Obviously Modern Horizons threw a lot of changes into the list. In my current iteration I'm running 26 creatures + Mutavault :

My ninjitsu enablers are either free ( Memnite , Ornithopter , Phyrexian Walker ) or provide repeatable utility ( Cabal Therapist , Putrid Imp , Sage of Epityr , Sidisi's Faithful ). I don't prioritize evasion at all. I'm also running all 3 1-drop changelings ( Changeling Outcast , Mothdust Changeling ,{Universal Automaton})

I'm running every creature with a ninjitsu cost of 1 or 2 ( Azra Smokeshaper , Ingenious Infiltrator , Mistblade Shinobi , Ninja of the Deep Hours , Sakashima's Student , Skullsnatcher , Walker of Secret Ways ) as well as 3 more expensive ninjas that provide value ( Fallen Shinobi , Mist-Syndicate Naga , Throat Slitter )

The other creatures I'm running either provide incredible ETB value ( Gilded Drake , Spellstutter Sprite , {I would probably run Snapcaster Mage if I had one}) or facilitate team evasion ( Filth , Tetsuko Umezawa, Fugitive , Wonder .

And of course there's the Dragon Knife itself, Draco :D

Right off the bat, I think you should run Preordain . The card is very powerful, and I see it in your 'Maybeboard.' Second, I saw you replaced Anticipate with Sensei's Divining Top . This is a good idea, but if you're looking for more cantrip effects, Impulse is a strictly better Anticipate . Furthermore, looking at your deck's curve, you might want to consider running Counterbalance in conjunction with top -- I have had good results with that combo, particularly if running Zendikar and Onslaught fetches to clear the top. Azami's draw ability would do just as well though.

I don't think Halimar Depths is a very good card. Sage of Epityr is a one-drop wizard who does the same thing (slightly better, actually) and doubles as card-advantage later in the game. Siren Stormtamer is another good utility one-drop wizard, as is Sidisi's Faithful . (Note that Sidisi's Faithful can be tapped to draw a card while the exploit trigger is on the stack, and you can still have it exploit itself.) Generally any low-cost wizard that has a relevant ability is a good idea. Furthermore, cards like Intruder Alarm and Paradox Engine are your friend, as they make spells into spells plus draw 4 or 5.

Pairing Azami with Mind Over Matter then becomes an auto-win in conjunction with Jace, Wielder of Mysteries . For the record, Laboratory Maniac is a wizard, but I like your choice of Jace better. I think the Lab Man/Jace combos are likely a better way to win than wizard aggro.

Riptide Laboratory is a good way to protect your general.

Sapphire Medallion , which I see is also in the 'Maybeboard,' is also a good card. Mono-blue has little ramp, so any two-drop ramp is good. Same goes for Sky Diamond , Baral, Chief of Compliance and Coldsteel Heart . With more rocks, things like Aphetto Alchemist also get better (I strongly recommend playing him).

I do not recommend Portent . Half the time I use cantrips, I am using them to find a land or some other card I want to use immediately. The Ice Age slowtrips just don't fulfill that need.

Finally, I am not sure I think Arcane Lighthouse or Detection Tower are very good. It may be a meta-call, but I feel that Azami costing triple-blue means you want to run as few colorless lands as possible.

I see that you usea a lot of expensive spells, sure they are cool but you need even more mana ramp, you can try Fertilid Sakura-Tribe Scout and for explosive tokens (experience counters) "maybe" Snake Basket or Fungal Sprouting Sure they are risky to use, but if you do not use counter spells I guess your game environment does not have much creature hate :D also if you are using Coiling Oracle the Wirewood Symbiote is a must! for card draw you can try the new: Beast Whisperer, imagine cast like 3 times in a row the Shrieking Drake X3 experience counters and cards! the sylvan library is a amazing addition..

cards to considerate: Spike Feeder gain lost of life, but is situational what you want is to attack. Fauna Shaman Throw your manadorks in late game and help you look for the hulk Spellskite good blocker at the beginning and help protect your ezuri Glen Elendra Archmage the philosophy of this deck is to win with fast and strong punches, but you need to protect your board while you build the experience counters, this car is expensive $ but it's worth every penny, it can make you win the game. Inkmoth Nexus infect support Edric, Spymaster of Trest maybe for card draw?

