I originally restricted myself aesthetically to "walls" as a theme, but the deck needs to be fine-tuned — it's redundant to have Assault Formation and High Alert together. I was using Muddle the Mixture to transmute into Assault Formation in a worse-case scenario. I was thinking of refining the deck with a set of Drift of Phantasms to be transmuted into a 3-CMC card "High Alert", and Moon-Blessed Cleric might give more assurances to tutor up the cards I need to "combo off".

I’ve been thinking of building a Heliod deck and have a ton of questions/thoughts if you don’t mind me asking.
Have you thought about Archon of Sun's Grace? It gives you an extra token for each Heliod activation. A team of vigilant, lifelink fliers has a lot of offensive/defensive potential.
Is Mentor of the Meek an option here or is needing the mana on etb too taxing? It looks like you would have plenty of ways to trigger it.
Felidar Guardian combos with Skybind to loop an enchantment every turn. You don’t really have any payoffs for it at the moment but it seems great with Act of Authority, Elspeth Conquers Death or Exclusion Ritual to get rid of something permanently.
Moon-Blessed Cleric could be great here too. It’s a repeatable tutor effect with Skybind and synergises well with Sun Titan and Recruiter.

Hey, for a first Commander deck very nice budget version of Tuvasa.
Robe of Stars is from new Aura of Courage Commander precon and it's powerful repeatable protection for Tuvasa and all auras that are attached to her. Mantle of the Ancients is also in that precon and it's a way to reanimate all your auras while also pumping Tuvasa. Open the Armory is a budget aura tutor or it can could get Robe. Moon-Blessed Cleric is a budget enchantment tutor from Adventures of Forgotten Realms.
- Robe of Stars --> Starfield of Nyx
- Mantle of the Ancients --> Creeping Renaissance
- Open the Armory --> Martial Law
- Moon-Blessed Cleric --> Plea for Guidance
Setessan Champion is an upgrade for an enchantress. Alpha Authority can protect Tuvasa from opponents targeting with hexproof, but still lets you target her to keep enchanting her and it also gives menace which combined with how big Tuvasa can get is good evasion for her. Favor of the Overbeing gives flying evasion and vigilance letting Tuvasa be an attacker as well as a blocker. Seal of Primordium is an upgrade for Reclamation Sage since it's an enchantment that you can sac right away or at instant speed later.

Consider some budget manabase improvements? The manabase looks neglected compared to the rest of your deck. 26 basic lands is a lot for three colors and except for Command Tower all the other dual lands here ETB tapped. Some lands to consider adding in place of some basic lands, Tranquil Expanse, Woodland Stream and Meandering River:

- Bant Panorama
- Path of Ancestry
- Yavimaya Coast
- Prairie Stream
- Canopy Vista
- Port Town
- Fortified Village
- Vineglimmer Snarl
The Tango lands and Reveal lands have interaction with basic lands to ETB untapped. Could also consider cutting a few lands in place of some more ramp/color fixing that has interaction with Tuvasa. Wild Growth, Abundant Growth and Wolfwillow Haven.

Angel of Despair is better removal than Oblivion Ring because it's an Angel who can be reanimated many different ways. Emeria Shepherd can reanimate Ring, but it can also reanimate Despair. If you don't want to cut Ring than an Angel replacement to consider is Cleaving Reaper. Reaper can return to your hand from graveyard for 3 life which is nice, but it's not needed here with all reanimation and having to cast Reaper again for five mana is subpar.
Orzhov Cluestone is a lesser mana rock compared to Mind Stone and Commander's Sphere especially with Emeria Shepherd. Consider Wayfarer's Bauble? It's just been reprinted in one of the AtFR Commander decks. Wayfarer is another artifact that has interaction with Shepherd since for two mana search for a basic Plains putting it onto the battlefield to trigger Shepherd. It's also a one drop to keep recurring to your hand with Shepherd to cast again for Firja.
Mentor of the Meek is consistently not going to give enough draw for a three drop. What makes Mentor a strong draw source is when your theme is to create 1/1 token creatures, but that's not the theme here. Angel tokens are the token theme and they're 4/4s as well as most other Angels have more than 2 power which doesn't trigger Mentor. Firja does have 2 power, but her alone is not enough of a reason to play Mentor.
Mentor is not needed since you've added Dawn of Hope which it's a draw source that has overall much more interaction with the theme here. Consider Moon-Blessed Cleric to replace Mentor? Moon is a budget way to tutor for any enchantment who can reanimated, she's also a Cleric.

Not sure running Moon-Blessed Cleric just to tutor High Alert is worth it. If it had high toughness maybe, but 3/2 stats kind of suck in this deck. Letting you tutor up a Detention Sphere, Rest in Peace, or Baffling End when needed is okay though.
I'd maybe cut a 1-2 copies of Azorius Charm, since the removal option doesn't get rid of the creature for very long.
