Hello! I saw your deck help tag and wanted to give some insight.
I don't run Miirym as commander, but I do have her in the 99 in Smashing Faces with the Ur-Dragon, and she always pushes me to victory whenever she's allowed to stick on the battlefield.
Some areas you might want to change to improve your consistency:
1 - Ramp
- Farseek and Fellwar Stone are great for fixing for multiple colors of mana. You might take out Birds of Paradise (dies so easily), Sakura-Tribe Elder (fixes for only one color) and Sword of Once and Future (no synergy with dragons) for them.
- Skyshroud Claim is great for the same reasons above. Frontier Siege never impressed me in a multicolor deck, because I often need colors outside of .
- If you run the suggestions above, you probably need more fetchable dual lands: Ketria Triome, Breeding Pool, Steam Vents, Stomping Ground, Sheltered Thicket, Wooded Ridgeline.
- If you run Into the North, you can also use Highland Forest, Rimewood Falls, Volatile Fjord and some snow basics (Snow-Covered Forest, Snow-Covered Island, Snow-Covered Mountain) to fetch.
2 - Draw/Haste
- It is tough to cast Tribute to the World Tree in a 3-color deck without Yavimaya, Cradle of Growth or Chromatic Lantern on the battlefield. Maybe you want Temur Ascendancy instead.
3 - Removal/Boardwipes
- Chain Reaction cleans your own dragons. Curse of the Swine should get rid of your opponents' most problematic creatures. If you face a lot of token decks, Surtland Frostpyre is a boardwipe on a land that leaves most of your dragons alive.
- Green Sun's Twilight could be Chaos Warp as a second Beast Within.
4 - Protection
- In my dragons deck, I often want protection and haste for more than one creature. Swiftfoot Boots got swapped out for Asceticism.
- Slip Out the Back could instead be Heroic Intervention (it has good synergy with Blasphemous Act).
- If you don't want to be attacked, Propaganda might deter more attackers than Fog.
- Can you cast Counterspell and Bane's Contingency reliably? Swan Song or Arcane Denial might be easier to cast considering your manabase.
5 - Card draw
- Rishkar's Expertise, Garruk, Primal Hunter and Return of the Wildspeaker are the cream of the crop of green card draw. You might want to remove Blur, Essence Flux and Ghostly Flicker for them. (Instead of running flicker effects to save your creatures, it might be better to just run more threats in case they are dealt with - and card draw helps with that.)
6 - Better threats
- Dragon Broodmother creates tokens at a much faster pace than Dragonmaster Outcast.
- Korlessa, Scale Singer never impressed me. Knollspine Dragon is way better at drawing cards.
- Overwhelming Stampede wins games harder than Thundermaw Hellkite.
- I would take out Flameblast Dragon for Utvara Hellkite.
7 - Some utility lands you might want to run
- Exotic Orchard, Unclaimed Territory and Secluded Courtyard fix your colors.
- Haven of the Spirit Dragon fixes your colors and bring Dragons back from the dead.
- Littjara Mirrorlake clones one of your Dragons.
- Blighted Woodland and Myriad Landscape ramp you into Miirym.

I think you could still benefit from Kiln Fiend in this deck. I would definitely play it over Jhessian Thief, since the mana cost and the "prowess" potential is more powerful. It would also make Of One Mind much easier to cast.
Free spell are great in these builds. Mutagenic Growth is probably the best for this deck. There's also Gut Shot. Manamorphose can help fix your mana, cantrips and is mana neutral.
While not free, Lava Dart triggers prowess twice and deals damage anywhere.
Faithless Looting is an excellent card draw spell that will be much more reliable than Of One Mind.
Temur Battle Rage will definitely speed up your clock massively.
I would think about cutting back to 2 copies of Izzet Charm, Removing all the Flame Slashes and Of One Minds as well as the Cartouches and Clouts. If you bring your mana curve down, you could also shave 1-2 lands.
If you do cut lands, you might want to replace Boilerworks with basics or something like Volatile Fjord. This will make opening hands with 1 land easier to keep.

Stole the Steam Vents for a Pioneer deck I am building and replaced it with a Volatile Fjord. Kinda silly I have a Scalding Tarn in here and this is my dual to fetch. HA.

Lava Dart is an excellent addition to this deck. It can split up damage or go face and triggers your Ophidian Eye twice for only 1 mana.
In order to accommodate Lava Dart and Fireblast, Swiftwater Cliffs could easily be Volatile Fjord instead.
Why play Cerulean Wisps instead of more Brainstorm/Ponder/Preordain? Seems like you could easily play more of the better cantrips.
Faithless Looting may not be a bad option either, if you wanted more cheap and effective looting.

Yes. Because Volatile Fjord has the Mountain land type, Chartooth Cougar can find it. This type of land cycling can find any land with the appropriate type.

