GrizzlyAtom: Just wanted to say that I absolutely loved the list! Safe to say you hit the nail on the head on almost all of your choices. However, I do highly recommend you make a couple of changes for the general consistency of the deck.

Wirewood Elf : Heart Warden is strictly better if you absolutely must. Though I wouldn't waste time on a 2 cmc 1 mana dork.

Seeker of Skybreak : Same thing as before, though considerably weaker since you NEED the dork to be out, so this is a potential dead draw or another 2 drop 1 mana dork.

Krosan Restorer : I get the need to overload the deck with repetitive effects, but this can over saturate your deck with non impactful creatures.

Greenweaver Druid : This is just bad, even with the cost reduction.

Elvish Piper : With the lack of high cmc creatures, this is just a gimmicky card we wish can always run.

Elvish Harbinger : Though being a two thanks to Nylea, top of the deck tutors aren't too great.

Birthing Pod : Without being able to untap it, this is just a worse Eldritch Evolution .

Sword of the Paruns ; As you said, 7 mana is too much.

Elvish Guidance / Growing Rites of Itlimoc Flip: I get why you want to run this, but it ain't worth it to run both. I'd drop the Rites over the Guidance, since you can use Arbor Elf on a forest with guidance.

Leyline of Lifeforce : You have enough of this effect, even if this would be super awesome turn 0.

Revive / Return to Nature / Naturalize : There are better cards for this available to us.

Once Upon a Time : Doesn't scale too well in EDH.
These won't be direct swaps to the cuts and more of a series of cards that you should highly consider as I don't want to cramp your style.

Dryad Arbor : t1 Green Sun's Zenith makes it ramp, Elvish Guidance makes it a dork (remember it's not an elf), adds one more mana with Leyline of Abundance , and all at the cost of a land swap.

Emergence Zone : Adds the ability to set up OR win on someone elses' turn for a land swap.

Force of Vigor / Nature's Claim : Free spell/1 drop that are way better than your current cards in these slots.

Oakhame Adversary : Draw to get your combo pieces and an elf for your count. More often or not a 2 drop in most cEDH metas and a 1 drop in some cases for you.

Runic Armasaur : More draw, draw from fetches and creature based combos.

Ohran Frostfang : This card is bonkers. Turning your whole field into Ohran Viper s definitely gives you the steam you need to keep staxing it up on your way to your win con.

Seedborn Muse : I know what you're thinking, "I barely have instants". Your commander is an indestructible digger, every turn you'd get to refill your hand.

The Stax pieces: Go for them, you have the outlet in the command zone and you break parity with mana dorks and a cost reducer at the helm. Tangle Wire , Trinisphere . Root Maze , Manglehorn , Collector Ouphe , Null Rod , Winter Orb , Thorn of Amethyst , Sphere of Resistance and maybe Defense Grid are worth it. Hall of Gemstone :Not good because it can lock out interaction that could be needed to stop another player.

Regal Force : You need the gas and you're going wide. Makes your Tooth and Nail better.

Great Oak Guardian : Recognize that your wins are generated by untaps, and an instant speed board untapper is a recipe for success. It can also save your field from damage wipes and goes infinite with Temur Sabertooth . Also makes Tooth and Nail better.

Carpet of Flowers : Ridiculous ramp, 100% must.

Mox Diamond / Chrome Mox : More ramp, gets us out of the gate faster and cEDH is all about speed.

Beast Within : Catch-all removal in monogreen. Definitely a staple.

Skullwinder : Because it's better than Revive and can be repeated.
I hope this helps, I love the deck, will be keeping up with it. Final recommendation would be to use a similar categorization that I used in Yeva for your list as it helps you visualize your deck based off function and see where it is lacking.

