Cool idea. You should definitely take a look at the Kaldheim set released earlier this year. The set introduced a number of new changelings and shapeshifter support. Most notably: Masked Vandal, The Bears of Littjara, and Realmwalker.

Okay, technically they're not Skeletons, but I think running Kaldheim Changelings like Realmwalker and Masked Vandal would make for amazing options in a Golgari Skeleton deck.

DarkMagician : Allosaurus Shepherd is a broken magic card that would allow for a Masked Vandal or Mystic Repeal to target the Decree of Silence . (All those cards have been mentioned in posts in this thread, I didn't need to dig deep for that one.) That is why I haven't suggested a "counter all spells"-lock myself; Vexing Shusher , Prowling Serpopard , countering all spells is not good enough to deal with green/gruul. A lethal Banefire would work too, though the possibility of that would depend on life totals of course ;-)

I'd look at the Kaldheim shapeshifters too. I think Masked Vandal would do great in a sideboard.

In terms of recent cards for this list, Masked Vandal is a cool sideboard option, as is Mistcaller if your meta wants that, and Thieving Skydiver and Thassa's Oracle are both notable. The sideboard you have is pretty much a competitive list- the only question is adapting to the meta.

In terms of tribal stuff that might shake things up in future, Pyre of Heroes lets you tutor for merfolk at sorcery speed. Its not competitive yet, but its worth keeping an eye on whether a merfolk list heavier on 3/4 drops ever turns from a brew into something actually good. Right now it'd be some pure jank like Sigil Tracer combo.
