Unless you absolutely just want to stay on theme, which is fine, I have some considerations for you

Blast-Furnace Hellkite is expensive, but basically the best dragon, you've seen the horrors of Terror of Mount Velus as well, so consider at least one of them. Obsidian Charmaw is also amazing at punishing nonbasic land use.

Consider throwing in some more rituals in addition to Seething Song, for stormscale scion/dragonstorm. Its overpowered but Past in Flamesfoil and Underworld Breach can be absurd with that.

You have almost no draw. Some dragons can help with that, or there's always wheels

I'd dump Metallic Mimic in favor of Bloodline Pretender unless you really need the lord effect since he counts a dragon no matter what zone he is in. Taurean Mauler is also nuts.

Always consider Boompile and Nevinyrral's Disk in red. you dont have any other way to handle enchantments, and they help you survive to the late game, which is important when most of your stuff is very expensive and you dont happen to have your cost reducers.

Draconic Roar and Spit Flame really weak for commander in general. maybe look at Mizzium Mortars instead.

If sarkhan ever gets big enough to be a threat something like Two-Handed Axe , Temur Battle Rage , Rush of Blood, or Fatal Frenzy can be deadly

I realized that I had moved Sword of Body and Mind out of the 99. This card synergizes with both Aurelia and Godo. Equip the sword on any other creature and you get infinite attacks (akin to Helm of the Host). I had a tough time deciding what to take out and decided on swapping out Mizzium Mortars. I really like this card for the 1-sided wraith effects and I always want at least two wraiths in my deck, but find that hordes of small creatures are less of a problem then one big one. And I still have Blasphemous Act and Pyrohemia, so keeping instant speed spot removal has priority (and I don't want to drop it any lower than it already is).

But there are other cards on the "chopping block", which include: Nahiri, the Lithomancer (I've literally never drawn this in a game but it's there primarily for the -2) or possibly Nahiri, Forged in Fury (again I cannot ever recall drawing this in game). We'll see.

Blade of the Oni is bad because most of your creatures already have decent power and toughness. It works best in a deck with tiny creatures

Charmbreaker Devils you need a few additional spells for this to work. I suggest adding Mizzium Mortars and Terminate

Altar of Bhaal this is best with enters the battlefield effects, which you don't play many

Arcane Signet this does nothing without Commander. Replace this with Rakdos Signet

Bolas's Citadel this is a suicide in a deck with high mana costs like yours. Replace this with Phyrexian Arena

Guardian Idol this is weak creature, and bad fixing. Play Talisman of Indulgence instead

Rakdos Locket I suggest Rakdos Keyrune instead

Davriel, Soul Broker this card is not legal. If you like the theme of devils, play Tibalt, Rakish Instigator

Some tricks I've found:

If your commander is a planeswalker that costs 4, you want to be casting him on turn 3 or 2 and have defense up. EDH players just love throwing spare attacks at planeswalker so you need defense. Kodama's reach doesn't let you do this, but 2-mana ramp will. Even better is ramp that also leaves behind a blocker, like Wall of Roots. You have the Lotus cobra already, consider also Thunderscape Familiar. Tinder Wall can cast Minsc on turn 2. Khalni Garden will give you mana and leave behind a blocker as well. Wilson, Refined Grizzly is an ALL-STAR attacker and defender.

I like Gruul for removal that hits lots of things at once so I can just run my opponents out of resources with every 3-for-1 or 4-for-1. Vandalblast, Mizzium Mortars, Chandra's Ignition, Tribute to the Wild, Volcanic Offering, Decimate.

Don't play Fling effects. You don't need to sacrifice your guys to deal damage=power. You can play things like Soul's Fire and Ram Through and Domri's Ambush.

Loxodon Warhammer is straight worse than Shadowspear and your growing creatures can easily wear Belt of Giant Strength for no equip cost.

Dazard on Izzet - Cipher Deck

I am reanimating this deck and made some changes. I swapped Last Thoughts with Trait Doctoring. So instead of that low 4 mana spell i have a quick "cipher one drop" that can also fix my mana base.

dropped the two Niv-Mizzets, because they weren't a real finisher after all. i added Sentinel Tower and Firemind's Research instead which support my overall cipher theme better.

Dragonshift for some (defensive or offensive) suprises, Mizzium Mortars for some boardwipes.

What do you think?

Ok here is my take on the budget side. TLDR: Land total and Ramp increased. A lot of subpar removal taken out, and better ones put in. Some cheaper dragons/shapeshifters added to smooth out curve and provide cheap dragon drops for commander ability. Most importantly is added some value for getting extra dragons from cards, either by creating tokens or playing them for free from hand/deck. Added in 3 additional wincons similar to Terror of the Peaks to make it easier to win just by populating board and swinging in. Note that the wincons also can serve as creature removal, which is why so many of the outs are instant/sorcery removals

Comet Storm and Mizzium Mortars might be budget upgrades.

Taurean Mauler too.

Chandra's Ignition would be really good. Not budget though.