Why are you playing Vivid Grove and Joiner Adept in your Mono-Green deck? Elvish Piper doesn't seem to do much in a deck that has so much ramp and no expensive creatures.
Some recommendations that jump out at me are
Cut Joiner Adept, Elvish Piper, Wirewood Elf, Creeping Mold, Chorus of Might, Vivid Grove
Add Priest of Titania, Copperhorn Scout, Arbor Elf, Beast Within, Beastmaster Ascension, Mosswort Bridge

The Channeler Initiate and Drover of the Mighty are in because this list is super super light on lands, which means that we need to make up for it in some of the nonland ramp. Tapping for multiple colors is more important here than the elf typing, though I might add in things like Wirewood Elf and Leaf Gilder sometime.
The Elvish Visionary change is actually somewhat recent, and I haven't updated it here yet. As it stands, since we have Heart Warden as our wincon of choice, I'd probably swap out Elvish Visionary for another ramp piece.
Lys Alana Huntmaster was the old Hackball wincon before we discovered Phantasmal Image, It's cheaper, and thus might be fine if you can't afford Phantasmal, but I'd greatly prefer Phantasmal Image due to its usefulness earlier in the combo turn. If you can't afford Phantasmal, a better option might be Altered Ego.
Finally, the 3 mana ramp pieces like Elvish Guidance and Elvish Archdruid aren't in because our 5 mana need can be met with 2 dorks and 3 lands. This means stuff like a 1cmc dork plus a 2cmc dork, plus 3 lands, would get us to 5 mana just as easily as a 1cmc dork and Marwyn, for instance. Thus, this list will stick to the cheaper forms of ramp, since they add up easier.

I'm trying out this deck to get a hang of cEDH, great job!
That said, why do you run Channeler Initiate and Drover of the Mighty instead of generic 1G elf dorks, like Wirewood Elf, Leaf Gilder and Druid of the Cowl? They tap for Heritage Druid.
Also, I have a few ideas to keep this budget but functional. (None of them has been tested, since I'm waiting for the cards to arrive)
Elvish Pioneer, Wood Elves and Llanowar Scout, to land-ramp while proccing Heritage.
Coiling Oracle, you said in the primer that he and Elvish Visionary weren't good enought, but since visionary end up here, he may be worth trying.
Elvish Guidance and Growing Rites of Itlimoc  Flip, for some craddle effects to abuse with Arbor Elf and Kiora's Follower. (Maybe not rites, as it only flips at the end step)
Lys Alana Huntmaster, at least while I can't get Phantasmal Image.
And maybe Marwyn, the Nurturer, to try and cast her before momir, and feed her enought elves to go big.

first wave of cuts: Unbridled Growth does literally nothing in mono-green, Prophetic Prism same reason, Karametra's Favor don't need. also anything that is giving you energy you dont need it. unless you have some pay off for energy there is no point in running those

yeah.. its a lot of stuff. I got a little carried away.. also this is not a budgeted list of suggestions. you will need some of the $3-10 cards to make elves a serious threat.

Necronami, great Elf deck. For a first attempt this is a very well put together list, good job, +1. By the way I found this deck via the featured deck ad the top of the site.
I have a few suggestions of cards for you to consider:
- Heritage Druid: one of the best mana Elves.
- Joraga Treespeaker: very strong mana Elf.
- Glimpse of Nature: can be an amazing draw engine for a turn and is especially good with Aluren in play.
- Beast Within: best unconditional removal in green that can also kill annoying lands.
- Freyalise, Llanowar's Fury: very good Planeswalker for Elves. All her loyalty abilities are excellent. Her recurring ability to destroy any artifact or enchantment is very helpful.
- Staff of Domination: best infinite combo artifact piece with Elves.
Cards that are the weakest in my opinion:
- Wirewood Elf: kind of a lackluster mana Elf.
- The Great Aurora: costs too much.
- Akroma's Memorial: costs too much, is win more. All you need is the trample and pump from Ezuri to win.
- Sword of the Paruns: there's better infinite combo artifacts. This is a budget combo piece for budget Elf decks.
- Door of Destinies: you don't really need both Coat of Arms and Door, it's overkill. I think Coat is better unless the metagame you play in has a lot of other tribal decks.
- Yisan, the Wanderer Bard: Yisan is great, but only as a Commander having constant access to him.
An interesting, but I admit I haven't played with it yet in Commander for you to consider is the synergy of +1/+1 counters with Elves using a package of Rishkar, Peema Renegade, Metallic Mimic, Bramblewood Paragon, Immaculate Magistrate, Joraga Warcaller and Nissa, Voice of Zendikar.

