Stitcher's Supplier is pretty much a staple in self mill decks.
Another one I see in alot of decks is Satyr Wayfinder helps keep lands coming and mills twice the cards as Sultai Skullkeeper
You have alot of lands. For a 60 card deck typically you won't go much higher than 24. You have 33.
You have cards in your deck that aren't modern legal. Brawn Sewer Nemesis Deathrite Shaman are not modern legal. Some substitutes that are legal are Wonder instead of brawn. Lord of Extinction over Sewer nemesis. Scavenging Ooze over deathrite shaman.
Lhurgoyf is only playable in a commander setting in my opinion. You can't count on your opponents graveyard being filled with creatures at all. I'd recommend Urborg Lhurgoyf as a direct upgrade. Has a self mill abilities and cost half as much Mana.
I'd take out most of your cards that cost 5 Mana. You have quite a few and i don't really see the purpose of Consuming Aberration also your deck is mostly creatures and lands so a Grisly Salvage will get you the same effect as Sultai Soothsayer I hope this helps.

There's your mono-blue vampire, AND the rare mono-blue Shaman! He's on a short list with the likes of Sultai Skullkeeper and Balduvian Shaman, the latter of which is doubly odd because it is a non-red Balduvian and a mono-blue Shaman.
He's a psychic vampire, who shares an empathic link with the other players, and turns their spells into energy useable by their master, at a cost to their own vitality.
Make something that is a tribe and a color that doesn't make sense, but which there are other examples of.

I haven't given it much thought, but at a glance I would consider running Collective Brutality or Bloodghast instead of Sultai Skullkeeper and Bone Picker, maybe change Forbidden Alchemy for Strategic Planning, trying to come up with a better plan, let me know what you think and I'll give you some more insight when I have time.

You know what makes me salty? Nagas. I love those freaks but they have no support for their tribal, even if they are more snake than the orochi from Kamigawa (they have 4 arms and legs! What kind of snake is that?)
Sultai Skullkeeper and Naga Oracle would be nice for the Grave plan, while Weaver of Currents is a Sol Ring with scales, but there's no point in putting then into your deck because they aren't a goddamn snake. Too bad, So sad :( but now that i'm thinking about, maybe i can do something for then...hmmm...time to make some research.

Hey! I like the deck! i prefer Returned Reveler over Sultai Skullkeeper though, but you might also like Nyx Weaver or Hedron Crab. the spider has a lot of utility, and the crab makes magic happen even without fetch-lands like Verdant Catacombs, but should still get you extra milage with your Evolving Wilds.

I must say, I really like your suggestion of Sidisi, Undead Vizier. Not only is she great for getting that last hedron, but also at fetching removal, Inverter of Truth, and whatever else you might need at the time. Plus the fact that I would have both versions of Sidisi in the same deck! Is there a rule preventing both versions from being on the battlefield at the same time though?
I also like Dead Drop. Would be a good card for Sidisi to fetch for. I think I would rather swap a Grasp of Darkness for one Dead Drop since cut is so powerful in this deck.
Although Elvish Visionary is a great card, I think I would almost always rather play Taigam's Scheming, Corpse Churn, or Sultai Skullkeeper to get some self-mill going early on for some early-game delve cards.
Also, about your question on the Hissing Quagmire I think you should totally run them. Although the 1 life is nice from the Jungle Hollow is nice, i think the ability of quagmire to chump block huge threats is wayyyyy worth the upside. In fact, I am now debating trading for some. A hissing Quagmire would be kinda like adding more Rakshasa Deathdealers, which are huge for stalling opponent attacks.
