Legendary Creature — Dwarf Cleric
Spirits you control get +1/+1 and have trample and haste.
Whenever another nontoken creature you control dies (is put into the graveyard from the battlefield), exile it. If you do, create a token that's a copy of the creature, except it's a Spirit in addition to its other types and it has "When this creature leaves the battlefield, return the exiled card to your graveyard."

Nice first deck! I'd recommend checking out Ratadrabik of Urborg and Hofri Ghostforge as some additional means to recycle your Legends. I think Ratadrabik could fit right in, since about 22 of your 28 creatures are Legends.

Nice take on Isshin, and welcome to TappedOut!
Although your primer says tokens, I'm noticing you only have about 4 token producers, plus Anointed Procession. I think that if you plan to go more token focused, you should have a higher volume of creature token production. I'm currently running an Isshin deck that is very token oriented with elements of ETB damage from things like Impact Tremors or group slug from Hellrider. It's a super fun build that I've enjoyed for the past year. Instead of writing out a super lengthy set of suggestions for that type of build I can link my deck if you're interested; it has a detailed primer discussing the build and card choices.
All that being said, your deck currently looks a bit more like a Legends Matter themed build. If you want to go more that route of Legends Matter, you could include some of the following:
Braids, Arisen Nightmare - A cool draw piece that pairs well with token and aristocrats strategies, & can work in conjunction with Cadric, Ratadrabik, and Hofri.
Delina, Wild Mage - She can create non-Legendary token copies of Legendary creatures. If you roll 15-20, those tokens stick around, which can let you stack some gnarly effects from your legends that you wouldn't be able to otherwise.
Ratadrabik of Urborg - Kinda fits both a Legends Matter and the token subtheme you are trying to go for.
Shanid, Sleepers' Scourge - Could also be swapped as the commander for this deck if you want to do more Legends Matter. He could also be a decent draw engine in the 99 of your current build, since about 17 of your creatures are Legends, plus the 2 Background enchantments.
Karazikar, the Eye Tyrant - Great draw and control piece for an Isshin deck, and also fits the politics subtheme you're going for. A solid inclusion for pretty much any Isshin variant.

The relevant abilities of both Hofri Ghostforge and Serra Avatar are triggered abilities. As they'll both trigger at the same time and have the same controller, they'll be added to the stack in the order of they're controller's choice. If you choose to add Hofri's ability to the stack first, with Serra Avatar's above it, Serra Avatar's ability will resolve first, shuffling it into your library and you won't be able to exile it to make the token. If you stack the triggers in the reverse order, you'll exile Serra Avatar making a token, and be unable to shuffle it back in, though you will be able to shuffle it in when it's put back into your graveyard latter.

I'm playing with Brion Stoutarm, Hofri Ghostforge, and Serra Avatar. If I sac Serra to Brion, what happens? Do I exile Serra and get the token, or does Serra shuffle in, and I don't get Hofri's effect?

Tyvar's flavor being about beatdown while his passive and +1 leading themselves to tap abilities is kinda off
Kinda annoyed if Nissa dies, if only because Vivian and mono-green Garuk are mechanically indistinguishable.
Rhuk: For Mirrodin!-tribal I guess.
Not a fan of the mechanical eyestalks that Serum Sovereign and Jace (and Ajani in one version) have, looks too sci-fi
Hoping against hope that Ertai, the Corrupted gets a non-Secret Lair reprint, he's neat.
IDK if they could have skipped creating Mites and just kept going with Germs
Staff of the Storyteller: I've been down on recent white draw enginge attempts, but this is pretty good if you got a deck where the token is relevant so you're not just paying 2+1 mana to draw your first car

Vanish into Eternity: I hope they're not killing of too many cool planes.
Capricious Hellraiser: Not bad EDH mono-red Dragon tribal if you include some rummaging.
Me as usual complaining that things aren't more pushed: Kinzu seems overall worse than Hofri Ghostforge, even if her tokens are basically 4/1s in EDH. I hope there's some cool "corrupted" cards for her to take advantage of.
Annoyed by Mite Overseer because AFAIK white still doesn't have straightforward weenie makers that are as efficient as green's Jade Mage & Ant Queen
Kinda find Atraxa disapointing, her ETB would have been neat as just a stand-alone sorcery
I wish Staff of Compleation cost 1 less life on all of its tap abilities, not as easily abuseable as Staff of Domination anyway.
Roar of Resistance's triggered ability could just cost to make politicking smoother
Clever Concealment: Booo, when are we getting a straightforward Heroic Intervention color shift? (Don't talk to me about Grand Crescendo or And They Shall Know No Fear, they are not the same.)
Otharri: Yeah this is much more appropritate for the color combination than Kalemne, Disciple of Iroas, but unlike the rest of the original experience commanders there's still not a lot of ways to get multiple counters quickly
Necrogen Rotpriest: with e.g. Goliath Hatchery in mind, I don't see why this couldn't just give out Toxic 1 as an anthem.
Resistance Reuinted: Kinda sad that you can basically counter the anti-board wipe part by removing the targeted creature.

Made quite a lot of changes recently, ordering some better tempo cards as well. Added more mana rocks for tempo and removed some of the recursion as I don't seem to get to my big creatures fast enough to use it. Added more board wipes that work in my favor Realm-Cloaked Giant adventure saves my commander and Calamity Bearer and Realm-Cloaked Giant, and Solar Blaze saves Calamity Bearer, Capashen Unicorn, Hofri Ghostforge, Magus of the Disk, and Stinkdrinker Daredevil. False Prophet and Planar Collapse limit the amount of tiny creatures on the field.

Shouldn't you have a lot fewer creatures in this deck? The commander cares about non-creature spells... But if you are wanting lots of creatures, I'd suggest Hofri Ghostforge and Lorehold Apprentice. Maybe even Kindred Discovery to name spirits and draw tons of cards?
