Nice! Something I think will help but the deck and the budget is getting rid of Anointed Procession. I ran Parallel Lives for years on my Saproling deck, which made a lot more tokens, and it took me a long while to realize, but it wasn't really a helpful card. The fact you're not getting anything out of whatever you played before, on a four mana card, usually means that you're either not going to get much out of it, or that it's just going to be win-more when you'd already make enough tokens for it to make a difference. And a lot of the time it can get removed before you have the mana to actually make tokens and get anything out of it, which's really frustrating. Though I tried to do so, they're the sort of card that I can't really recommend running in a Modern deck. In my deck, Second Harvest proved to be a lot more effective (because it worked off what was already on the board), but the double green mana cost might not be good for you.
Another suggestion I'd make is to mainboard Brave the Elements - because it's not only a way to protect your creatures, but also a way to make them all unblockable. It can be an unexpected way to win the game against someone who is comfortably hiding behind their blockers.
Finally, some thoughts about mana: At five mana on a deck with no ramp, Regal Caracal seems like it's not going to see play against most faster decks, and might be a dead draw a lot of the time for you. What I can suggest is to either not run a full set of them (two might be enough), or run some ramp since you already have green - or perhaps do both. Knight of the White Orchid might help, though it's not a cat - despite the cat we're all clearly seeing in the art. heh.
And, I actually had one last thing to add: If you can afford it, swapping out Elfhame Palace for Canopy Vista will do you wonders. Same for Blossoming Sands and Scattered Groves. The best part is that not only they're better lands in general, they're also Forests for Loam Lion (and then you could reduce the number of basic forests you're running by at least one, since you have a greater need of white mana on most cases).

I love my cats deck! I know you have already seen my deck, WonderCats, but if I may make a few suggestions for yours? First off, I think the best thing you have changed is your mana-base: it looks pretty decent. Do you really own a Savannah? If so, good on you lol. Since you are only in 2 colors and have no Landfall, I would drop Terramorphic Expanse & Evolving Wilds, since in this deck Scattered Groves & Stirring Wildwood are "strictly better" (think about it.. even Blossoming Sands, Graypelt Refuge, Arctic Flats, Elfhame Palace, Selesnya Guildgate, & Grasslands are strictly better in this 2-color deck with no landfall/revolt triggers..). I really like Brushland, Sungrass Prairie, & Selesnya Sanctuary, too. I would also recommend Temple of the False God & Thran Dynamo since you have a lot of artifacts with colorless mana costs, though Gilded Lotus is good, too. Selesnya Signet & Sungrass Prairie can help filter the colorless to colored. Krosan Verge is terrible- at least go with Grasslands if you want that search for a non-basic, since it is free and the non-basic can come into play untapped (another "strictly better" situation). I would add Krosan Verge (which is essentially the same as Cultivate, & you already know how good that card is!), & another one of my favorite ramp spells: Skyshroud Claim! Notice how Skyshroud lets you bring in TWO non-basic lands.. UNTAPPED.. frikkin unreal ramp card. If you have even 3 colorless mana available, then Selesnya Signet basically costs one mana to give you ramp as well as make the other 2 mana colored. Pretty awesome early game- better than Rampant Growth, imo, though I don't run Rampant Growth myself. My last suggestion for mana-base is Strip Mine, mostly to get rid Maze of Ith, since it can be very annoying when running a Voltron strategy.
Okay- onto Instants/Sorceries.. why Condemn? With the "tuck" rules for Commanders now letting them go back to the Command Zone, why not simply run Swords to Plowshares? It is another "strictly better" case, imo. I feel Path to Exile is inferior to Swords to Plowshares in this format, but I do think even Path is still better than Condemn. Wing Shards & Crushing Vines are terrible, & Relic Crush isn't much better- Sundering Growth, Naturalize, & Nature's Claim are all good options.. & even better than those are Aura Shards & Krosan Grip. Rout & Divine Reckoning are ok, but I personally prefer Wrath of God, Catastrophe, & my pet favorite, Austere Command. The problem with Hunter's Prowess is that it costs 5-mana & is at sorcery speed.. I've found Hunter's Insight to be more useful in my own Voltron deck.
Enchantments: the Curses are kinda fun, but not effective enough to warrant a slot in an edh deck, imo. Something like Aura Shards or Sylvan Library or Greater Good or Asceticism or Duelist's Heritage has a much bigger impact on the game- & my biggest suggestion would be to add Sigarda's Aid! Amazingly broken card..
Equipment: Grappling Hook is good, but expensive- I exchanged it for Fireshrieker in my own deck & find it works better for me. Duelist's Heritage does much the same thing and is even better, imo. I LOVE Hammer of Nazahn, & if you have realized how amazing that free equip cost can be, then consider Sigarda's Aid! Add double-strike to either of those cards and then Bloodforged Battle-Axe becomes INSANE.. I have literally had 40+ Bloodforged Battle-Axes before, with 20-something equipped for free. Puresteel Paladin is obviously great, too. I think your Sword of War and Peace does as more harm than good- I personally cut both Sword of Feast and Famine & Sword of Light and Shadow from my own Arahbo deck due to the protection being a problem (not only because of the Eminence, but because of all the other cards in the 99 that target..). Sword of Fire and Ice avoids that problem in this deck, though, and is arguably the best of all the Swords. Umezawa's Jitte is INSANE. If it doesn't seem overpowered to you, then you have never played with or against it. Get something to have double-strike and it gets really crazy. Because of the shroud on Whispersilk Cloak, I personally prefer Prowler's Helm in my Arahbo build. I actually think it might benefit your deck more to cut some of the weaker equipment and add the ability to tutor for the better ones, ie- Stoneforge Mystic, Stonehewer Giant, Steelshaper's Gift, Open the Armory, etc.
Creatures- Dude, you cut Qasali Pridemage?!! He is one of the best Cats! He is basically a 3-mana destroy target artifact/enchantment that in this deck can swing for 6 damage on turn 3! Hungry Lynx & Arctic Nishoba are just plain bad, imo, & a lot of the other cats you have sit far too high on the mana-curve.. I would halve your 6-7 drops, tbh. Alms Collector under-performed for me, since drawing consecutive/additional cards isn't the same as drawing "two or more." Pride Sovereign is another under-performer that I cut, since we aren't going wide, but tall. A few MUST-have's that are missing are: Lost Leonin, Brimaz, King of Oreskos, Leonin Abunas, Mirri, Cat Warrior, & Skyhunter Skirmisher. I personally also really like Skyhunter Prowler, Chameleon Colossus (technically a cat!), Prowling Serpopard, Leonin Shikari. A few non-cats I really really like are Sun Titan, Stonehewer Giant, & Puresteel Paladin.

