Autumn - theres better ramp cards and I suggested a few above
Grow from the Ashes - see above
Font of Fertility - see above
Frontier Siege - this seems kinda medium if all were doing with it is adding 2 extra mana, I like that it's modal but you're never going to pick that mode since we don't have a lot of flyers in hydras.
Icy Blast - I see where you're coming from with this, and I think it could definitely put in work, but I also feel like theres probably either hard removal that you could play for the same amount of mana that would make this useful, or something similar.
Personally I'd also cut the counter spells for more stuff that draws/removes but I understand why they're here.