I don't see spot removal you can try some creatures whit bounce effect to buy time and build experience counters. AEther Adept, Man-o'-War Sidisi's Faithful even Venser, Shaper Savant

What to cut and why:

all the cards that cost more that five mana...just because they are to slow and predictable (except) Cyclonic Rift , at least cobra trap and protean hulk look's fun.

Lightning Greaves: amazing card but the shroud prevent you from putting counters on the equipped creature.

Glimmer of Genius: lot's of better card draw out there, the same to Fact or Fiction.¯_(?)_/¯

Phanharmonicon: cool card!! but slow :(

Broodhatch Nantuko: I do not feel that it is effective enough.

Not super relevant to the list, is there a bant protean hulk line, I have looked them up, but the only 2 I have found thought that Reveillark triggers on ETB instead of LTB.

The only one I could come up with was:

Flash + Protean Hulk (don't pay so hulk dies!)

Fetch Karmic Guide and Sidisi's Faithful, recurring the hulk, then sacrificing it (bounce Sidisi's Faithful to hand)

Fetch Gigantoplasm and Saffi Eriksdotter, copy Karmic Guide, recur the hulk, sacrifice Saffi Eriksdotter targetting Gigantoplasm, then pay 0 to Gigantoplasm, killing it, recurring it, bringing it back as the hulk, pay 0 to kill it again.

Fetch Body Double and Hapless Researcher, cloning a Gigantoplasm cloning Protean Hulk, sacrifice it fetching a Reveillark. Cast a Sidisi's Faithful, sacrificing Karmic Guide and bouncing Reveillark, targeting Body Double and Gigantoplasm, before they enter, sacrifice Hapless Researcher, discarding a Reveillark, when they enter, copy Reveillark with Body Double and Sidisi's Faithful with Gigantoplasm.

Sacrifice Protean Hulk to Sidisi's Faithful, to bounce Reveillark (Body Double), fetch a Triskelion, deal 1 damage to an opponent, one to Sidisi's Faithful, killing the faithful, and one to itself, killing itself, then let Reveillark (Body Double) bounce, triggering itself, recurring Karmic Guide and Saffi Eriksdotter, recur a Reveillark to the battlefield, then sacrifice Saffi Eriksdotter targetting Sidisi's Faithful (Gigantoplasm). Pay 0 to Sidisi's Faithful (Gigantoplasm), coming back as Reveillark due to Saffi Eriksdotter's ability, then pay 0 to kill it off, bringing back Saffi Eriksdotter and Triskelion.

You may now loop this by dealing 2 damage to any opponent from Triskelion, and one to itself, then sacrifice Saffi Eriksdotter targetting Reveillark (Gigantoplasm), then pay 0 to Reveillark (Gigantoplasm) to kill it off, then bring it back to Saffi Eriksdotter's ability, then you bring back Saffi Eriksdotter and Triskelion. You may repeat this loop indefinitely until each opponent is dead.

I think you should look into Sidisi's Faithful and Mirror Mockery. Turn one: sidisi's faithful. Turn 2 Mirror mockery. Attack your opponent for 0 and exploit the token to bounce a creature. It dodges a lot of removal and it can get super annoying. If you don't have the combo they both are solid on their own. Sidisi's Faithful is a great early game blocker that stops aggro in their tracks, and mirror mockery is great with anything that has great ETB's. Attach it to thragtusk, swing in make a token, gain your life, the token leave and you get a beast token.

Removed:

1x Hover Barrier - Not a huge fan of defenders in decks as they usually stall out the game rather than add value.

1x Dreadwaters - not the most milling. if you had a higher land curve id say its fine.

1x Fog Bank - same as Hover Barrier

1x Returned Centaur - Not too useful as a creature, essentially paying 4 mana to mill four cards which you can get better value for.

1x Sidisi's Faithful - your deck isnt revolved around sacrificing and I dont think you have enough cards that you'd be okay with sacrificing for this to be viable.

1x Sigiled Starfish - Scrying is cool and useful, but once again more value can be added to this deck.

1x Wall of Frost - same as Hover Barrier

1x Wight of Precinct Six - Better options.

1x Mind Sculpt - In edh a one-use 7 mill card isn't worth. Every card should add good value.

1x Paranoid Delusions - If this deck revolved around unblockable attacking this would be good, but since it doesn't it's just a 3 mill card.

