I really like your manifest take on Jon. Consider Dulcet Sirens. It's a clever way to mitigate risk of having those horrible creatures for yourself. I'll definitely be adding Crawlspace and Endless Whispers to my list.
Suggested removals from deck Plague Reaver. While it's a nice card to give away, the turn you play it you'll have to sacrifice Jon Irenicus to Plague Reaver's trigger regardless of which order you put the abilities onto the stack. You'd rather not lose Jon.
Gisa, Glorious Resurrector. It's something you can't give away, which means it's good when you're ahead, but not great when you're behind,. Your mileage may vary, but I think getting something more immediately impactful on the board tends to be best.
Mirko Vosk, Mind Drinker. You're not running a mill strategy, you'll only be filling the graveyard of dedicate graveyard decks.
Taniwha. I love this creature and totally understand running it for the memes, but phasing triggers before your upkeep, which means that when you give it away, it'll be phased out for the first turn under your opponent, so they'll keep their lands and you won't draw a card from Jon's ability. The turn cycle has to make two full rounds before Taniwha does anything.
Tergrid, God of Fright Flip. Unlike Sheoldred, Tergrid doesn't make the opponent do either of its effects. It's another creature you don't want to give away, and Jon makes cards unsacrificeable. It just won't trigger much unless you're against a sacrifice deck.
Ensnaring Bridge. The creatures you donate will often be quite big. Ensnaring bridge will prevent them from attacking your opponents and deny you card draw.
Assault Suit doesn't goad the creatures itself. Often they'll swing at you if possible.
No Mercy Jon just has better options for this slot. If you can replace a non-creature with a creature in this deck, you usually want to.
Grave Betrayal. That's 7 mana for a card that could ruin your game by forcing you to revive bad cards you do not want.
Dark Ritual. I'm uncertain what you're trying to ramp into so quickly that you would need this. Maybe I'm wrong.
AEtherize risks bouncing creatures attacking other opponents such as those you've goaded but want them to keep. Try replacing this with a more versatile effect like Reins of Power or a more aggressive effect in Illusionist's Gambit.
Damnation. Jon prefers sacrifice board wipes so that your opponents keep their shit creatures.
Overall I think you could run less counter-magic in favor of more proactive effects.
Cards to Consider Creatures Generally I want to focus on adding creatures that you can give away and then steal back later to win the game.
With Jon, you often want cheap evasive creatures to give out for early card draw with his ability. Right now you have 1 two-drop creature. Throwing in a Changeling Outcast or a Slither Blade can mean you can give a creature away for cheap and still hold up mana for other things. Slither blade wouldn't die to Heartless Summoning too.
In the two-drop slot, you can run creatures that are more defensive like Baleful Strix, or give you card draw like Sygg, River Cutthroat or just more powerful creatures like Flesh Reaver which is a goaded 6/6 that can deal 12 damage a turn or Wretched Anurid. Heck, you can even add a versatile two-drop in Dimir Infiltrator which can be given away in the early game or used as a tutor in the late-game.
In the three drop slot, I think your idea of adding Steel Golem is a great one to make sure the only creatures your opponent has are the ones you're giving them. It's a brutal card. Rotting Regisaur is a card you don't mind giving away early, and can take back later to win. Phyrexian Soulgorger can be donated to an opponent as a goaded 10/10. They won't have to pay the upkeep, but that's a great body to give someone as a political tool. Cephalid Facetaker is also worth consideration though I personally don't run it.
In the four-drop slot, like you mentioned, Grid Monitor is a proactive creature counter. Abyssal Persecutor can save you from death. Archfiend of the Dross is risky but fun (it comes back to your control after the opponent dies).
In the 5-drop slot, both of the evil-eye cards are absolute ALL STARS. They work so well every game I've drawn them. They can also replace some of your weaker defenses like No Mercy and Dissipation Field
As a sidenote, I also like Deep-Sea Kraken as an unblockable 8/8 that can win you the game with homeward path.
Removal I recommend running more sacrifice-based removal since it'll mean your opponents keep the crap you give them. Things like Tergrid's Shadow or Vona's Hunger or All is Dust (one of my favorites) or Killing Wave. I also prefer Toxic Deluge to some of your other removal since it goes through hexproof. Curse of the Swine is also an exile effect that can be selective and works really well. You can also run single-target removal like Reality Shift or Pongify if you'd rather instant speed interaction. Feed the Swarm is quality. If you really don't care about cruelty, you can run Torment of Hailfire, but that card is honestly always too boring for me to want in my decks.
