**It's a Jhoira, Weatherlight Captain deck, but it isnt cheerios and theres no ancestral statue or tidespout, Though there probably should be - its value and you wont see it trying to be Kess storming off for the win because youd need a lot more red mana for that

weather the storm and take the wheel! while jhoira storm is a strong deck build, utilizing loot cards, cantrips, free draw, cheerios and such, i believe a more sustainable and interactive jhoira deck revolves around a balanced build of all of those things utilizing a wheel based engine and a solid counterspell denial package in order to setup a cost reduced artifact spam to draw out its deck and win.

win con options: lab man artherflux

win enablers: words of wind ancestral statue

an important note is that you need to focus on either a red heavy fork and burst mana storm ramp build or a red/blue hybrid storm artifact build, or a third choice of blue heavy draw wheel and labman build with counterspell package (my choice)

pseudolock: words of wind tidespout tyrant.

It likes to draw cards and then draw more cards and sometimes it tutors cards until it wins. Like a true izzet engine, it never has enough mana (or cards!), until it has it all. Almost every card either draws or tutors, and rather effectively. It might need more lands...
