This looks like a really fun commander! So, right off the bat, there's a cool way day/night interacts with this commander and your opponents: if you can force it to night consistently, you'll more heavily punish your opponents for playing spells, since they're going to switch it back to day and power up your commander. The easiest way to do that is by playing more instants / at flash speed.
Desperate Ravings / Thrill of Possibility / Big Score + Unexpected Windfall all help positively synergize with your "draw" effects like Ominous Seas and Teferi's Ageless Insight, and also help you trigger the day/night change by electing to play on other people's turns instead of your own.
Seize the Spotlight gets an honorable mention for being great, if you find the slot for it.
For cuts, I would consider: Pouncing Shoreshark (low impact)
Laboratory Maniac - Kind of an all-or-nothing strategy, and sounds like from your description that you'd rather win with combat.
Khenra Spellspear Flip - doesn't fit with commander, since you want to be able to force it to night whenever your turn rolls around.
Boon of the Wish-Giver - sorcery speed is kinda meh IMO - I imagine people will be trying to kill your commander before it makes this cost.
Mulldrifter - there are instants and sorceries that can draw more for the same cost.

Alright. Allow me to break this down.
Due to my inexperience with Mutate shenanigans, I shall focus more upon the ards I find generally lacking.
Now, as often as I read the terms of service, a lot of text does not necessarily mean a lot of synergy. The commander format espouses synergistic decks as opposed to ones fraught with individual card power. I thusly advocate for this card's removal.
Unless you are initiating combos with Brash Taunter, 'tis not a very good card. In a regular circumstance, it is around five damage for eight mana, which it severally lacking. The indestructibility is nice, but the majority of the format's removal is in the form of exile or bounce. I would kill it.
Some of these cards were designed for Ikoria limited, but not for outside of that format. What I would recommend excluding are Everquill Phoenix, Glowstone Recluse, Pouncing Shoreshark, and Dreamtail Heron. They are okay but below average.
Lastly, Blackblade Reforged is a strong card, but I would focus more on the value part of your plan as averse to the big creature plan. Illuna's mutate trigger accelerates your board state, thus making a single large idiot makes the plan susceptible to a single kill spell.
I have tried Soothsaying myself, yet had found the card to be far too much mana to be effective. There is not much to say. It cannot put cards to the bottom, nor can it permit much filtering with little mana spent.
Everquill Phoenix is a fine card, but I would rather have an additional engine piece as averse to a 4/4 flyer.
That shall be all from me, but I may offer additional insights as other edits are made to this list.

I built a version of this deck myself with a few differences, most importantly Pouncing Shoreshark in place of Brazen Borrower. It played really well, and I actually recommend Shoreshark here because Spectral Sailor and Brineborn Cutthroat are perfect mutate targets for it.

I like Lochmere Serpent as a sly finisher, if I start to get outclassed. I took out the Greatshark and 1x Extinction Event and 1z Pouncing Shoreshark for 4x Slitherwisp.

You should consider 4x Spectral Sailor - they're absolutely nuts with the Octopus and the other mutaters, they're cheap ways to trigger Brineborn Cutthroat, and the 4-mana ability means you can always choose between drawing, playing a creature, or countering.
I think they're much better than Lochmere Serpent and probably the two Greatshark, or perhaps two Pouncing Shoreshark.
Also, I'm surprised to see no Slitherwisp?
Finally, 1-2 Castle Vantress might be a nice addition.

Interesting deck. I'm curious, why if you are you using Voracious Greatshark without Pouncing Shoreshark? I ask because I feel like they work well together.