Card Draw Jon has access to some great card draw that most decks can't take advantage of. Fateful Handoff is a card draw spell that also donates (though does not goad). Sygg, River Cutthroat works well with evasive threats you give away (though should not be donated). Verity Circle works great with Jon's ability since it donates the creature first, and then taps it down. Teferi's Ageless Insight allows you to double your draw triggers from Jon.
Equipment Remember that you can donate creatures while they're equipped and you still control the equipment so they can't re-equip it. Pact Weapon makes the attacking creature bigger, while ensuring you can't die, and will draw you another card whenever the donated creature attacks. Dowsing Dagger Flip works effectively on evasive creature to get you ramped. Vorpal Sword is a win condition on your unblockable evasive creatures.
Misc Graveyard removal is king. Throw in a Scavenger Grounds. My favorite card to run is Reality Shift. Make an Avenger of Zendikar spawn a dozen Wretched Anurids. It's not GREAT, but it is always funny. Cultural Exchange is a fun time too with all your manifest and shitty creatures.

Fiend Artisan is green
I think Sidisi, Undead Vizier is awful unless you use a lot of reanimate effects, it's just so expensive to tutor. Geth, Lord of the Vault is crazy strong, but he's a totally different deck most of the time. I'd dump Liliana's Steward too. You and one other player go down a card, putting the rest of the table ahead of you by one card, but they also get to choose, so you're never going to get the card you want out of their hand.
Hobbling Zombie and other cards like it, like Putrid Goblin are excellent at keeping attacks away from you while you build up your board. and the pseudo revival effects let you abuse a lot of other zombie mechanics. Butcher Ghoul, and Geralf's Messenger or Doomed Dissenter are ok too. i wouldnt use Sightless Ghoul though. They are all better than Reassembling Skeleton though. Keep Relentless Dead. Im not sure if they make the cut, but they arent scary, but that means they are good at keeping a target off your back til youre readyfor one.
Magus of the Bridge is great for a non-zombie. Probably use it over Tainted Adversary, i feel like that one just costs way too much before its good. Dreadhorde Invasion is incredibly good, as is Mikaeus, the Unhallowed. i'd put those in for sure.Tormod, the Desecrator is still really good. Zombie Trailblazer is devastating to the person sitting to your left in particular or anyone playing five colors/ not black. When you REALLY need someone to not cast a spell. make all their lands swamps during the upkeep. almost every board wipe is a sorcery.
I think you might want to dump Thought Vessel for Mind Stone or even Blood Pet. In many cases discarding is beneficial to zombies. If you want to keep infinite hand size, Zombie Infestation and discard at will cards are pretty helpful.
I think Noxious Ghoul is the single best zombie card in the game, in this deck it basically says, tap your commander, wipe everyone else's boards. Use it.
Sutured Ghoul is runner up. If you include it and other high power zombies like Rotting Regisaur you can put him out as a 20+/xx easily, and then get 2/2s. HE doesnt play nice with mass reanimate, but he's an alternate win condition on his own. also its a great tool since youre probably gonna sac the dino and Phyrexian Soulgorger pretty quickly. If you sacrifice him on the end step before your turn i think you will almost always have a game ending horde.
Gray Merchant of Asphodel is utterly stupid. The absolute best reanimate target you could hope for. and since your card draw is gonna cost a ton of life, hes always going to be valuable. Whip of Erebos is probably the only other reasonable lifegain choice.That one makes aggressive attacking suddenly super safe
Jadar, Ghoulcaller of Nephalia is really cheap at making zombies if you dont have any other sources of decayed zombs. they cant block, but you get so many death triggers
Graveborn Muse is great card draw.
I think Gempalm Polluter is fantastic. its card draw, puts a big zombie into your graveyard, and hurts a player if things are going well.
Board wipes will shut you down as you have things right now. Crowded Crypt and Kalitas, Traitor of Ghet, that way, even if there's a board wipe you still have a whole army of zombs to multiply even after everything is dead. Rise of the Dread Marn is another fantastic option that you can abuse if you run things like Carrion Feeder too. Run Carrion Feeder, period. It lets you loop gravecrawler and saves yourself from control magic and exile spells.
