Ninjas are awesome: one of my EDH decks is a Yuriko deck that makes people "very happy". And it's a good start that you have! Some thoughts about things to add that vary in budget-friendliness:
- I like a lot of spells that you don't pay full price for, but that will hurt if Yuriko flips them. Commit / Memory, Dig Through Time, The Magic Mirror, Shadow of Mortality, and Commandeer are all, if memory serves, not so expensive price-wise and also quite powerful. (Force of Will is another classic, but I don't recommend it unless you have it because it's quite pricey!)
- Other good evasive creatures/enablers are Krydle of Baldur's Gate, Wonder, Nighthawk Scavenger, and Vampire Nighthawk. If you have one, Bitterblossom is also another great generator for nuisances.
- One of Yuriko's main tricks (or how I play her) is really being able to adjust your library on demand for maximum pain and suffering (for your opponents). Of course, Vampiric Tutor and Mystical Tutor are (expensive) classics, but Lim-Dul's Vault is a go-to I use, as is Sensei's Divining Top. For any of the instants, Isochron Scepter is great for repeatable "fun" with a lot of your stuff.
- Another option to maximize pain is any of the double-faced spell/land cards from Zendikar Rising, like Sea Gate Restoration Flip, Zof Consumption Flip, Umara Wizard Flip... not all of them are good, but they are great things to flip with Yuriko.

Hey, you haven't really made a complete deck yet to begin optimizing? Since there's only 14 lands here and you have to know that's not enough lands for a Commander deck?
There's some good ideas here, such as stealing opponent's creatures, attacking with them and then sacing them, but you want more sac outlets for this strategy. Making opponents discard cards is good, but giving an opponent the choice of what card to discard can be problematic for Tariel since opponent is not going to discard a creature. There's some reanimation and lots of recursion here which is good in these colors, but there's few enablers to get your creatures into your graveyard.
Some causal budget deck building advice to get started.
- 36 lands (Command Tower)
- 10 ramp sources (Arcane Signet)
- 10 draw sources (Magus of the Wheel)
- 10 removal for opponent's creatures (Plaguecrafter)
To start add 36 lands, they can be all basic lands to begin, can change some to dual lands later. Have 36 lands so you fill all the spots that are needed for lands and to clearly see how many cards have to be cut for lands. The double faced cards represented as lands here are all terrible cards for the mana cost. Cut them all and replace them with basic lands?
To add more lands next cut all the Pacifism removal? This type of creature removal doesn't interact with Tariel, Reckoner of Souls because it doesn't kill opponent's creature putting it into opponent's graveyard. If you want to utilize Tariel's ability then your opponent's creatures have to be put into graveyards, not exiled or stuck on the battlefield unable to attack or block.

The next cards to cut to add more lands are the high mana cost creatures who don't do enough for Tariel, Reckoner of Souls. Tariel is the high mana cost spell you want to cast more than the rest, the other spells played should have some interaction with him or interact with opponent's creature in some way such as In Garruk's Wake. Keep Wake, cut the rest?

- Baleful Beholder
- Scion of the Swarm
- Epicure of Blood
- Boneclad Necromancer
Cards to cut last are some that just aren't doing enough for the mana cost and don't have any interaction with Tariel, Reckoner of Souls or the other strategies being played.

- Hold at Bay
- Spreading Rot
- Seismic Shift
- Rubble Reading
- Tectonic Rift
- Settle Beyond Reality

All these cuts make enough spots for 36 lands. When you have enough lands then you can begin to optimize the rest of your deck. Good luck.

You have a card draw/bearhug theme, maybe you should make this a Nekusar, the Mindrazer deck? These would all let you cut a few lands but work with Yuriko's flipouts. Some are better than others, of course.

Hey, nice start on budget. Kyle_Winter gave you some good advice to help the party. My advice is to help the manabase, ramp and draw.
First, you don't need 42 lands, that's overkill for your deck. 36 lands should be fine. Consider cutting some lands for more ramp sources? Budget lands and ramp to consider adding:
- Dragonskull Summit
- Smoldering Marsh
- Rakdos Signet
- Dark Ritual
- Foreboding Ruins
- Opal Palace
- Rakdos Carnarium
- Ash Barrens
- Grixis Panorama
- Jund Panorama
Consider cutting some basic lands for these lands?
Ramp can be a problem with Rakdos because these colors lack lots of options, but one way to help to not miss land drops is to play low mana cost draw. Cards like these can replace ramp because for a low mana cost they can help to draw into lands or party members who then act like ramp to cast Zagras.
Repeatable draw sources are best in Commander because they can potentially give you value throughout the entire game. With Zagras cards that give you value who are party creatures or when you attack/do combat damage are options:
- Azra Oddsmaker
- Magus of the Wheel
- Neheb, Dreadhorde Champion
- Mask of Memory
- Asylum Visitor
- Valakut Exploration
- Underworld Connections
Oddsmaker and Mask are nice with Zagras because he has flying.
Some advice about game play. I would keep the mana curve very low because you want to assemble a party for Zagras as that's what makes Zagras a mana efficient and potentially good Commander. The lower the mana curve the easier it will be to have two or more party members on the battlefield to help to cast Zagras. In fact, for your deck I would end the curve at Dagger Caster and Drana, the Last Bloodchief as these are abilities and effects at the top that go well with Zagras. I would limit the four drops to very few.
Roving Keep is an example of a creature you don't need because it's high CMC and doesn't help the party or have interaction with Zagras. Zof Consumption is an example of a spell that you don't need even though if you want can play it as a tapped land. Consumption for six mana is not worth what it does.
