Monarchy?

It's probably a dumb question for a lot of people but I see this often and now one can answer the question clearly.

Players A is The Monarch. Player B plays Palace Jailer or any other card that says when this card ETB you become the monarch. Will player B steal the marker from player A?

Player B will become the Monarch and Player A will no longer be the Monarch.

717.3. Only one player can be the monarch at a time. As a player becomes the monarch, the current monarch ceases to be the monarch.