Consider Toxic Deluge and STRONGLY CONSIDER Nevinyrral's Disk. Single target removal like tragic slip is ok because you can choose when things die, but other cards like Malicious Affliction are going to miss a lot of key targets. And you absolutely need to have a way to clear artifacts and especially enchantments.
Dark Salvation is pretty cool. not sure if it is good enough, but i'd use it rather than some of your spot removal.
Liliana, Dreadhorde General is really absurdly strong if you can get it out, and even if it dies the next turn you can draw a bunch off of it. Liliana, Heretical Healer Flip you already know is great.

i love this deck. to be honest when i saw my long time favorite janky card the Phyrexian Soulgorger in the decklist i knew i will build this. nevertheless the Glacial Chasm doesnt work very well with the creature based beatdown and Razormane Masticore doesnt help here since it damages only creatures... some alternative wincon would be helpful. some mana acceleration would help to get down Eon Hub earlier. also adding Elixir of Immortality would be a solution against decking out in a locked game.

Hello friend! I have some suggestions! I had way too much time today, so here you go.
Anointed Procession double the treasures, double the constructs, double the fun.
Inspiring Statuary is going to make all of your spells cheaper without making you sacrifice artifacts.
Oni-Cult Anvil is going to go hand-in-hand with your commander by making all of these tokens.
Grim Hireling does make a lot more treasures, it’s going to be more useful as super annoying removal.
Daretti, Ingenious Iconoclast isn’t budget, but one murder a turn is a good deal.
Ghirapur AEther Grid is super good. When you have untapped tokens, why not use them?
Dockside Extortionist makes so many treasures, aaaaah! But, y’know, also stupid expensive.
Seize the Spotlight is a way to hold your opponent’s creatures hostage! And since there are plenty of sacrifice outlets, you can just throw it away after you’re done with it.
The Reaver Cleaver is gold. Yes to all of this. Trample and +1/+1 is alright, but the loads of tokens will be really sweet.
Blood Money is a board wipe, but you get even more treasures afterwards.
Monologue Tax makes three more treasures a round, more or less.
Bolas's Citadel can be a wincon on its own.
Descent into Avernus is some snazzy treasure creation, but also pretty dangerous. Use with care!
Black Market Connections gives you pretty much whatever you need at the moment.
Ancient Copper Dragon makes a million treasures, plus he's a dragon.
Hoard Hauler can protect a weaker creature that you can’t attack with and still get you more tokens.
Prosperous Partnership is extremely useful when on the defensive. If you must have all of your big bad creatures untapped on your opponent’s combat, then you’re wasting potential! Just marry some of your creatures, they won’t mind.
Trove of Temptation forces your opponents into a potentially uncomfortable position while giving you treasures in the meanwhile.
Storm-Kiln Artist is a good ground defender, since it’ll kill most whatever is thrown at it, but it’ll also make plenty of tokens!
Fake Your Own Death revives a creature and gives you a treasure.
Sudden Breakthrough is a buff with first strike that makes an extra treasure.
Sticky Fingers gets you tokens when you attack.
Treasure Vault is here for obvious reasons. Pump it with enough mana and you’re set for life.
Ancient Den, Great Furnace, and Vault of Whispers aren’t treasure tokens, but they are artifacts, which is just going to give you a little boost to some of your mechanics and means that you can tutor them with cards that weren’t intended for such.
Smoke Spirits' Aid seems useless… Unless you board wipe after. Could be lots of damage and lots of extra treasure.
Undercity Scrounger is okay filler, if you need it.
Frogmite, Lens Flare, Scale of Chiss-Goria, Tooth of Chiss-Goria, Mycosynth Golem, Slag Strider, Furnace Dragon, and Myr Enforcer are all notable cards you could add, since they pretty much become free after a while, though mostly pretty useless.
Forsworn Paladin is pretty good token generation early game, but really shines with the second ability where it can instantly punish anyone blocking or attacking you recklessly.
Marionette Master is going to pack a punch.
Dargo, the Shipwrecker is super cheap for a 7/5 with trample.
Enraged Giant, Freejam Regent, Battle at the Bridge, Saheeli's Directive, Herald of Anguish, and Organic Extinction are all pretty solid additions, since they don’t make you sacrifice anything in exchange for it.
