I remember trying to get some Enduring Renewal lists going in this style, but I could never get it to feel good to play.

I find when budget building, its better to try and find cheaper cards with synergies than do straight downgrades.
Cards like Goblin Grenade / Shrapnel Blast also alow for cards like Howl of the Horde to have an oversize impact- 15 damage turn four is no joke. Pack a Bomat Courier , some disposable artifacts, Slag Fiend and you've got yourself a deck that will make people blink.
There are similar options throughout mono red- less exciting but still powerful cards which are just less flexible than other options. Maligned one drops like Stromkirk Noble , or standard funstuff like Breath of Fury .

If you are seriously looking at making it work in a super budget way, Throne of Geth and Tezzeret's Gambit should be the top end of your deck, while the rest aims to win before vast amounts of mana would have been relevant. This means focussing on one clear strategy- I'd reccomend Shrapnel Blast / Atog / Slag Fiend , but Shriekhorn mill is also an option.

The battle I've always had with heartless decks is that without it a lot of the deck becomes dead weight. Semblance Anvil does a bunch to fix that, but it still hits some major headaches in the reliability front.
To combat that, I'd look at making a backup plan- personally I'd run Slag Fiend and Zombie Infestation to give a 'none of this is helpful, I'm gonna hit you in the face' option, but that can be less than appealing when you have to make the choice turn two on whether to abandon your hand entirely.

@Saljen I don't like the Vedalken Archmage since it costs 4, but the other suggestions seem pretty cool, espceially the Scrap Trawler and Mind Stone . Grim Lavamancer is a good idea if I get rid of Slag Fiend , and Dark Confidant seems really good! As for Seismic Assault , I would probably use Molten Vortex over it since it is not 3 red mana, which can be hard to cast.

I've seen a few attempts at vehicles in modern. I'll run through my deckbuilding notes
Challenge; meta. Lots of people do really unfair things with artifacts in modern, and artifact hate is core thanks to affinity/kci, so people will have dedicated hate.
Oppertunity; Tools. Modern artifacts have an insane variety of powerful support, from Dispatch/Galvanic BlastMox Opal all the way to Artificer's Intuition/Chief Engineer/Fabricate/Trash for Treasure There are powerful tools in red, blue, white and some functional oddities in black and green. A Life from the Loam manlands/crew control list might be playable.
Crew wants you to have creatures on the board, (and heart loves the variety of powerful modern plainswalkers). Modern wants your creatures to be self-protecting, cheap and immediately useful.
Bomat Courier is perfect. Lingering Souls is great for crewing. So is Bitterblossom. Most 'crew 1' lets you drop a pair of tokens, lose 1 to lili, then kill lili with the vehicle. Fleetwheel Cruiser trades well into most walkers thanks to haste. weatherlight/conquerers look ok in longer matchups. Slag Fiend might help make up a 'cantrip graveyard artifact crew' deck.
Mardu gets a great low-cost instant options and sideboard options, which should help it fighitng against hate. From k-command to Rakdos Charm, Lightning Helix to Rest in Peace, its all there. Just figure out what your meta doesn't want to be playing against, and jam that in there.
The big battle is against efficient midrange lists. If they can trade even for your low cost creatures, you will find it difficult to crew, so tokens are basically mandatory. Even then, all those sideboard Ensnaring Bridge answers also trade well, so plan carefully.

Backing it with an ensoul artifact plan gives you reliable access to big beaters fast enough to compete with almost any deck.
