Palace Jailer?

Palace Jailer is not listed as being illegal in modern. What will happen if this card is played? Will the creature just stay exiled for good since the monarch mechanic isn't relevant? Or is the card actually just an omission from the ban llist?Thanks.

On its Gatherer page, it is only listed as legal in Legacy, Vintage, and Commander. It cannot be played in any other official format.

Also from its Gatherer page, when it is playable:

  • Palace Jailer leaving the battlefield wont cause the exiled creature to return. The game will continue to watch for the next time an opponent becomes the monarch.

The site doesn't have a complete listing of what's legal and what's not.

You'll notice that Conspiracy: Take the Crown isn't on the list as it's a supplemental product. A card must've been printed in at least one of the sets on the list in order to be legal in the format.

By "not listed as illegal," do you mean "not listed as banned"?

If so, you should be aware that cards are only banned if they would otherwise be legal in the format. If a card was never printed in a legal set, it won't be listed as banned because it wouldn't be legal anyway.

Just an FYI:

The monarch mechanic is a part of the game, not a "Conspiracy only" rule. The fact that its attached to both only cards and an actual effect means that if anything could cause one to become the monarch, it doesn't matter the format you're in. The reason the monarch mechanic doesn't appear in both standard and modern isn't because the rules don't allow it, its because there are simply no cards legal that would cause you or an opponent to become the monarch.

Although as pointed out Palace Jailer is not legal in Modern, and, if it were, you would still become monarch when you play it, the answer as to what would happen if you weren't monarch when the ability resolves is answered on the gatherer page:

8/23/2016 If youre not the monarch as the second ability resolves, the creature will be exiled until there's a new monarch and that player is one of your opponents. The creature won't immediately return just because an opponent is the monarch.

This situation can come up if your opponent for some reason uses a spell or ability to become monarch after the Jailer's first ability resolves (making you monarch) and before its second ability resolves (exiling the creature).
