I took out some of the four cost fogs and some less interesting cards to add

Banishing Light,Darksteel Mutation,Oblivion Ring,Beast Within,Generous Gift,Palace Jailer

Jailer may not be the best choice but being the monarch should be easy while I'm foggy and I have Protector of the Crown

Thinking I'll never realistically get Helix Pinnacle to go off so I should just swap it for Illusionist's Bracers to put on Seeker of Skybreak

Sanctuary Warden is a good budget Angel, for it's low price there aren't many other six drop Angels that are better. Bruna is not worth adding, you can get better reanimation with Karmic Guide or Emeria Shepherd.

Well of Lost Dreams is reliable draw when your Commander can gain life, but it loses a lot of effectiveness when it can't. When your Commander has flying, playing lot of other fliers and you want to be attacking than Mask of Memory can be nice budget repeatable draw.

Palace Jailer and/or Court of Grace can be powerful effects when you can defend to keep the monarch. The monarch is helpful for repeatable draw in mono white. Angels are good defenders, Giada gives them high toughness and there's many budget vigilance sources: Thraben Watcher, Loyal Unicorn. These could replace Seraph of Dawn, Stalwart Valkyrie, Light of the Legion

Consider finding room/budget for Sephara, Sky's Blade and Serra's Emissary? Either one of these Angels can enable attacking Angels to win. If matching price is a concern for cuts then they're better than Youthful Valkyrie or Righteous Valkyrie.

Angel tribe as a lot of budget Angels who are also removal sources. Get more value out of Angels other than attacking effects? These could replace Angel of the Dawn, Baneslayer Angel, Patron of the Valiant.

Hey, nice version on a low budget. You have good deck building skills on a budget.

Consider Talisman of Hierarchy as 99th card or an upgrade for a Diamond? Orzhov Signet is another mana rock upgrade for a Diamond. Commander's Sphere is upgrade for Cluestone. Angelic Accord is an Angel token source upgrade for Moonsilver.

Sigarda's Vanguard gives Liesa double strike when she ETB and when she attacks. Karmic Guide can reanimate any creature in your graveyard even a black creature. Emeria Shepherd is powerful repeatable nonland permanent reanimation when playing so many Plains. Pair Shepherd with Wayfarer's Bauble.

Liesa, Forgotten Archangel has lifelink, can shut down some opponent strategies and can be repeatable creature recursion. She's good enough to add some creatures who can sac themselves for value especially removal and protection such as Cathar Commando and Selfless Spirit.

Angel of Despair is powerful ETB removal. Angel of Sanctions exiles something when it ETB. Admonition Angel can be repeatable exile. Palace Jailer is more monarch as well as opponent creature exile. Vindicate and Dire Tactics are some budget removal upgrades to consider.

Caves of Koilos, Shineshadow Snarl, Shambling Vent, Temple of Silence, Vault of the Archangel are some budget land upgrades to consider.

Hey, well done so far upgrading the precon on a budget.

Some cards from the precon to consider adding.

Windfall is a powerful draw spell in multiplayer Commander where opponents can have huge hands of cards. Empty your hand of spells quick then Windfall to draw a whole new hand. Ghostly Flicker is one of the better instant blink spells since it can target two permanents not just a creature. Ghostly Prison can be a helpful effect to have in multiplayer Commander.


I don't think many of the Spirit anthem effects are needed. Some anthems are helpful, since Ranar is a Spirit cards that give him other abilities such as hexproof or flash, but cards that only increase power/toughness are subpar. Coat of Arms is the exception, no other little anthem effect can compare to it.

You're best game plan is to create infinite Spirits on an opponent's turn and then attack with them on your next turn. Infinite Spirits don't need an anthem to be a wincon. Infinite attacking Spirits are however shut down by opponent's Ghostly Prison, Propaganda, Windborn Muse, etc. thus it's important to have consistent removal for these cards. Cutting most of the anthems for more repeatable draw could help gameplay. Consider more repeatable draw options when you create a 1/1 Spirit?

Palace Jailer is powerful with blink, it's a unique card that makes you the monarch when it ETB, you draw a card at your end step and it's repeatable as long as you are the monarch. Only one player in the game can be the monarch at one time and it can change players.