1x Reave Soul - This could also stay in, but most threats in edh are generally above three and this being a sorcery hurts its value.

1x Tormented Thoughts - Again, you don't have creatures to sacrifice, so I wouldn't use sacrificing as a function in this deck.

1x Chronic Flooding - This can be a good card if someone is mana starved, but more often than not it's gonna just make that one land go unused.

1x Macabre Waltz - Not the strongest way to get back creatures, getting them onto the battlefield is a more efficient use of your mana.

Addition:

1x Duskmantle Guildmage - can generate mill when you need and can combo with the first effect to do a LOT of damage.

1x Jace's Archivist - Drawing aspect, gets cards in graveyard, can give you a new hand. Great card.

1x Mortivore - this is Wight of Precinct Six on crack. Plus you can regenerate him.

1x Notion Thief - I'm almost mad I'm including this but this is busted. unfortunately, it'll probably get killed all the time.

1x Psychic Spiral - A lot of Mill potential.

1x Talent of the Telepath - seven mill and you get to steal one or two spells.

1x Diabolic Tutor - can never have enough tutors.

1x Mindcrank - This can honestly win the game.

1x Life's Finale - Board wipes are always nice.

1x Stolen Identity - Copying shit is nice, but the cipher is what makes this so good.

1x Manic Scribe - Not the strongest but can be nice. assuming its later in the game, four card types should be in the graveyard so thats 3 mill every upkeep.

1x Traumatize - Fuck this card.

1x Soul Manipulation - counter that also mills.

1x Whispering Madness - spell version of Jace's Archivist.

1x Startled Awake  Flip - 13 mill that can keep coming back.

1x Body Double - could probably get a better card to replace this. but late game when graveyards are fat this can come in handy.

1x Dimir Doppelganger - since you'll play other people who use graveyards, you can exile creatures from graveyards to make them unusable, while still getting your use.

Cards you can keep but I personally dont like in the deck:

Omniscience - omniscience is op and I get why you'd want it but your mana curve is pretty low and it costs so much that I doubt youd get it out and make use of it.

Altar of the Brood - I dont know how this plays in games, but you're not getting out a lot of permanents so i dont see how this works too well.

Gravepurge - this lets you get back any creature into your hand, which is good, but you could just get a card that puts it back onto the battlefield.

Thoughtscour - this is realistically just a draw card.

Ultimate Price - that monocolor restriction holds this card back so much. Doom Blade would be better if you want it to be a low price.

Ashiok, Nightmare Weaver - I dont know how to feel about this, the exile feature kinda messes with your use from the graveyard style but you can use the second effect to get some of the creatures. It puts all of those exiled cards into a world only he can interact with which makes him good and useful, but limits your decks synergy.

Animate Dead - theres a lot of revive from graveyard cards in this deck is all im gonna say. maybe too many.

Curse of the Bloody Tome - this is helpful and makes sure someones getting milled which is good, but two an upkeep isnt very strong.

Sands of Delirium - not bad and gives you ability to mill every turn, but this is only usable when you can't do anything since you need to have disposable mana.

Cards that should be abused more:

Sphinx's Tutelage - if you make your deck able to draw more this card can be ridiculously op.

Broken Cards you can add (may be Expensive):

Lich Lord of Unx and Undead Alchemist - are both great but you'd have to turn your deck into a zombie deck and it would make you rely less on other graveyards. I dont think relying on other graveyards is good. this could also add a sacrifice element and you could use cards like Altar of Dementia. - overhauling to a zombie deck would be expensive but i think it'd be really effective.

Tunnel Vision - this could be dumb busted, i saw a combo of if you have a card that lets you put on the bottom of someones library then use this you immediately mill them out. That's gay tho dont do that.

Trepanation Blade - this is some nice mill and adds damage and attack to a possibility of your deck.

Extractor Demon - you'd need to run zombies.

Dralnu, Lich Lord - i hate to say it but zombies is looking like the way to go. get more effectiveness out of your spells.

Phenax, God of Deception - if you want your deck to be less based around mill and more just blue black interactions this dude's good. can make a defender deck worthwhile. probably the best consistent mill card I've seen.

Havengul Lich - cast creatures from ALL graveyards. shit i might buy this guy.

Sewer Nemesis - good

Decree of Pain - boardwipes are op
