The strategy of this deck is to dig through the deck with Elsha's ability. Keep casting things off the top of the library until you hit a land. Use one of the many deck manipulation tools, draw/scry, to move it and keep going.

I will discuss some of the main combos to win.

Sensei's Divining Top

This card needs no explaining, it's a beast. Its first ability allows you to reorder your top three cards to always have a non-land non-creature card on top. The top can also be tapped to draw a card putting itself on top of your library. When it's put on top, just cast it again with Elsha! That's how we get to the combo. Any cost reducer allows you to draw you library. The two ways to do this are with Helm of Awakening or Birgi, God of Storytelling  . Use the second ability to draw and then casting it for free from the top of your library. Draw until you get to a win condition!

Jeskai Ascendancy

Not only looting, for top deck manipulation, but this is a combo piece. There are two combo chains, one with Emry, Lurker of the Loch and the other with Retraction Helix. Any combo that lets you loop for untaps also allow you to loot your library until your win condition is on top of your library, to be cast with flash by Elsha.

1. Emry, Lurker of the Loch - Anything that you can cast and sacrifice, an example would be Lotus Petal. Tap Emry to cast lotus petal from graveyard. Jeskai Ascendancy untaps Emry. Sacrifice lotus petal for mana and repeat.

2. Retraction Helix - Any 0 drop or permanent that's net 0 mana, some examples would be Mox Opal, Basalt Monolith, Sol Ring. Cast Retraction Helix on Elsha. Tap Elsha to bounce mox opal to your hand. Cast mox opal, untapping Elsha. Repeat.

Dramatic Reversal + Isochron Scepter

This classic infinite mana combo has two uses.

1. Mana rocks that can produce 3 or more mana: Infinite mana in those colors and infinite storm.
2. Mana rocks that can only produce exactly 2 mana: Infinite storm.

How to Win

With a couple ways to draw our library how do we win?

1. Aetherflux Reservoir With a very high storm count.
2. Ral, Storm Conduit With infinite casting of instants/sorceries or a copy loop.
3. Blue Sun's Zenith With infinite mana to draw each opponent out.
4. Codex Shredder Infinitely tap to mill each opponent.
