Winter Moon
Artifact
Players can't untap more than one nonbasic land during their untap steps.

Also, if you're playing at a lower power level, Trinisphere becomes weak? Mind, never completely useless, since it makes a lot of removal/counterspells cost to more, but it's not nearly as strong in a Bracket 2 deck as it is in cEDH (Conversely, Gaddock Teeg is stronger in lower brackets, but still keeps Wraths and MLD off the table in higher brackets.)
The difference is a meta issue, as so much of Magic is. I always use the example of four- and five-color decks. In the lower brackets, there's only your budget stopping you from playing as many nonbasic lands as needed, and it's possible to even build a three-color deck with no basics. (In fact, the only nonbasic hoser of note that's legal in the lower brackets is Primal Order, I think. Oh, I guess Molten Rain.) But in bracket 4 and 5? Blood Moon, Back to Basics, Winter Moon, Ruination, suddenly playing five colors is a losing strategy.

I mean, some people are still salty over the bans, but that's to be expected. That WotC would produce even better versions of the banned cards is a pipe dream.
Still don't know the difference between Bracket 4 and Bracket 5. I do have a Ghave, Guru of Spores deck in Bracket 3 and one in Bracket 5. The latter is actually cheaper because it's a Stax deck that runs Winter Moon and only three nonbasic lands. (I presume Winter Moon qualifies as mass land denial.)
I'm divided on WotC taking over the format, but I see why it was necessary.

It's pretty much automatically going to be Bracket 4, if you care about that. Mass land denial's a pretty big thing.
Do you have any specific colors in mind? Blood Moon, Drannith Magistrate, No Mercy, High Noon, Opposition, and Pendrell Mists are all reasonably common options--at least, they're ones I've come into contact with. They're also higher budget than Winter Moon, if that's a concerns.

So I've had a recent desire to make a bunch of Stax decks; how does everyone feel about common Stax pieces? I would say the rarity of Winter Moon is a crime if anything; it's a Stax card that can easily break symmetry, and the meta lovers its nonbasic lands.

Titania, Aggro-Combo-Control-Stax
This list looks super sweet, I've never built Titania but I ran her in my Captain Sisay deck for years. That deck was optimized for competitive 1v1 and "Titania-Aggro-Stax" (which some might call Ponza) was my #1 go-to line. It's a lot harder to leverage this at a multiplayer table which is why my build shifted away from the Titania/Crucible stuff. But your build looks brilliant and the tech with Natural Balance is so sweet. The only things I can think to add would be classic stax card Root Maze which you can also use with Amulet of Vigor/Spelunking to break parity. Winter Moon is another G-Stax card that comes to mind but I trust you know whether or not it could be supported. Also I might choose something like Perilous Vault over the disk in a big mana list like this, just for the ability to use it fast. Anyways +1 from me this looks like a solid execution

DreadKhan, first of all, I must compliment on your detailed response that many users tend leave out. Allow me to answer your deck concerns with the following:
-
Inquisitor's Flail (IF), I have thought about this artifact, but decided to cut it in earlier drafts due to more counterspells. Later on, I may incorperate "IF" into the deck depending on my card draw functions.
-
Propaganda (P) & Fatespinner (FS), are both wonderful suggestions Crawlspace was intended to be a cheap hate card, enabling the preservation of mana for counterspells—"P" may take triumph and take it's place. "FS" would be an interesting card added into the mix. I would need a some time to tinker around with new cards. MTG has taken a little backseat while I work on studies.
-
Resculpt, will not be added to this deck due to the playstyle around counter spells. I tried to keep my curve low enough to allow room for counterspells on problematic itmes. If all else fails with the counters, I can always bump up a commanders tax over and over.
-
Dress Down (DD), does have an interesting ability, but It would involve removing another hate card or counterspell. "DD" has potential so I will add it into the maybe list for later tinkering.
-
Sunder (S), Static Orb (SO), and Rising Waters (RW). To start, "S" is already above the curve and not particularly impressive compared to other high-costing cards. "S"' is detrimental to our board, especially regarding mana artifacts and creatures with tap abilities. While I might consider "SO" eventually, it will not be included at this time. As for "RW," I already have several hate cards that do not cause self-harm. My current land hate cards include Winter Moon, Back to Basics, Field of Ruin, Ghost Quarter, Strip Mine, and Wasteland. "RW" also inpacts my own ability to cast counterspells. This is also closely related to lack of self-mill cards fund in this deck. Every card has been chosen to benefit me whilst disrupting opponents.
-
Jace is used for card drawing and moving opponents' cards from the top. I have also included Jace as another permanent for players to worry about, but with your comment, I may consider switching it out.
Thanks again for your help; if you have any additional suggestions or concerns, feel free to comment. Changes to this deck will come eventually.

Wonderful deck!
Some more haters could be Linvala, Keeper of Silence, Winter Moon, Kira, Great Glass-Spinner, or Dissipation Field. Just some thoughts for sideswaps and/or cards to swap into your deck.
To maybe counter Mana Vortex one could sideboard Land Tax.