Leonin Elder is just one life, but when you’re playing a treasure deck, that one life will definitely add up.
Underhanded Designs is a murder or a poke engine, which is very snazzy.
Glaze Fiend is pretty scary, considering that it has trample.
Dragonspark Reactor could be a bit of removal in your back pocket or your wincon.
Arcbound Crusher’s design team didn’t anticipate just how many artifacts I was planning on throwing onto the field.
Professional Face-Breaker is just like Grim Hireling, in that it makes treasure tokens, but more importantly, it gives you something else. You get a load of impulse draw, which is really nice when you have loads of mana.
Magda, Brazen Outlaw is just an artifact tutor, really. Though, there are plenty of treasure loving dragons you could also fish for. (:
Kalain, Reclusive Painter loves treasures, giving everyone big buffs.
Swashbuckler Extraordinaire can give anything that might be sensitive to dying double strike for a big final push. That, or just give one big boy double strike.
Their Number is Legion gets you lots of life and lots of tokens.
Necron Overlord is just a worse Ghirapur, but it’s still gonna hurt.
Street Urchin is the same idea as the above.
Armix, Filigree Thrasher could be some annoying removal, especially early game.
Hellkite Igniter is a big boy that, if left unblocked, could be a one hit kill.
Feedback Bolt is a big, powerful spell. To put it simply: ouch.
Fain, the Broker can make treasures, can make +1/+1’s, and can make little spooky boys. The best type of boys. Great utility and variety overall.
Captain Lannery Storm is innocent… Until you leave her unblocked like a dummy.
Concussive Bolt can be an easy kill, letting you get as much damage as you want through.
Dispense Justice is just like saying “Fuck your voltron.”
Digsite Engineer is going to make a lot of big creatures for you.
Scrapyard Recombiner is a good tutor for you.
Scrap Trawler might be kind of annoying? Idunno how well it would work, I’ll let you judge that.
Epochrasite is great, since you can sacrifice it again and again.
Ancient Stone Idol isn’t a construct, it’s a golem, but it makes a construct.
Phyrexian Soulgorger is a big boy. Granted, if you let him live for too long he’ll eat your entire army, but for a little while, especially while you’re pumping out constructs, this is a good deal.
Indulge / Excess makes creature tokens, sure, sure, but mostly makes a lot of treasures.
Shared Animosity will give constructs a boost, but there really isn’t a specific theme across creature types aside from that, and your constructs are better used for chump blocking or just turning them into scrap. Ignore this if you’re going for more of a construct tribal sort of thing.

Sadly, the interaction between Phyrexian Soulgorger and Jon Irenicus, Shattered One isn't as impactful as you may think. Due to the comprehensive rules text for Cumulative Upkeep, your opponent may choose not to pay, and nothing will happen. This happens because the choice provided isn't between paying and sacrificing but between paying and not paying. Once a player chooses not to pay a Cumulative Upkeep cost, the game then makes the decision to sacrifice the permanent. After this decision is made, the new line of text that Jon Irenicus places on your gift prevents the sacrifice, and your opponent loses nothing.
tldr: Due to rule shenanigans, Jon can't force your opponent to pay cumulative upkeep, and they won't lose what you give them.

I'm not the maker of this deck, but I do have a Selvala deck that is very similar. Selvala, Heart of the Wilds wins by essentially playing an undercosted high-power creature such as Phyrexian Dreadnought or Phyrexian Soulgorger to quickly generate a ton of mana, get cards like Quirion Ranger or Wirewood Symbiote into play with Temur Sabertooth to generate infinite mana through blinking the Wirewood Symbiote to use it's ability multiple times, and then tapping and untapping Selvala, and then either with through a Walking Ballista for infinite or infinitely bouncing something like Great Oak Guardian to give all your creatures +infinite/+infinite and swing for game.
As for this deck, I would highly recommend adding Concordant Crossroads, Craterhoof Behemoth, or even cards like Berserk. Concordant Crossroads is essential in decks like Selvala, where you can repeatedly bounce your own mana dorks to generate infinite mana, or even flood the board with creatures and quickly swing for game that turn. Deserted Temple is also nice for untapping things like Gaea's Cradle or Wirewood Lodge. Sylvan Tutor is also really nice as it adds more consistency.