I love the deck! But I have a question: Why run Vivid Grove & Vivid Meadow? Elfhame Palace, Selesnya Guildgate, & Tranquil Expanse all came in the same precon & do exactly the same thing in this 2-color deck, except they can tap for the 2nd color more than just twice so are strictly-better versions.. & Graypelt Refuge is a strictly-better version of them all (also in the same precon). I actually like Selesnya Sanctuary better than all those, though, since you can tap the land before returning it to your hand, so it basically performs just like the lands previously mentioned, yet also gives you your next land drop guaranteed.

Also in terms of lands remove: Elfhame Palace, Orzhov Guildgate, Selesnya Guildgate, Tranquil Expanse, Golgari Rot Farm, Selesnya Sanctuary, Azorius Chancery. I could suggest a lot more like Thornwood Falls among others but I feel your wanting to keep the land base fairly budget still correct?
Now let me suggest some replacements...
Cyclonic Rift, Teferi, Temporal Archmage, Supreme Verdict, Anguished Unmaking, Sphere of Safety, Norn's Annex, No Mercy, Sol Ring, Astral Cornucopia, Fellwar Stone, Gilded Lotus, Spike Weaver, Exploration / Burgeoning, Venser, the Sojourner, Merciless Eviction, Skyshroud Claim, Mana Reflection, Rhystic Study, Sylvan Library, City of Brass, Reflecting Pool, Forbidden Orchard, Mana Confluence, Murmuring Bosk, Path to Exile, Swan Song, Disallow, Catastrophe, Mystical Tutor, and Demonic Tutor.

Do you get land screwed, color screwed or unable to play cards a lot of the time because lack of mana production? The Avg. CMC for this deck is 4.6, that's really high without playing any ramp. No Sol Ring? I'm kind of confused, do you not like ramp in Commander? Some of your Planeswalkers can ramp, but that doesn't help you if you can't play them.
My suggestions are to add ramp and improve the manabase by cutting a large portion of the come into play tapped dual lands. I understand that Planeswalkers are price expensive and they take up a huge portion of the total cost of this deck, but the manabase is really bad. It would help the deck a lot to fix it.
You're playing green you can advantage of land ramp spells. You can accommodate land ramp by cutting a large portion of the come into play tapped lands such as Elfhame Palace and other lands like it for Basic lands. For a budget manabase with green you're much better off playing more Basic lands and cards that can tutor for the Basic lands then lots of come into play tapped dual lands. The Tri lands are great: Arcane Sanctum, Seaside Citadel, Opulent Palace and Sandsteppe Citadel, but these lands are powerful enough that coming into play tapped while bad is fine. This will speed up over all game play because Basic lands enter play untapped. Other lands to consider are the BFZ duals: Canopy Vista, Sunken Hollow and Prairie Stream. The BFZ lands have good interaction with both Basic lands and Check lands, Sunpetal Grove, etc.
For a budget $30-$40 manabase I suggest playing:
- The four Tri lands
- Four Pain lands: Caves of Koilos, Llanowar Wastes, Underground River, Yavimaya Coast
- Four Check lands: Sunpetal Grove, Glacial Fortress, Isolated Chapel, Drowned Catacomb
- Three BFZ duals: Canopy Vista, Sunken Hollow and Prairie Stream
- Two Filter lands: Sungrass Prairie and Darkwater Catacombs
- Command Tower, Exotic Orchard, Forbidden Orchard, Ash Barrens, Dreadship Reef, Opal Palace
- 5 Plains, 4 Forest, 2 Island, 2 Swamp
Dreadship Reef is a land that uses counters, great with Atraxa. Opal Palace is good with Atraxa because if you use it to play her she gets a +1/+1 counter which she can start proliferating, growing herself.
I recommend this manabase and adding a ramp package of:
- Cultivate, Farseek and Kodama's Reach
- Sol Ring, Fellwar Stone
- Everflowing Chalice and Astral Cornucopia
Cornucopia and Chalice use counters which Atraxa can proliferate making these rocks pretty powerful. Even though your playing some board wipes that destroy all artifacts I still think having some artifact ramp is important to play Planeswalkers. It's more important to have the mana to play Walkers than wipe the board.
To make room for these ramp packages I recommend cutting some of the less powerful Planeswalkers because holy shit there's 28 total of them. Walkers like Jace, the Living Guildpact, Nissa, Voice of Zendikar, Kiora, the Crashing Wave, Gideon, Champion of Justice and Dovin Baan. Also Praetor's Counsel and Primal Surge are just too mana expensive for the deck. Nevinyrral's Disk, Decree of Pain and Terminus are too slow and your playing a lot of other better cheaper mana board wipes. Terminus while powerful needs some set-up to be, Brainstorm and you currently have no malipulation of the top of your library.
