Hope I'm not getting to carried away with this brainstorming, but here's what I thought up.

You could also use Nesting Grounds if you like the idea of putting your Phylactery Counter somewhere safer, but an Indestructible artifact is already pretty durable, and there are many of those kicking around.

If you end up using Proliferate for counters, you could look at Subterranean Hangar, it's a good 'land', but you almost want to run extra lands with it, it plays like a ramp source rather than a true land. Bottomless Vault also exists, but this is a much harder to use card that isn't as budget friendly. Both are good with Proliferate effects or big splashy effects, I gather you don't like Hailfire or Exsanguinate, but what about weirder stuff like one of the many big mana Wipe Plus cards that Black gets, stuff like Decree of Pain or Necromantic Selection, I think you can find others like Phyrexian Scriptures or even Damnation because it'll miss your Commander.

I feel Pestilence might be amazing, it's much better if you can give it Lifelink or Deathtouch, usually via a Counter that Nesting Grounds moved (Boot Nipper, Scavenged Brawler, Unbreakable Bond, Unexpected Fangs, Call of the Death-Dweller, Evolved Sleeper, or Void Beckoner, some of those seem solid actually), but even without either it's a great effect to clear out weenies, and your Commander keeps it around pretty consistently. Also very good with Pestilence is Exquisite Blood (paying B to gain 2 life and make 3 opponents each lose 1 sounds very playable), which combos with Sanguine Bond if you want a combo that has independently useful pieces. Blood and Pestilence and your Commander would be nuts with Cabal Coffers and Urborg, Tomb of Yawgmoth, and I love how all of that is just stuff that you want to be doing anyway. Hangar and Vault are also useful with Pestilence.

I suspect you might want to look at some free sacrifice outlets to use incase your Commander is going to be stolen or hit by an Out of Time type effect in the event that you build around them more. Black has great outlets in addition to access to Altars. There is also Command Beacon to get Phylacter Lich back if people steal it.

Hello,

Arboreal Grazer works better in decks with high land count, like 25+ easily. For your deck I think Gilded Goose would make more sense if you really want a 1 mana ramp card. At least it won't be a 1 mana do nothing like Arboreal Grazer often will be.

I'm not sure why you run 4 Whisper Squad since it's normally used as sacrificial fodder which you don't need, but if you like playing them maybe you could mix in some Blood for Bones to get the most out of them. It would also be nice +2 fodder Vraska, Golgari Queen if you played one, which you should probably consider too.

Unexpected Fangs is pretty underwhelming. +1/+1 on your Void Beckoner or Titanoth Rex won't make much difference, and they might even already have a lifelink counter from Unbreakable Bond. If you use it just to help defend early on, you could just play some Mire Triton instead. They make excellent deathtouch blockers, they gain you 2 life and even mill you some cards. All kinds of things you want to get to your late game plan.

I'm guessing you're trying to keep the deck budget, but obviously mixing in some Overgrown Tomb would help the mana base a lot too.

I see the control, but don't see much of the aggro. I don't necessarily see this being a win by turns 6-8. That is generally where I draw the line for aggro, but don't mistake me as the authority on that. Your deck average CMC is good for this, 3 or under in my opinion. Dreadhorde Butcher is a great early game play. I'd have 4 in this deck. Sprite Dragon is a good card, but not for this deck. You have at best, 6 chances for an island, given you are not short another color and that makes Sprite Dragon difficult to play early like you would want. Having either Nicol Bolas, the Arisen or Nicol Bolas, the Ravager  Flip for the late game is doable, but if you take out those 2 and the 2 faerie dragons, I think you can find better fits. For my agro decks, I assume if I can't win early, I likely will not win at all. So I have no back up. This lets me focus on putting in more aggressive creatures for the early game. You have only one other demon.

Also note that Avatar of Woe and Bone Dragon really work against each other. Maybe focus on one of them. For instance, you have cards for exiling creatures (not good for the avatar). So maybe Bone Dragon is the choice here. You would likely want to not have cards that pull spells from your graveyard as well. Such as Unbreakable Bond if you want to keep getting the dragon back out. Also note that Rakdos, the Showstopper could really hurt you in this scenario even more than your opponent. Not sure that card fits here.

I would suggest looking into cards with menace. They are usually cheap and are very aggressive, given they are hard to block. Stormfist Crusader is a good one that can work with control as well. To keep the control aspect, put in cards such as Heartless Act and Terminate. This keep the opponent creature count low and the game in your hands. Act of Treason is a good one to keep in for control.

Sorry if I went too deep here. You can ignore me and it won't hurt my feelings. I'm just snooping around getting ideas of my own as well and waiting for criticism to come back to me from time to time.

This is exactly the kind of deck I was thinking of last night, definitely borrowing your list to playtest on Cockatrice. Seems like Skullbriar got a massive upgrade with keyword counters.

What are your thoughts on some of the other keyword counter cards? I realize Blood Curdle is not a great rate for a kill spell, but it is an instant and gives evasion to Skully? Duskfang Mentor and Hornbash Mentor both bestow useful evasion counters and +1/+1 counters. Unbreakable Bond seems solid as a way to get back a stacked, dead Skullbriar and give him lifelink.

Also, mutate seems like an interesting option for non-human voltron. Specifically, Dirge Bat, Cavern Whisperer,
