I think the first thing to do is simply state that Pioneer is a faster format than Standard and most decks are also much more powerful because you have a broader range of access cardwise, so there would be certain cards I would recommend taking out and replacing just so the deck can keep up. Secondly, the best themes in your deck seem to be activated creature abilities along with "Ferocious" creatures and abilities. Not all the cards in the deck necessarily suit this theme.

Cards I recommend putting in: Training Grounds - This card recently had a reprint and it works extremely well with Knucklebeast as well as other cards like Shaman of the Great Hunt.

Ghor-Clan Rampager - Essentially an improvement on Boon Satyr with better stats and a better keyword as a creture with the ability to effectively buff a creature by addinng it's keyword and stats to it. The ability is also 3 mana cheaper.

Fable of the Mirror-Breaker  Flip - It's an expensive card moneywise but worth it. For an explanation read the card XD.

Ilysian Caryatid - A newer version of Rattleclaw Mystic that improves when you have a "Ferocious" creature on field.

Lovestruck Beast - Fits the power 4 or greater theme perfectly and the one drop effect can help you curve out better. Good replacement for Heir of the Wilds

Migloz, Maze Crusher - 4/4 with lots of extra utility.

The Akroan War - An improvement on Yasova Dragonclaw in my opinion as it can also help thin or even wipe your opponents board.

Honorable Mention: Llanowar Elves - Could play four more one drop mana dorks but this deck might not want to given it's playing 2 other colours.

There are probably more possible options but these are ones that stick in my mind

Cards I would definitely take out: Ashcloud Phoenix - this is too expensive mana-wise for what it is and there a more useful cards you can play in the slots it's taking up.

Boon Satyr - Just to expensive generally for this format and there is an obvious better option.

Polukranos, World Eater - It's a four drop that outside of what is effectively a sacrifice ability has no function but being a 5/5, a role than can be filled by Lovestruck Beast

Crater's Claws and Icy Blast - X cost interaction of this kind has it's uses but generally never is played in Pioneer because it's normally worse than useless against Control decks with counterspells. Playing Stubborn Denial in your main deck feels so much better as it goes from a slightly worse spell pierce to a one drop Counterspell just by you playing the deck.

Rattleclaw Mystic - Tri-colour mana dorks are outdated nowadays really and the Morph ability doesn't make up for this, there are just better cards.

Another thing is that the mana base really would need some improvement because the speed of Pioneer is not very favourable towards anything more than two colours without playing some combination of shock, fast or pain lands along with a few basics.

Reality Spasm is amazing in Hinata, it goes infinite with Soulfire Grand Master. Combine it or any mass tap effect with Willbreaker and you have a 2-mana Insurrection!

I noticed a few cards that I think should be included into Hinata are in the maybeboard (including the Willbreaker), here are what I would try to fit in (plus a couple more):

Steelbane Hydra - this one in particular has what you're looking for in enchantment hate, but I'll have a section specifically for that too.

Hydroid Krasis - a little above your price range, but a fantastic hydra.

Lifeblood Hydra - just under 10 bucks, definitely a solid upgrade.

I'd also consider looking up all the different duals that show up in sultai and picking up some of the cheaper ones? I google "word for the color identity of the deck I'm playing and dual lands" and theres a few sites there generally with prices. Also going up like, 3/4 more lands since 33 seems slim and you don't have a lot of mana rocks/dorks to shore that up.

Frontier Siege - this seems kinda medium if all were doing with it is adding 2 extra mana, I like that it's modal but you're never going to pick that mode since we don't have a lot of flyers in hydras.

Icy Blast - I see where you're coming from with this, and I think it could definitely put in work, but I also feel like theres probably either hard removal that you could play for the same amount of mana that would make this useful, or something similar.

Personally I'd also cut the counter spells for more stuff that draws/removes but I understand why they're here.

     Hey brother! I was thinking about the conundrum you were in last weekend. Looking at Instant spells I didn't really find anything with in it's cost that really just clinched the game for you right that moment. I did find a card I had never seen before: Squall Line. Potential Win-Con but at the least can force a draw if you're going to lose.

     I think the best solution is to add Alchemist's Refuge & Emergence Zone. Then any of your game winning Sorceries can be used when you draw your library. Could also include Crop Rotation so you can get either one into play at instant-speed, too. =)

     For bonus points: Icy Blast is a pretty rude and effective Win-Con. =)

Elemental Bond should draw you two cards for every hydra and 1 for every other x-spell.

You could consider Primal Rage as another way to get trample but one which is harder to remove than a creature.

Beast Within is some of the best removal you can get with green. And as a bonus, your trample-y hydras shouldn't care about a 3/3.

Icy Blast isn't as all encompassing as Turnabout but is on theme.

Curse of the Swine is good removal and is basically a one sided board wipe.

Depending on your meta, you could get more artifact/enchantment removal. Cards like Barrier Breach, Wilt and Return to Nature.

Hey, nice start with a high budget.

Sultai is the best color combination for ramp, tutors and draw in Commander. My advice with a $700+ budget is to take more advantage of these. There's nothing wrong with a few Hydras, but most of them are the lackluster cards in the deck. Zaxara being a four drop can benefit from more fast ramp especially one drop mana dorks.

Carpet of Flowers is powerful repeatable ramp in multiplayer Commander. Mystery Booster Card set version is down to $15.

More tutors and repeatable draw sources let you cut some subpar X spells instead tutor for and/or draw into the better spells. Mystic Remora and Rhystic Study are two of the best sources of repeatable draw in multiplayer Commander. More one drop mana dorks and Zaxara creates tokens is good as fodder for Diabolic Intent.

Mystical Tutor and Spellseeker give you many options to choose from for X spells. Having Zagoth Triome and Shock lands then Farseek is an upgrade for Cultivate and Reach.

That's not a hurdle - that's an advantage! Step one: Attack with Kalamax. Step two: cast spells!

A large number of spells that you'll want to cast during opponent's turns seems ideal - you'll want to attack (tapping Kalamax), then copy a spell on each of the following turns. Counterspells are probably going to be quite strong, since copying them means you have a huge advantage against other blue decks that might try to counter back. Targeted removal (Lightning Bolt, Beast Within, Krosan Grip, Chaos Warp, Unsummon, Into the Roil, even temporary things like Icy Blast or Crippling Chill) would all be helped as well, and I'd run a lot of them to help defend you while Kalamax is tapped down. And of course, instant-speed card draw like Chemister's Insight, Frantic Search, Momentous Fall, Fact or Fiction etc. will all be at a premium here. Defensive spells like Veil of Summer and Heroic Intervention won't be as strong, but should probably still make the deck to keep Kalamax safe.

If you're looking for non combat ways to tap Kalamax, and ways to untap him freely, I suggest edhrec's page on King Macar, the Gold-Cursed, who is probably one of the better-known "needs to tap/untap to be good" commanders, and though he doesn't share colors, he'll cover a lot of the artifacts that can help your strategy. Vehicles, I imagine, could be a nice way to tap Kalamax at faster-than-instant speed.

Harbruin — Thanks for the suggestion! I added it to the maybe list. I think I'd prefer Icy Blast to Gigadrowse , though. Yes, it's less mana-efficient, but between Sunblast Angel and Gideon's Avenger , I'm likely to trigger Ferocious.
