Ok, so, first thing to do is to focus on what green cards you have that let you ramp. As said: Sakura-Tribe Elder, Explore, Utopia Sprawl, Farseek, Oath of Nissa, Search for Tomorrow, Birds of Paradise, Cultivate, Rampant Growth, Beneath the Sands, Burnished Hart, Dawntreader Elk, Expedition Map, Font of Fertility, Wayfarer's Bauble, Sylvan Scrying and Harrow are good options.
Of this, you should put at least 8 cards (I suggest Sakura-Tribe Elder, Birds of Paradise, Farseek, Oath of Nissa or Sylvan Scrying). I don't really like From Beyond, Blisterpod, Catacomb Sifter, Void Attendant, Warden of Geometries and Grave Birthing, since they cost too much and they let you have only colorless mana, thing that you don't need since you are three-coloured.
Then, as said before, I'd increase Gonti, Lord of Luxury and Ashiok, Nightmare Weaver up to 2x copies and I don't really like Nightveil Specter, alternatives could be: Circu, Dimir Lobotomist, Bribery, Praetor's Grasp, Psychic Intrusion, Stolen Goods. Oblivion Sower it's a funny card, I'd put in in 1x.
Another thing: You have some big creatures and you are black-green-blue, I'd increase your land number up to 22. Remember also to choose lands that could be searched when you are ramping (if you have chosen to ramp only with cards that search for BASIC lands, well, put at least 4x basic lands of each type). Some lands you could might consider: obviously fetch lands and schocklands, Darkslick Shores, Blooming Marsh, Botanical Sanctum, Drowned Catacomb, Woodland Cemetery, Hinterland Harbor, Fetid Pools, Underground River, Llanowar Wastes, Yavimaya Coast, Sunken Ruins, Twilight Mire, Flooded Grove , Sunken Hollow. For all the rest of the cards that could enter your deck, I'll wait to see if you like the direction your deck is going and, most important thing, what types of cards you have chosen to ramp, to be your manabase and wich cards will steal your opponent's cards.

Tap lands like Dismal Backwater or Jwar Isle Refuge can go. Here's some lands you don't have listed that are good in my opinion Sunken Hollow, Watery Grave, Tainted Isle, Sunken Ruins and Ash Barrens.
Dreamborn Muse, Riddlekeeper, Oblivion Sower can be good if you're exiling stuff, Manic Scribe, Crypt Ghast, Mortivore maybe?, Guiltfeeder, Nighthowler, Eater of the Dead, King Macar, the Gold-Cursed, Thousand-Year Elixir, Wight of Precinct Six, Consecrated Sphinx, Arcane Denial, Mirage Mirror can be secretly good, Stolen Goods, Praetor's Grasp and Dream Fracture.
I feel like the defender route can be... alright but with dimir you might as well just have good useful creatures that so happen to have decent toughness... also I feel like Jace, Vryn's Prodigy Flip, Oona, Queen of the Fae, Thunder Wall, Wall of Spears, Reinforced Bulwark, and Psychic Membrane are either don't fit or you can find something better.

Thank you for your suggestions. I wanted this deck to be a mix of the clone/steal flavor theme, as well as some decent chance of winning. As such, I had to take out a lot of cards I wanted to put in, in order to make the deck run more smoothly.
Talent of the Telepath - Very cool card I've always wanted to run but I only have 10 instants/sorcerries so spell mastery would rarely apply. Moreover, I am trying to make the deck creature based (helps Equilibrium A LOT).
Diluvian Primordial was in the initial iteration of the deck. I LOVE HIM. Such a great underrated card. I will probably add him back as I playtest the deck more.
Spelljack is a fun card, but I have to hold 6 mana open, he would be better in my talrand deck.
Jace's Mindseeker is a worse Diluvian Primordial because I'd rather pay 1 more, know I'm getting good spells, and more of them.
Spelltwine is really fun and I need to add that to the maybeboard for testing. I'm trying to keep this mostly creature based, but it seems like a very fun card.
Stolen Goods was in the initial iteration of the deck as well. It's kind of a fun random card I might want to work it's way back in as well.

Strip Mine is a MUST ADD for that reason which I am aware of, but I'm trying to keep this deck "budget", which is anything under $500. I will add it in once I get money. I just bought a bunch of reserved list cards for my mono black EDH deck The Descent Into Darkness. As such, I will get it once funds are available.
My draw is based on Bident of Thassa and Coastal Piracy, basically combat damage. Moreover, my commander's scry ability helps me "thin my deck" so to speak so I can get lands when I need them and nonland cards when I don't. Arcanis the Omnipotent also helps, especially with Minamo, School at Water's Edge
Lastly regarding counters, I have a mono blue control deck called Tisk Tisk Talrand in which I oppress the hell out of someone. I made this deck to have little or no counters, despite it being blue's strongpoint because people COMPLAIN SO MUCH in my meta for one counter spell. Sad, but true.
I appreciate all of your suggestions. Once I get the money and playtest some of the cards you mentioned, I will be sure to put them in.
