Component Pouch, Worn Powerstone, Palladium Myr, Somberwald Sage, Overgrowth, Coalition Relic, Pentad Prism, Generator Servant, Eye of Ramos, Heart of Ramos, and Horn of Ramos would all ensure that Intent comes out on turn 4 assuming you've drawn your 4th land by then. Your land count is too low to reliably achieve this though. Would need to be at least 39 lands.

Personally I would cut thought vessel, farseek, rampant growth, wood elves, yavimaya dryad, and utopia sprawl in favor of some of the aforementioned cards.

Hey there! You mentioned needing some help with the mana base, which is certainly something I might be able to aid you in! Your deck has a whopping 4.69 average mana cost, where 33 lands is around good for a average of 3.5. Due to that, you may want to add a few extra lands but mainly you want to have a very strong ramping mana base. Below, you will find some strong ramp cards that could seriously help a ton, if you aren't aware of them already! I would list out all the lands you should consider including, but you ca also find them right here (https://managathering.com/duallands/Gruul.html)! There are quite a lot of great lands you missed so definitely check that out, along with some multi lands like Prismatic Vista, Fabled Passage, Strip Mine, Wasteland, Reflecting Pool, and a ton more. Anyways though, take a look at these ramp cards:

Gosh that was a lot, but from that huge list I'm sure you can pick a few to add! With your average CMC and amount of lands currently, I'd try to make it around 37 lands, with maybe 13-16 ramp spells, or even more if you think the deck needs it. You could replace the ramp spells above with some of the worse ones , (for example cut Farseek for Nature's Lore, and remember lore can search for Stomping Ground) and maybe cut some more of the fluff cards. Like Star of Extinction is great but how many times do you really end up using it and it benefits you? Plus it'll blow up some of your own creatures! And also remember, while equipment is great, Xenagos is an automatic buff, so maybe you don't need as much of that. My point is, your deck needs a lot of ramp, and while other cards may be nice, it may be much harder to win without the ramp. There're a few cards I think are cuttable. In EDH, you're often facing down three opponents (and 3x as many cards) -- so you need the most efficient cards possible. Consider cutting the least efficient cards you have. For the record, these are the ones I see as inefficient: Vorapede, Boneyard Mycodrax, Horn of Ramos (if you're considering symmetrical hate, like Collector Ouphe), Murder (which is only a 1-for-1 in a format where you start out facing 3x as many cards), Lifecraft Awakening...

I also realized I missed a suggestion. I feel like Murderous Rider is straight better than Ruinous Path; but again, you may want to consider many-for-ones like Ashes to Ashes, Smallpox, Innocent Blood... Just playtest and you'll see what's best for your deck. It's hard to make recommendations in abstractio.

I may be one of the few that actually remember playing Mercadian Masque in the Type 2 (Standard for you whippersnappers.) format. My favorite card of the set, outside of Counterspell was Tidal Kraken . It was only a 6/6 unblockable for eight mana, which is way overpriced by today's current Standards. A little surprised you didn't mention Conspiracy the card. It was the first of it's kind with the most recent "reprint" being Arcane Adaptation . Or my favorite/annoying combo consisting of Cho-Manno, Revolutionary and Pariah .

There were five artifacts, one land and a handful of white rebels that created lore of a creature that would eventually end up being printed for Commander 2017, Ramos, Dragon Engine . The first iterations of the artifact dragon came from Henge of Ramos , Eye of Ramos , Heart of Ramos , Horn of Ramos , Skull of Ramos and Tooth of Ramos .

Is this intended to be a budget deck? If not, then cards like Batterskull, Darksteel Plate, and the new Hammer of Nazahn and Bloodforged Battle-Axe would be great additions here. I'm surprised that I'm not seeing Rancor in this list, since it's one of the most efficient green enchantments ever made. Also, 32 lands is not very much. I'd try and add in a few mana rocks like Sol Ring, Emerald Medallion, and Horn of Ramos along with a few more lands or ramp spells like Cultivate, Nature's Lore, Rampant Growth, or Kodama's Reach. Being a mono-colored deck, you can also afford a few more utility lands, like Rogue's Passage, Blighted Woodland, Yavimaya Hollow, Strip Mine, Myriad Landscape, Buried Ruin, Inventors' Fair, and Okina, Temple to the Grandfathers to name a few. Treetop Village can hold some equipment in a pinch if needed as well. A few card-drawing spells would also help like Harmonize or Staff of Nin for longer games.
