Legendary Creature — Dwarf Cleric
Spirits you control get +1/+1 and have trample and haste.
Whenever another nontoken creature you control dies (is put into the graveyard from the battlefield), exile it. If you do, create a token that's a copy of the creature, except it's a Spirit in addition to its other types and it has "When this creature leaves the battlefield, return the exiled card to your graveyard."

I have an artifact creature deck built around Goblin Welder that's migrated from commander to commander as I try out different colors, none of which particularly care about artifacts. My last one was Hofri Ghostforge, and the next version I'm trying is Chainer, Nightmare Adept.

I started brewing Boros and Mardu versions of the War Doctor, and it made me realize I hope we get a Mardu "exile matters" commander at some point in the future haha. Here's some stuff in Red/White that I think could work with your deck:

I'd recommend Soul Partition as something that can pull double duty as either removal or single target protection. Either way, it'll help the War Doctor get some more counters.

Grenzo, Havoc Raiser could also be a fairly low-end option to reward any aggro swings, and also help War Doc.

Tectonic Giant is another aggro option with impulse draw as one of its modal options.

Since the War Doctor cares about cards being exiled from anywhere, Calamity's Wake could be a quick way to get a ton of counters on him via graveyard hate, and also put an end to any combos that turn.

Volcanic Torrent could be a removal option that's on theme with Cascade.

It's an older card, but Parallax Wave can exile multiple creatures.

Lastly, Hofri Ghostforge can be like a recursion piece for this deck and still be on theme for exile matters shenanigans.

Throne of Eldraine: I appreciate the thought of giving mono-colored commanders some love, but four mana for five that you can't spend on activated abilities or artifacts feels a little excessive? The drawing ability is pretty nice, but mind you you're spending 5 + 3 mana for the first two cards, and you're probably casting the throne kinda late. I'd like it more if it cost but gave three mana instead.
Courts: I like that they're doing more cards that reward you for holding onto the monarch. Wish they'd specifically make more mono-white cards like this. (Also, is it just me or is the art for the red court the only one that doesn't use negative space?)
Brenard: Basically bant Hofri Ghostforge. Golems get another tribal commander, although you could have just partnered Ich-Tekik, Salvage Splicer with Ishai, Ojutai Dragonspeaker I guess

Thanks for the responses so far! Normally I wouldn't make a forum post asking people to help pick a commander, but it felt a lot like deckbuilding philosophy debates I've had with myself in the past: for example, my boros deck cutting Osgir, the Reconstructor for Hofri Ghostforge, or whether or not to cut from my Jund lands deck.
Gidgetimer is right on the money, as well; this is just as much a Sun Titan vs Mulldrifter pet card fight as it is a fight between the commanders. That's where the real fun in deckbuilding is though. b( OuO)b

Nice first deck! I'd recommend checking out Ratadrabik of Urborg and Hofri Ghostforge as some additional means to recycle your Legends. I think Ratadrabik could fit right in, since about 22 of your 28 creatures are Legends.

Nice take on Isshin, and welcome to TappedOut!
Although your primer says tokens, I'm noticing you only have about 4 token producers, plus Anointed Procession. I think that if you plan to go more token focused, you should have a higher volume of creature token production. I'm currently running an Isshin deck that is very token oriented with elements of ETB damage from things like Impact Tremors or group slug from Hellrider. It's a super fun build that I've enjoyed for the past year. Instead of writing out a super lengthy set of suggestions for that type of build I can link my deck if you're interested; it has a detailed primer discussing the build and card choices.
All that being said, your deck currently looks a bit more like a Legends Matter themed build. If you want to go more that route of Legends Matter, you could include some of the following:

Braids, Arisen Nightmare - A cool draw piece that pairs well with token and aristocrats strategies, & can work in conjunction with Cadric, Ratadrabik, and Hofri.

Delina, Wild Mage - She can create non-Legendary token copies of Legendary creatures. If you roll 15-20, those tokens stick around, which can let you stack some gnarly effects from your legends that you wouldn't be able to otherwise.

Ratadrabik of Urborg - Kinda fits both a Legends Matter and the token subtheme you are trying to go for.

Shanid, Sleepers' Scourge - Could also be swapped as the commander for this deck if you want to do more Legends Matter. He could also be a decent draw engine in the 99 of your current build, since about 17 of your creatures are Legends, plus the 2 Background enchantments.

Karazikar, the Eye Tyrant - Great draw and control piece for an Isshin deck, and also fits the politics subtheme you're going for. A solid inclusion for pretty much any Isshin variant.

The relevant abilities of both Hofri Ghostforge and Serra Avatar are triggered abilities. As they'll both trigger at the same time and have the same controller, they'll be added to the stack in the order of they're controller's choice. If you choose to add Hofri's ability to the stack first, with Serra Avatar's above it, Serra Avatar's ability will resolve first, shuffling it into your library and you won't be able to exile it to make the token. If you stack the triggers in the reverse order, you'll exile Serra Avatar making a token, and be unable to shuffle it back in, though you will be able to shuffle it in when it's put back into your graveyard latter.