If an opponent does combat damage to you or plays a card that makes them the monarch then that opponent becomes the monarch and you lose the monarch. You can get the monarch back by doing combat damage to the opponent who's the monarch. Flying Spirit tokens are fine fodder for blocking and flying makes them good attackers. Use Spirits as defense to keep the monarch for repeatable draw?

Jailer also does something else when it ETB, exiles an opponent's creature and the only way for opponents to get back their exiled creatures is if you lose the monarch. Each time Jailer is blinked you get to exile an opponent creature.


Skyclave Apparition is a Spirit and is another powerful blink target since it exiles any opponent nonland permanent 4 CMC or less which covers a huge amount of targets in multiplayer Commander. It's a good way with the strategy of blink to get rid of Ghostly Prison, Propaganda, Windborn Muse, etc.

Like with all precons the manabase is subpar and it's going to be difficult on a low budget to make many land upgrades, but here's some lands to consider.

Hey, good latest update, really nice additions of Archivist of Oghma and Bolas's Citadel. Don't forget Caves of Koilos, it's in the precon and an Orzhov dual land that enters the battlefield untapped.

You're right you want more draw and you could cut several lesser creatures for more draw. Use life to get draw by either drawing when you gain life or when you pay life. Well of Lost Dreams is another four drop that like Greed once you get onto the battlefield it can draw a ton of cards because of Liesa's lifelink. Sigarda's Splendor can draw an extra card at your upkeep if your life total changed and it's another source of repeatable life gain from casing white spells.

Dawn of Hope each time you gain life you can pay 2 mana to draw a card. Eye of Vecna draws a card when it enters the battlefield and then it can be repeatable at your upkeep for 2 mana + 2 life.

Fell Stinger can sac itself for it's exploit to have interaction with Liesa, Forgotten Archangel and other reanimation or recursion that you could add such as Sun Titan, Witch of the Moors, Apprentice Necromancer, Priest of Fell Rites. When your Commander has flying then Mask of Memory can be consistent repeatable draw as well as discard to fuel reanimation or recursion.

Court of Grace makes you the monarch for repeatable draw a card at your end step. If you're the monarch at your upkeep then you create a 4/4 Angel or if you're not the monarch a 1/1 Spirit. Palace Jailer makes you the monarch, it also exiles an opponent's creature and that creature never returns to the battlefield unless you lose the monarch which can only happen if an opponent does combat damage to you or plays a card that makes them the monarch.


Some cards to consider cutting for more draw, reanimation, recursion.

  • Killian, Ink Duelist: you have very few cards that have a single target to reduce the mana cost.
  • Vampire Outcasts: the lifelink is nice, but that's all it does for a four drop creature, no other abilities, can do better for four mana.
  • Dawnhart Geist: there's very few enchantments here and it only triggers for your enchantments, can gain more life from other cards.
  • Vampire Scrivener: I know you like this card, but it's too slow and doesn't do anything for five mana. You have Necropolis Regent at one more mana than Scrivener who can put the counters on Liesa the same turn it enters the battlefield. Putting counters on Liesa will do more because she has lifelink.
  • Teysa, Envoy of Ghosts: not a fan of this seven drop, could replace it with Sun Titan.

Well of Lost Dreams or Sigarda's Splendor could replace Vampire Outcasts. Dawn of Hope or Eye of Vecna could replace Killian, Ink Duelist. Mask of Memory is a good swap for Malefic Scythe. Mask can give you repeatable draw where as Scythe isn't doing much because it only triggers when equipped creature dies.

Fell Stinger is an easy swap for Dawnhart Geist. Vampire Scrivener could be cut for more reanimation Witch of the Moors, Apprentice Necromancer, Priest of Fell Rites. Sun Titan could replace Teysa, Envoy of Ghosts. Court of Grace or Palace Jailer could replace Heron of Hope. Heron's ability is fine to gain a little more life, but more draw would help more.

Hey, sweet deck. Let's take a look at win conditions and lands. I've identified a problem with your deck: You aggressively want to control the board with your 1-3 drops. While other players are playing 6 mana bombs every turn your are trying to eke out board advantage with 3 or 4 creatures a turn.

  • You don't need board wipes in this deck, they actively go against your game-plan, and in no way help you win.
  • Less removal in general. I counted 18 pieces of removal in your instants and sorceries. Keep Path to Exile, Swords to Plowshares, and Damn and get rid of the rest. You ARE the threat, if your deck is running slowly to the point that you feel like you need removal, you need better creatures.

As for lands, use this mana base.
