This is an ETB wizards deck headed by Naban, Dean of Iterations, who doubles that ETB from each wizard. He's supported by Panharmonicon and Virtue of Loyalty, which have a more general version of the original effect. Most of the decent wizard ETB effects are from CMC 3 creatures, which is fine because you will use turn 2 to play Naban the majority of the time (Sapphire Medallion excluded).

There is a mild artifact subtheme. Transit Mage can have its effect doubled by Naban, and gets Panharmonicon, Gilded Lotus, and Conjurer's Closet. Tribute Mage also has its effect doubled and can get Sapphire Medallion, Winter Moon, Arcane Signet, and Mind Stone.

Being a mono-blue deck, Back to Basics and Winter Moon are excellent in slowing your opponent's down while you ramp up.

The main engine of the deck is to accelerate into cards like Panharmonicon, Virtue of Loyalty, Reflections of Littjara, Archmage of Echoes, and Conjurer's Closet - these things will take your ETB triggers and go wild with them. There are also bounce spells for both your opponent and you (Equilibrium, Cunning Evasion, Barrin, Dour Port-Mage, Riptide Laboratory) that will either slow your opponents down or let you reuse your creatures with ETB triggers.

A simple way to increase the power level of this deck is to add Timestream Navigator and Extravagant Replication (an infinite turns combo), which will move you up in the brackets set by Wizards. I left this out to keep the bracket low, but it will make the deck stronger. Any blue or artifact game-changer is also good in this deck.
