Hey, well done with your budget upgrade of Ghired precon, nice Purphoros.
Quartzwood Crasher is a very good budget creature with Ghired since it can create huge Dino tokens who have trample and Rhinos have trample. Pair Quartzwood and creating Rhinos with Garruk's Uprising for repeatable draw and giving all creatures you control trample.
Dragonmaster Outcast can create a 5/5 Dragon at your upkeep if you control at least six lands which is not difficult to do when playing green with land ramp. Court of Grace at your upkeep can create a 4/4 Angel if you have the monarch or a 1/1 Spirit if you don't. Having the monarch is also repeatable draw at your end step and only one player can be the monarch at one time.
Loyal Apprentice and Loyal Unicorn are budget creatures who care about when you control Ghired. You want to attack with Ghired since then you get his populate trigger, but sometimes you can't attack because it's not safe since Ghired will not survive the attack. Unicorn lets Ghired safely attack because he will not take damage in combat. Creatures you control also gain vigilance which is helpful for defense.
When you control Ghired Apprentice creates a 1/1 flying Thopter with haste at combat before you attack. Enchant a 1/1 flying Thopter with Breath of Fury for a combo of infinite attacks or infinite damage to opponents with Purphoros. As long as the Thopter does combat damage to an opponent then you sac it and attach Breath to the newly created 1/1 Thopter and repeat. Breath can also be used with Ghired by enchanting a Rhino, but you would first need a haste enabler for creature tokens such as Fires of Yavimaya. Then as long as Ghired can safely keep attacking and the Rhino can attack/do combat damage to an opponent you get infinite attacks.
Tyrite Sanctum is a nice support land since for two mana it can repeatedly make Ghired bigger with a +1/+1 counter then sac it to give Ghired indestructible to protect him in combat and from most board wipes as well as from most other opponent removal.

I know little about hatebears (other than I don't like playing against them), however perhaps a suggestion from a Boros Aggro player could come in handy. I've put Court of Grace in almost every eligible deck I have. It has done a lot of work for me, making evasive bodies and drawing me cards.

-4: If you control an Angel, creatures you control gain protection from target colour or player until the beginning of your next turn. If you control a Dragon, creatures you control gain +3/+2 and haste until end of turn. If you control a Demon, creatures you control gain deathtouch and menace until end of turn.
-9: Reveal up to one Angel, up to one Dragon, and up to one Demon from your hand Put those creatures onto the battlefield. They gain haste, trample, myriad, and indestructible until you next upkeep.
I'm going to do a challenge I posted recently. Court of Grace is a card in a cycle. Make a 2-colour court in your least favorite colour combo.

Hey, good work in progress so far for a first deck with an interesting concept.
Command Tower and Arcane Signet are two staples to consider adding. Consider adding some flying creatures who can disrupt your opponent to help you do keep the monarch and some repeatable sources of flying creatures?
- Archon of Emeria and Rule of Law can bring the game to a halt which helps you to keep the monarch.
- Windborn Muse and Ghostly Prison make it more difficult for opponents to attack you which helps you to keep the monarch.
- Aven Mindcensor: doesn't let your opponents tutor which can give you a big advantage.
- Luminarch Ascension: it cares about each opponent's end step meaning in multiplayer Commander that it can get counters quick.
- Court of Grace: another source of the monarch.
Blind Obedience can be opponent mana rock ramp disruption and shuts off haste of opponent's creatures who might want to attack you. With Cunning Rhetoric opponent may not want to attack you because then you'll exile card from top of their library.
The mana curve is very high here since you have so many 5 CMC, 6 CMC or higher cards. Cutting some of them for lower CMC cards and more ramp would help gameplay. More two drop mana rocks can make it easier/faster to cast Marchesa. Since she's a 4 CMC creature then a turn two mana rock can potentially let you cast her turn three if you make your land drops.

Some lands to consider adding in place of some basic lands that are within your budget to improve the manabase:
- Rainbow lands: Command Tower, Exotic Orchard, Path of Ancestry
- Fetch lands: Fabled Passage
- Mardu lands: Nomad Outpost
- Bond lands: Vault of Champions, Spectator Seating
- Pain lands: Caves of Koilos, Battlefield Forge
- Filter lands: Rugged Prairie, Fetid Heath, Graven Cairns
- Check lands: Dragonskull Summit, Isolated Chapel, Clifftop Retreat
- Tango lands: Smoldering Marsh
If you're playing Dark Depths then consider Thespian's Stage? Stage is the land that combos with Depths to get Marit Lage. When you control Depths and Stage pay 2 mana to copy Depths with Stage. Stage becomes Depths with no ice counters on it and the legendary rule will take place since you can't control two legendary Depths at the same time. Choose to keep Stage and remove Depths. Since Stage has no ice counters it's saced to create Marit Lage.

