Whenever Master of Predicaments deals combat damage to a player, choose a card in your hand. That player guesses whether the card's converted mana cost is greater than 4. If the player guesses wrong, you may cast the card without paying its mana cost.

RECENT CHANGES Playtesting still in progress
- Serra Sphinx replaced by Rescuer Sphinx to assist BFOF's
- Amoeboid Changeling replaced by Shapesharer for better ability while on the battlefield
- Master of Predicaments replaced by Sphinx of Lost Truths to assist card filter/draw
- Disallow replaced by Ghostly Flicker to assist BFOF's and mana gain with Nykthos, Shrine to Nyx and protection from targeted removal
- Island(x1) replaced by Mystic Sanctuary to keep answers like counterspells in hand

I have a yidris chaos deck that is hands down the most fun deck I have ever played. Have you considered: Yidris, Maelstrom Wielder , Shared Fate , Storm Cauldron and Burgeoning , Havoc Festival , Choice of Damnations , Timesifter , Sands of Time , or Master of Predicaments ?
If you want a chaotic wincon, Reins of Power has never failed to disappoint.

For wincons, Esper is mediocre outside combo (I have the same problem with my non-combo Sharuum deck). What Esper does have is a great card draw and removal suite, so what I decided to do was to go with average beats backed up with lots of control.
As an aside I think Master of Predicaments would be good and in-theme for your deck.

I think there is a lot to like about this shell, the main thing I would change is replacing some of the sorcery speed plays you have, like creatures, with instant speed plays so that you can react to the game state and stay under the radar. Currently, this is more of a midrange list, which is totally cool! However, if you want a control deck, some of these less impactful value creatures would probably be better served swapped for more interactions like counterspells and removal at instant speed. At first glance the easiest cuts in this department would be Azorius First-Wing, Cosi's Trickster, Chasm Skulker, Windborn Muse and Master of Predicaments. Cutting some of these early to midgame creature threats should help you stay under the radar, only removing or countering things that directly effect you and letting other people beat each other up in the meantime. Instant speed wrath effects also help this, preventing you becoming 'the bad guy' for always wrathing when things get out of hand. Instead you only need to wrath when you personally are attacked. AEtherspouts and Settle the Wreckage are great for this, although the latter is a still a wee bit pricey.

The deck looks neat, is it something you've played with already or still in the planning stages? Also just FYI it's Sphinxes, not Sphinx's. :P
There are a number of utility cards coming in the new commander 2017 set for tribal decks that I'm sure would help you out, but considering they're not out yet I'll stick with cards that actually exist. Like Consecrated Sphinx. Also I'm not sure what your budget is so I'm just gonna throw out some kinda expensive suggestions in the mix.
I'm sure a Cavern of Souls and possibly a Boseiju, Who Shelters All would be nice for some extra protection. As for cycling lands, in a mono blue deck that doesn't care about deserts, both Remote Isle and Lonely Sandbar are strictly better than Desert of the Mindful. On the topic of lands, if you like artifacts, there are some more neat inclusions that might interest you: Academy Ruins, Mishra's Workshop (crazy expensive), Sequestered Stash, Tolarian Academy.
It sort of goes against the artefact theme you're running but I personally prefer Mystic Remora or Rhystic Study to Mind's Eye, it puts the tax on the opponent instead of you. You mightn't always draw cards off them, but they're somewhat cheaper in multiplayer games and can force opponents to chose to pay the tax instead of good spells, which is subtly very nice.
Argent Sphinx is actually great in here I'm just realising. Neat.
There isn't a lot of cycling in the deck so I'm not really sure what Curator of Mysteries or Ominous Sphinx offer the deck aside from being sphinxes. Some other fun sphinxes I like are Master of Predicaments and Sphinx Ambassador, and some others that might synergise with your commander or otherwise offer good card advantage are Consecrated Sphinx, Horizon Scholar, Prognostic Sphinx, Sphinx of Jwar Isle, Sphinx of Lost Truths, Sphinx of Uthuun, Vexing Sphinx, Windreader Sphinx.
There are a lot of great sphinxes actually, whew.

Hey! Got some ideas for your chaos deck....first a combo with cards that are intersting alone but hilarious together, Timesifter + Stranglehold = extra turns for only you, other people get turns too just less often... some more free stuff...Omen Machine, Temporal Aperture, Unexpected Results, Master of Predicaments, Hazoret's Undying Fury, Mind's Dilation, Eye of the Storm ... fun and useful thingys like Clever Impersonator, Mirage Mirror.... Homeward Path combos with the Perplexing Chimera and probably other chaos cards in here already. Teferi's Realm is crazy, Zur's Weirding is troll status for sure plus cascade is unaffected by it, Nature's Will and Bear Umbra because they're so good with Yidris. Good luck :)