Saw the update, i'll make a few more comments. As you request I won't hold back and put out everything that comes to mind. Do know though that I think it's a decent start, especially if you are making this with what cards you already have. I'll point out all the POTENTIAL shortcomings, these might not always be relevant or something easy to fix. I am not tying to be harsh, again good job.
Deck strikes me as having the possibility of being inconsistent as most of the cards are either 1 ofs or 2 ofs. The more of any given card you have, the more likely you are to draw that card. Having one ugin means you won't see it that often. It's also important to have multiple copies of manadorks as you want to have them in play as soon as possible.
Decimator Web: cool card, but way too slow unless you want to build around it.
Druid of the Cowl/Wirewood Elf: 1 mana cost accelerants are good. After that unless they can produce multiple mana i'm not a huge fan. I would replace these with other mana accelerants when you can.
20 land strikes me as a bit low. Generally speaking in a 20 land deck you would have significantly more mana accelerants than you have currently or have your highest spell cost 4ish mana. I'd add some more lands
Lost Legacy is more of a sideboard card. Even then you have better options to deal with 1 particular card.
From Under the Floorboards without ways to madness it, this is questionable
Without instans or flash cards Seedborn Muse loses value
Mire Boa you already have enough cheap blockers this can be cut.
Kavu Predator without your opponents gaining life this is ok but not great.
I think you need some card draw to round this deck out

Also practically unblock-able and Loots.
Cut Brawn for Wonder
Flying > Trample
Cut Solemn Simulacrum for Bident of Thassa
Green decks don't need Solemn. Bident draws way more cards.
Cut Sakura-Tribe Elder for Devoted Druid
Elder fits better in a reanimate game. Devoted druid is crazy with ezuri.
Cut Thought Vessel for Cryptolith Rite
you really don't need the vessel and rites turns all your tokens into mana. (i would suggest earthcraft but thats not very budget friendly)
cut Nylea, God of the Hunt for Trinket Mage
Nylea doesn't trigger Ezuri. Mage gets skullclamp.
Cut Selvala's Stampede for Sol Ring
Why aren't you running sol ring!?!?!?!?!
Cut Overwhelming Stampede for Whisperwood Elemental
You have enough wincons. Not enough ways to protect your creatures. Elemental is insane to safe your board and generate card advantage + ezuri triggers
Cut Patagia Viper for Caller of the Claw
Board wipe protection and generates more guys.
Cut Acidic Slime for Wickerbough Elder
this is repeatable in your deck
Cut Rapid Hybridization for Counterspell
you care less about creatures than you do about spells
Cut Mulldrifter for Mindless Automaton
turns counters into cards instead drawing once.
Cut Nissa, Voice of Zendikar for Cyclonic Rift
Nissa is just oke. Rift is a necessity.
Cut Elvish Visionary for Evolutionary Leap
visionary is just an underperformer. Leap is great card draw/advantage and can used to get some value out of your guys when the board gets wiped.
Cut Coiling Oracle for Glen Elendra Archmage
the only expensive(ish) card you really need.
Cut Imperious Perfect for Life's Legacy
Perfect is hard to cut but every creature based card draw is just great in this deck
Cut Halimar Depths and Treetop Village for any land that produces and
preferably lands that come in untapped. for example City of Brass and Mana Confluence
Cut Wirewood Elf for Hardened Scales
an underperformer for a powerhouse