Hey, well done so far on a budget.
Consider the Emeria Shepherd + Pyre of Heroes interaction with basic Plains? Shepherd is an Angel to reanimate because then she along with Plains can reanimate any nonland permanent. The interaction of these two cards comes from being able to sac an Angel to tutor for to cheat another one onto the battlefield and then reanimate the Angel you just saced with Shepherd. Just by playing a land Shepherd can get a nonland permanent into your hand such as Mind Stone to cast to help to trigger Firja.
Angel of the Ruins has a powerful ETB effect and is another nice Angel with Shepherd because any land can return Ruins to your hand to then plainscycle to search for a Plains. Another interaction with Pyre is repeatedly sacing the same Angel such as Angel of Despair and reanimating it with Shepherd as long as you have Plains.
Firja as a five drop starts the chain nicely with Pyre when saced to get a six drop Angel such as Valkyrie Harbinger and then Harbringer the next turn gets Shepherd. From there get back Harbringer with Shepherd and then sac it later on to get Sephara, Sky's Blade.
Profane Tutor is a budget low CMC tutor that you cast from suspend. Open the Armory is a low CMC tutor to get Mask of Memory or Animate Dead. Dawn of Hope can do a lot when your Commander has lifelink as well as has evasion.
Court of Grace can be repeatable Angels as well as draw from the monarch. Flying Angels especially ones with vigilance can help to defend for you to keep the monarch, not letting your opponents do combat damage to you. Cleric Class is another one mana card that can help to gain life to trigger various effects and the other levels are good too.
Apprentice Necromancer has interaction with Sun Titan to repeatedly reanimate any 3 CMC or less permanent for one black mana. With Titan in your graveyard reanimate him with Necromancer. Titan ETB reanimates Necromancer and Titan has haste thus he attacks reanimates any other 3 CMC or less permanent. At your end step Titan is saced putting him in your graveyard to reanimate again with Necromancer on your next turn and repeat.
Titan can reanimate Evolving Wilds which is fuel for Emeria Shepherd. Because of Titan For one black mana you could repeatedly trigger Shepherd two times until you run out of Plains or nonland permanents to reanimate/recur. Patriarch's Bidding and Victimize are upgrades for some reanimate spells and Bidding is now a budget card.
Dark Ritual is one mana to help to cast a second spell to trigger Firja or use it to help to cast Firja since she's double black mana cost. Orzhov Signet, Talisman of Hierarchy, Mind Stone are some budget mana rock additions/upgrades. Caves of Koilos, Shineshadow Snarl, Snowfield Sinkhole, Path of Ancestry, Esper Panorama, Ash Barrens are some budget lands to consider adding.

On a budget, I guess Underworld Connections might make the cut. If you find your hand is consistently tiny, Midnight Oil isn't as bad as people think, you just need to be able to play both cards you draw consistently. Castle Locthwainis another option that works if your hand is always small, and War Room might be a bit of life, but Alela has lifelink. Dawn of Hope could work if Alela deals damage often. Faerie Formation is reasonable if you want a 1/1 faerie and a card, and a 5/4 flyer is pretty beefy. Sygg, River Cutthroat is probably good enough to consider, Court of Grace and Court of Cunning both give you the Monarch, which means a card, and the bodies you generate might make it harder for people to take it from you, and 1/1 flyers going wide will always be getting it back. The Blue Court can actually be a backup win con if people can't take the Monarch from you due to Pillowfort effects.
Zur the Enchanter isn't quite card draw, but it is card advantage, possibly multiple turns worth of it. He can find removal, or potentially card draw, so Zur seems like good value for mana if your deck runs enough enchantments he can find. If you want to find him (or any other card), you might consider Transmute cards rather than card draw. If you always want to have access to Zur (or any 4 MV card) you can Transmute Dimir House Guard into that card, and it's cheaper than Diabolic Tutor while not being a spell, and thus being much harder to interact with. Transmute cards exist at other values as well, mostly 0-6 and 9, and they are always in U or B, which Alela has access to.
