At end of turn, if you haven't played it, return it to its owner's hand. Play this ability only any time you could play a sorcery.

Mcat1999 I certainly appreciate the suggestions. Thanks! I think you're right that Hypnotic Siren would be very on theme here. What would you cut for it?
I could see Jace, Ingenious Mind-Mage , though he is a little spendy at 6, with an ult that requires 5 turns of protection.
Planeswalker's Mischief is a fun one too, but it seems a little inconsistent: paying 5UU to not hit an instant or sorc seems like a real feel bad moment.

A few other mechanics to look for: rebound, cipher, retrace, aftermath, cascade. Of all these I think Oona's Grace is probably just a crazy card.
I was also thinking of other ways to cheat cards into being cast Mind's Dilation , Daxos of Meletis , Planeswalker's Mischief , Baral's Expertise , Stolen Goods , Talent of the Telepath , Diluvian Primordial , Chaos Wand , Omen Machine , Djinn of Wishes , God-Eternal Kefnet . Some of these seem like they may be inconsistent, but I really like Knowledge Pool .

Arcane Artisan and Echo Chamber could be fun. Hellkite Courser could prove useful as tech and a beater. Planeswalker's Mischief could be interesting as well. Purphoros, Bronze-Blooded and Sneak Attack can cheat critters in and be a haste enabler. Hope something here helps or piques your interest. Seems like a fun deck. +1 for ya too.

+1: Look at target players hand. You may cast an instant or sorcery spell from it without paying its mana cost. If you don't Scry 1. (Planeswalker's Mischief)
-4: Deal 5 damage to any target. Scry 3 (Prophetic Bolt)
-7: You get an emblem with "whenever an opponent casts a non creature spell clash with each player. The winning player may choose new targets for that spell or counter it. (Psychic Battle)

Ok, that's been sitting awhile so options: Continue above if you can, or non creature wild card sans blue, or... turn a Planeswalkers color identity to reflect a change from good to evil or vice versa.

Basically just "endstep". do a gatherer search for "endstep" in and see what you can find. Here are a few other good ones.

Whim of Volrath, Alter Reality, Glamerdye or Swirl the Mists or the like for some of those enchantments - love the green / red hate being put to good use. Wrath of Marit Lage might also work well with them, and Llawan, Cephalid Empress as well.
If you do end up going that route, Lifetap is a must. and Back to Basics is a good follow up if you swap out to rocks and basics...
Since you are running Telepathy, Planeswalker's Mischief might be up your alley. It's slow, and it's random, but it can massively f*ck up an opponent's plan, and it draws hate away from other permanents you might wish to keep.
Vodalian Mystic and Painter's Servant (not sure painter's servant is still banned, need to check that out after this post) will help with the activation costs of your general, as will Training Grounds
Scrying Sheets. If you are running all snow islands, run this to smooth out your draws. that, and Extraplanar Lens will allow you to net extra without giving any to your opponents. I see you're already running it, so props there.
If you are running all the rocks for ramp, you might consider Paradox Engine or another untap effect like Unwinding Clock
odd one, more land dependent than color, but Floodgate can be hysterically effective to wipe fields with, as can Scourge of Fleets.
lastly, some early game protection might help - I suggest Sea Sprite and Coast Watcher for obvious reasons.

And here are more cards that can allow you to cast noncreature spells more than twice or steal noncreature spells from opponents: Mind's Dilation, Call the Skybreaker, Elite Arcanist, Eye of the Storm (risky but can be profitable), Fanning the Flames, Forbid, Grenzo, Havoc Raiser, Knacksaw Clique, Muse Vessel, Ornate Kanzashi, Panoptic Mirror, Planeswalker's Mischief, Spellbinder, Stolen Identity, Thada Adel, Acquisitor, and Thunderblade Charge