Hey, nice version, but where's Glint-Horn Buccaneer? I saw your deck in the featured decks ad.
You can improve on balancing card quality since you have some amazing cards here, but also quite a few lackluster ones that are much lower on power level compared to the others. An example is Scalding Tarn which is excellent, but not playing a dual land that Tarn can search for... Steam Vents could replace Izzet Guildgate and Volatile Fjord could replace Highland Lake. Other Izzet dual lands to add in place of some basic lands to improve color fixing from lands: Training Center, Cascade Bluffs, Sulfur Falls, Stormcarved Coast and Frostboil Snarl.
I don't think I've even seen Armillary Sphere in the same deck before that also has Mana Drain, Ragavan, Nimble Pilferer, Jeweled Lotus, Dockside Extortionist, Goldspan Dragon, Jeska's Will and Urza's Saga. Sphere is really out of place power wise. Consider cutting Sphere for Arcane Signet? The Diamonds are also subpar, considering cutting both of them for Talisman of Creativity and Izzet Signet? These are not expensive changes, but can make a big improvements on ramp.
Another example of card quality balance are the counterspells. Mana Drain, Counterspell, Pact of Negation, Negate are great thus you don't also need to play Hornswoggle, Admiral's Order and even Lookout's Dispersal because these are not as good.
Some more one drop/two drop flying Pirates and unblockable Pirates can more easily trigger Malcolm and Breeches. Spectral Sailor, Warkite Marauder, Departed Deckhand could replace some higher mana cost Pirates such as Captain Ripley Vance, Deadeye Quartermaster, Prosperous Pirates and Sailor of Means. You have Ragavan, Nimble Pilferer, Dockside Extortionist, Goldspan Dragon and Corsair Captain which are all excellent thus you don't really need to play other Pirates that create treasures when they ETB because those cards are not as good.
Wonder and Anger are powerful with Pirates, but they need help to get them into your graveyard because you don't want to ever cast them. Expanding with more loot can help to draw/discard them that also adds more draw to your deck. Faithless Looting, Windfall, Mask of Memory and Frantic Search could replace Mutiny, Hornswoggle, Dowsing Dagger Flip and Admiral's Order. These changes are also not expensive and improve card quality.

Hey, I'll first comment here then at a later time at your Zombie deck.
The theme you have here is called Spellslinger and with Spellslinger you want less creatures than normal, more instants as well as sorceries. Spellslinger is essentially control in Commander therefore the cards you tap out for need to be impactful. If you're new to the Spellslinger idea then overall with less than $200 budget you've done well so far, but you forgot Command Tower. You have several really nice cards, but also some stinkers that could be upgraded on a budget.
Consider more lands and ramp? To keep mana open at all times when you cast noninstant spells. 31 lands is low, not really enough land when you want to be making your land drops each turn. My advice is try 36 lands and 12 or more ramp sources. If you don't want to add more lands than instead add more low 1-2 CMC draw or best a combination of both.

If your primary win condition is Niv enchanted by Curiosity then you're going to want ways to shuffle all the cards in your hand back into your library. You'll want this effect to be able to keep drawing and doing damage with Niv since Niv only does damage to one target for each trigger. Ophidian Eye is another Curiosity. Each opponent will have 40 or more life thus you won't consistently have enough cards in your library to end all your opponents with Niv's damage without having more draw. Psychosis Crawler can help since it makes each opponent lose 1 life each time you draw a card.
Curiosity/Ophidian Eye is a may, you don't have to draw when you do damage with Niv. Because you can stop the combo then you can stop drawing so you don't draw from an empty library and lose the game. Stopping the combo also lets you cast a creature or sorcery to shuttle all cards from your hand back into your library to keep drawing and continue the combo. Whirlpool Warrior has this effect at least twice and Whirlpool Rider is only two mana.
The better cards for this effect are not budget options: Valakut Awakening Flip, Winds of Change and Echo of Eons flashback. Awakening is an instant and Winds is only one mana.
Consider streamline/cut the creature base down to the 10-15 best creatures, less creatures the better and use the other spots for more instants?
A streamlined example of the current creature base (sorted by CMC):
- Goblin Electromancer
- Birgi, God of Storytelling
- Guttersnipe
- Veyran, Voice of Duality
- Palladium Myr
- Archmage Emeritus
- Galazeth Prismari
- Talrand, Sky Summoner
I'm also suggesting some creatures upgrades who most have better interaction with Niv:
- Whirlpool Warrior --> Academy Drake
- Whirlpool Rider --> Fae of Wishes
- Psychosis Crawler --> Radiant Performer
- Tandem Lookout --> Skyclave Sentinel
- Storm-Kiln Artist --> Orvar, the All-Form
- Dualcaster Mage --> Relic Robber
Tandem Lookout soulbond to Guttersnipe/Electrostatic Field can draw a lot of cards because Lookout cares about any damage that the paired creature does and Guttersnipe does 2 damage to each opponent. You draw a number of cards equal to the number of opponents you have each time Guttersnipe triggers. Lookout is Curiosity, but the draw is not a may, you have to draw and Lookout can change who it's soulbond unlike auras.
Tandem Lookout can be soulbond to Niv, but it's risky because you can't stop the combo because you can't stop the draw without help. You'll need an instant way to shuffle all cards from your hand back into your library or an instant way to kill/bounce Lookout before you draw the rest of your library. If you don't do this you will lose the game from trying to draw from an empty library since you'll draw your entire library. Drawing your entire library can enable a win condition of Laboratory Maniac or Jace, Wielder of Mysteries and Jace has the advantage that he can draw card/cards to trigger Niv.
