I have spent quite a bit of time brewing with Scheming Symmetry , here are cards I had in various builds that you may find interesting.
Gives a shuffle effect if the opponent searches for a basic, so best used when you are holding another guaranteed shuffle. It also sends lands to the graveyard, opening them up to be hit by Surgical Extraction
Whatever they search for, just exile it. Scheming Symmetry is not a may, so it will always guarantee a trigger off Symmetry, even if the opponent sees the combo and searches a land. This card also punishes fetch lands and will do work for you.
Top Deck Mill Effects
Ultra spicy tech. Use Quicken then Symmetry at opponents end step, so that you will untap and get the card before your opponent. Just make sure you grab something that forces a shuffle or mills a card.
You can get instant access to the cards you tutor, and these filter mana.

Silly question - you need Necrotic Ooze on the battlefield for this to work as well, correct?

- How cheap(budget) are we talking about?

These are all under $10, I would also invest in having 3 to 4 copies of a number of these.

Updated version of my comment about the possible combos
Also here are the possible combos
3)in case of no Mirran Spy just replace the Nettle Drone /Cathartic Adept / Screeching Sliver with Reckless Fireweaver and start bouncing the artifact as normal for infinite damage. Same can achieved with Grapeshot but after the infinite bouncing of the artifact

I think I like Cathartic Adept in this list.
You might want more lands, given how much mana you need for everything.
