At the beginning of your upkeep, each opponent loses 3 life unless they discard a card. If you're the monarch, instead each opponent loses 6 life unless they discard two cards.

Most of my cards that draw in Edgar Markov are tribal based, creature based, or are like Read the Bones. Three cards in the current list that aren't are Twilight Prophet, Castle Locthwain, and Bolas's Citadel.

Card advantage pieces: Phyrexian Arena, Thorough Investigation, Audacious Thief, Emberwilde Captain, Court of Ambition, Court of Grace, Court of Ire, Mangara, the Diplomat, Cunning Rhetoric, Breena, the Demagogue, Laelia, the Blade Reforged, Sun Titan, and Etali, Primal Storm.

I didn't consider budget when looking.

Some good enchantment-based card draw to note:

Kumena's Awakening - this would be an excellent choice on a budget. You should always have The City's Blessing. My favorite "not-Rhystic-Study" replacements.

Dire Undercurrents - amazing card but expensive. If I were you I would make this one of your first upgrades. Seems perfect.

Arguel's Blood Fast  Flip and Greed and Erebos, God of the Dead - Alela's lifelink would help pay

Erebos, Bleak-Hearted is playable in this deck.

Dark Prophecy - the power is there, but might be difficult early.

Military Intelligence should be reliable. Great for two mana

Curse of Verbosity - I think it's kind of underrated. Should be good with your flyers and might take some heat off you. It's no Rhystic Study.

Insight - huuuge upside, potentially useless. I love it though!

Monastery Siege - it's basically drawing half a card per turn for three mana, but can protect your creatures if it's that part of the game. It's all right

Phyrexian Arena - one of the best, but the price tag may not be worth it in this deck since you're running blue and can easily take advantage of flying creatures

Court of Ambition - it should be easy to get The Monarch whenever you want with your flyers

Marchesa's Decree is all right. Probably better in other decks

Sanctum of Calm Waters and Honden of Seeing Winds

Soul Ransom - might be fun to recur.

Teferi's Ageless Insight - might be good, better in decks where the commander draws cards. The power is there though.

Coastal Piracy

Kindred Discovery - ridiculous power with a ridiculous price tag to match. It's not a "may" ability so you can easily deck yourself. Isn't that winning though?

Patient Rebuilding - statistically draws one card a turn. Potentially high ceiling, can also whiff. Better for decks with graveyard synergies. Animate Dead and Necromancy are excellent, and Dance of the Dead is playable.

Fun deck! I like the enchantment theme and it makes perfect sense.

Moon-Blessed Cleric and Replenish might be handy here.

Solemnity pairs well with Delaying Shield too.

Court of Ambition and Court of Grace are enchantments that trigger monarch as well.

While I do have a bunch of niche pet cards that are really good in specific situations, I tried to keep this list to cards that I just never see across the table yet jam into most of my decks that can play them. Some of which are already climbing in value so maybe they aren't as underrated as I think but still worth spreading the word about. Caveat that I'm mostly a budget/casual player but cards like these are how I build 50-100 dollar decks that go to bat with 2-400 dollar decks

W Glorious Protector If your deck doesn't have Blue and has ANY level of ETB synergy, this card is amazing. Helps your team dodge all manner of board wipe: bounce, exile, -X/-X, good ol' destroy.

U Plea for Power Pay 4 draw 3 is an acceptable rate and there are situations in which you might be able to convince two of your opponents to give you the extra turn to deal with the third. Metamorphic Alteration I've never seen anybody else play this card- I only play it in Zedruu the Greathearted and Callaphe, Beloved of the Sea which have permanent/Enchantment synergy and would recommend doing the same but the sky's the limit on this bad boy. There's the obvious use of removal (I've turned someone's Commander into a Humble Defector before) but it's got the flexibility of copying someone else's Eldrazi or Avacyn for 2 mana. Stubborn Denial Does your Commander have 4+ Power? Are you already playing Negate? Well here's that for half off!

B Vona's Hunger Instant speed Asymmetrical Board Wipe for 3. Do I need to say anything else? This is one I used to be able to pick up for 80 cents and is now 4 bucks :( Incarnation Technique Any time I've cast this I've negotiated a specific creature in an opponent's graveyard that I know won't be too threatening and gotten two bangers for myself for 5 mana. Additionally, if your deck has any kind of graveyard synergy already, the mill 10 is outstanding. Virtus's Maneuver I'm a sucker for political cards as this list can totally indicate, but this 3 mana spell that pays for itself has the option to remove a pesky Voltron Commander or make some friends around the table. Or both! Court of Ambition Why this isn't in every non-cEDH Black deck is beyond me- If you're able to maintain Monarch (and with it board position) for 2+ turns it will essentially seal the deal on anybody trying to challenge you. Even if you aren't, sending Monarchy around the table encourages them to hurt each other while you're draining a sneaky 3 life every turn from every opponent. This card does serious work (in any game expected to go past turn 6).

