Update: This deck does pretty well. I'm finding it's much better to use traditional recursion to get my phoenixes back onto the battlefield as their built-in reanimation is almost always to hand and very expensive. I also am noticing that being too aggressive with the self-mill early on is a recipe for disaster. This deck plays very much like a combo deck and it does a lot less when the cards that allow things to deal damage when they enter the battlefield are gone. You want a sac outlet, a card like warstorm surge and a grip of recursion for best results. Then just fling your phoenixes at everything that moves and watch the fireworks.

Mini Primer: So you'll need a good three land starting hand for best results. There's enough mana that you shouldn't have problems missing lands but you need to be pretty aggro with this deck to really go off. Cast syrix on turn 4 if possible. Almost always want to swing with all your stuff every combat, only keep back blockers if you're taking heat. Don't worry about stuff dying, there's heaps of recursion to keep you rolling. You need to accomplish three main goals to win with this deck. One is get Flayer of the Hatebound in your graveyard either by discarding it or tutoring it there with Buried Alive or Burning-Rune Demon. The second is to get Anger in your graveyard via the same routes. Third, get as many phoenixes out of your library as possible, either in the graveyard or on the battlefield and preferably both. (A prime phoenix to go after is Rekindling Phoenix since its basically the only one that recurs itself.) Once you're at this point, get Flayer of the Hatebound or Warstorm Surge on the battlefield and go nuts reanimating all your birds as often as possible. It's fully possible to smash someone for 20+ noncombat damage alone each turn, plus your army of flying attackers who don't care if they die makes this deck explosive and fun to pilot.

Also try to find a good way to kill your own creatures on demand, things like Ashnod's Altar, Descendants' Fury or Pyre of Heroes are great but the most allstar of these effects is Sneak Attack. There are numerous ways to keep your sneak attack targets on the battlefield and still get all their value.

Almost never will you want to put Syrix back in the command zone. His recursion effect is really easy to trigger and this means he stays cheap all game. Best of all, he triggers himself when he comes back so there's tons of free damage just from that.

Warstorm Surge is much better than Flayer of the Hatebound but the flayer is far easier to get into play. There is also Impact Tremors which can do a surprising amount of work, but it probably wont get you there on its own.

Your best reanimator is Virtue of Persistence as long as it doesn't get removed but don't overlook Doomed Necromancer + Anger, Sinister Waltz and Victimize,

The Palantir of Orthanc is amazing card draw. You get a free extra draw at the end of every turn plus great card selection, and if anyone is dumb enough to have you mill, they will take a heap of damage and put recursion targets in the graveyard for you, win win. It's one of the best turn 3 plays in the deck.

Lastly, if possible you will get a huge benefit from Molten Echoes but really only if you have Warstorm Surge online. Extra combat damage is nice but you will one round someone out of nowhere if you manage to get that onto the battlefield.
