I am unsure how the triggers work for the interaction between Primeval Bounty and a mutate card like Glowstone Recluse. For example: would I be able to cast Glowstone Recluse for its mutate cost, triggering Primeval Bounty, then mutate the Recluse onto the newly created 3/3 beast creature token? Do I have to have a "target" for the mutate as I cast it, or do I simply choose a target as it enters?

Llanowar Greenwidow, Oran-Rief Recluse, Glowstone Recluse, Sentinel Spider, Sweet-Gum Recluse, Hatchery Spider, Doom Weaver, Obelisk Spider, Rotwidow Pack
Spider-Support: Curse of Clinging Webs, Eaten by Spiders, Hidden Spider, Spider Umbra, Webspinner Cuff
Bramble Sovereign could produce Spider Copy-tokens on etb. If you plan playing 3 colours… Thantis, the Warweaver?
And… what about Lolth, Spider Queen?
Edit: with 3.3 cmc, you have a pretty low landcount. I would cut some non-creature-spells

My opinion of the strongest mutate cards, in order from best to worst (some of these won’t be in your colours, but it might be worth considering trying 3-colour if you have lands to support that)
Anything not on that list is imo too weak to be worth running. I think a deck with mutate probably wants to be running both Slippery Bogle and Gladecover Scout so the opponent can’t kill the monster you’re building. Between them, the mana-dorks, and the mutate cards, that feels like you’ll be at 60 cards pretty quickly.

Toski's Squirrel Army

Toski is a blast to play! Some cards that I have in my personal Toski deck that work really well are Champion of Lambholt , Ohran Frostfang , and Cultivator of Blades .
Additionally, Toski makes a great creature to mutate! I run all of the mono-green mutate creatures:
With the amount of tokens you're making it might be worth looking at Doubling Season and Parallel Lives or other token doublers.
For lands, a Maze of Ith and Rogue's Passage can be very useful. If you add Maze of Ith, consider getting an Argothian Elder as well, since during combat you can create infinite Squirrel tokens using Squirrel Nest on a land and then the Elder to untap both the Maze and the Squirrel Nest land.

I'd drop 1x Gemrazer (Sideboard it) and add 1x Auspicious Starrix .
And maybe figure out a way to add in 4x Glowstone Recluse and 2x Vorinclex, Monstrous Raider . Spider for reach Predator to double Viv's loyalty counters and add +4+4 to the spider every time it mutates.

No Glowstone Recluse or The Ozolith nor Pridemalkin ?
Maybe one less Gemrazer since you have two you can repeatedly use. There can't be that many artifacts and enchantments.
I have other suggestions but those are the top ones that come to mind... Oh and Sparring Regimen could be great too.

Alright. Allow me to break this down.
Due to my inexperience with Mutate shenanigans, I shall focus more upon the ards I find generally lacking.
Now, as often as I read the terms of service, a lot of text does not necessarily mean a lot of synergy. The commander format espouses synergistic decks as opposed to ones fraught with individual card power. I thusly advocate for this card's removal.
Unless you are initiating combos with Brash Taunter, 'tis not a very good card. In a regular circumstance, it is around five damage for eight mana, which it severally lacking. The indestructibility is nice, but the majority of the format's removal is in the form of exile or bounce. I would kill it.
Some of these cards were designed for Ikoria limited, but not for outside of that format. What I would recommend excluding are Everquill Phoenix, Glowstone Recluse, Pouncing Shoreshark, and Dreamtail Heron. They are okay but below average.
Lastly, Blackblade Reforged is a strong card, but I would focus more on the value part of your plan as averse to the big creature plan. Illuna's mutate trigger accelerates your board state, thus making a single large idiot makes the plan susceptible to a single kill spell.
I have tried Soothsaying myself, yet had found the card to be far too much mana to be effective. There is not much to say. It cannot put cards to the bottom, nor can it permit much filtering with little mana spent.
Everquill Phoenix is a fine card, but I would rather have an additional engine piece as averse to a 4/4 flyer.
That shall be all from me, but I may offer additional insights as other edits are made to this list.