R Rousing Refrain Best case scenario you're able to play this turn 2 and then have a pretty blowout-y turn 5 (I use it to cast Niv Mizzet while holding mana for counters) but worst case this is essentially a free spell that helps you rebuild from board wipes or push extra hard for a win. Doesn't go in every deck but consider whether yours is right Chandra, Fire Artisan Repeatable card draw isn't super common in Red, plus she comes with her own discouraging rattlesnake clause.

G Sigardian Zealot I love this card! You're in Green so you probably have creatures- my biggest issue with team-buffers like this is that a lot of them only give the buff on swing. This is at worst a 6/6 Vigilance for 5 that boosts your team the turn he comes down, at best he boosts your team to make killing blows while leaving you all the blockers you need. If you natively have any Trample synergy (this dude rips in my Zilortha, Strength Incarnate deck) then take a look at this guy. Blossoming Bogbeast Budget alternative to Pathbreaker Ibex. Guaranteed +2/+2 and full team Trample: not as mana-intensive or clunky as Dragon Throne of Tarkir and more repeatable than Overwhelming Stampede. Are Stampede and Ibex better? Totally. Are they 70 cents? Nope! And that's all assuming you aren't playing any Lifegain synergy- if you are, this absolutely deserves a slot. Wrap in Vigor If you're playing a non-Blue, non Nikya, non-Voltron Green deck (read: most Green decks because even some of those criteria aren't absolute) this card is awesome! Heroic Intervention is one of the best Green spells ever printed imo and while this is clearly its little brother you should still consider doubling up on 2 mana protection like this. I've won tons of games cause someone else wipes the board for me and the "Creatures can't be regenerated" clause is becoming less and less relevant as cards like Vanquish the Horde become the new standard.

L Bonders' Enclave Does your Commander have 4+ Power and you're playing 3 or less colors? This card deserves a slot. This is the other card I've grabbed 5 of for 40 cents and now are 2 bucks a piece. Is it inefficient? Totally. Does it give you options when it's turn 8 and you're looking at your Commander and an empty hand while coming at the low low cost of being a colorless land in every other situation? Totally.

I got a lot of good ideas from this thread, hopefully mine can help somebody out!

I suspect Jeweled Lotus will backfire in cases where other people are running removal or counters for Tergrid, because getting her out early is amazing, but losing her early when you've used a Ritual to get her out can be backbreaking. 7 mana without Sol Ring or Mana Crypt is hard to manage until the game is well underway. You could still run Worn Powerstone as a way to get to your Commander faster without using Rituals. I would even think about Sol Talisman if you don't want to run top tier mana rocks.

Bottomless Pit is very amusing in a deck like this, way nastier than the also relevant Necrogen Mists, either can both pressure people's hands and cheat things into play for you with your Commander. Court of Ambition might work, and Cunning Lethemancer can also do work for you, each having a nice upside. Stronghold Rats is very useful too. I run a Discard based deck that has a Tergrid in it, and I love it when anything like this is out with Tergrid. Forced sacrifice is good too, but discard can catch something big and hard to cast that they were holding up for later, nothing like cheating in an Eldrazi off of a repeated discard effect.

Thanks for the feedback Chasedrk1! If I was to use your advice; I'd use Approach of the Second Sun over Entreat the Dead since they both are good at ending drawn out games but Approach requires a lot less setup compared to Entreat the dead. Solitude also looks like a splendid choice but if people are on a budget, I'd Recommend Cavalier of Dawn Instead. It's a reusable Generous Gift over Swords to Plowshares so it hits more targets but it's a bit harder to cast. I'd reccomend adding a Mystic Gate over an Island if you chose to go the Cavalier route.

Kaya, Ghost Assassin can be replaced but I'd prefer replacing it with another card that can provide card advantage. For maximum compression; I would reccomend Jace, Wielder of Mysteries as it can draw more cards than Kaya, and be a more synergistic with cards like Oath of Teferi and Spark Double

If you want to min-max; I reccomend replacing Palace Jailer with Solitude and Court of Ambition with Phyrexian Arena and maybe find room for Smothering Tithe And/or Archaeomancer's Map that said, I think effects that "discard" from your opponents hand are either valued as too weak or too mean in commander. I for one like it as an "underdog effect" and I think discarding cards is fine if you get value in some other way like if you're running shrines or Kaya. Discarding cards can be just as effective as a counterspell if done right. Your opponents can't cast spells if they don't have any (with sufficient graveyard hate)
