Consider expanding on your win conditions with Brago?
Strionic Resonator is a combo with Brago; targeting Brago's blink trigger on the stack and copying it gives you unlimited blink. You can blink Resonator with Brago which untaps it. You also need a combination of mana rocks ( Sol Ring , Monolith, etc.) or ways to untap lands ( Cloud of Faeries or Drake). These need to be blinked to untap mana rocks or lands to make at least to continually copy Brago's blink trigger with Resonator. Add Reality Acid or Spine of Ish Sah to this combo to destroy all your opponents permanents. Add Whirler Rogue to make unlimited Thopter tokens on your turn. Add Hierophant's Chalice as an real win condition to make each opponent, one at a time, lose all life and you gain as much life.
You don't have to use the Resonator and Brago combo as a win condition it can just be used to generate a ton of value on your turn since you can blink so many different nonland permanents. You break the combo by not copying Brago's blink trigger with Resonator. Tribute Mage has many artifacts to tutor for which is helpful with blink. Best of all it can get Strionic Resonator , but also Swiftfoot Boots , Prism, a Wellspring, etc.

I am not an expert in mono, but for you I recommend adding:
Myriad Landscape can go in almost any edh deck
Nykthos, Shrine to Nyx is solid in any one- or two-colour deck
Lake of the Dead has a downside, but you won't care when you're using it (trust me)
Petrified Field to protect valuable lands.
I'm not sure how I feel about Temple of the False God , but it is an EDH classic.
Other mono ramp
I ended up finding so many mono ramp cards I thought I might as well make a more full list.
Solemn Simulacrum is a good catch-all
Nirkana Revenant is good in the right deck
Bog Witch is kind of weird, but has fringe uses
I haven't thought hard, but you might be able to do some flicker shenanigans with Priest of Gix
Worst case, an edh deck can always load up on rocks. These are some of the best ones for mono black

In most games, these do the same thing: Commander's Sphere , Cryptolith Fragment Flip, Cultivator's Caravan , Darksteel Ingot , Hierophant's Chalice , Honor-Worn Shaku , Mana Prism , Manalith , Orazca Relic , Phyrexian Totem , Powerstone Shard , Pristine Talisman , Seer's Lantern , Serum Powder , Skull of Ramos , Sol Grail , Spectral Searchlight , Vessel of Endless Rest , Victory Chimes , and Chromatic Lantern
Thought Vessel if you fill your hand
Chrome Mox is usually worth the card disadvantage
Mox Amber if you usually have your commander/a legendary thing out
Mox Diamond if lands in your graveyard is a good thing
Mox Opal if you have 2+ extra artifacts
Black Market is good if you tend to sacrifice/kill a lot of creatures
Liliana of the Dark Realms is nice with proliferate, and makes sure you don't miss land drops in the mid/late-game
Sword of the Animist is best with one-mana creatures, and if you attack often, but might be justified even if not
Carnival of Souls is fun with some creature-based combos
Crypt of Agadeem works, but only if you consistently have 4+ creatures in the graveyard
Phyrexian Tower eats your creatures
Cabal Coffers is a staple
Cabal Stronghold is great if you can't afford many nonbasics, and might be good enough besides.

Vraska's Contempt is a must. Instant, so you can react to opponent movements; can target Planeswalkers, not many cards can do that in the enviroment right now.
Black/White mana, has not a solid base right now. I would include Isolated Chapel, and change Hierophant's Chalice with Chromatic Lantern. Your deck does not have a lot of double color spells, so this will be only relevant if you find yourself having problem with fixing the mana.
If your plan is to shift to Vampires Legion Lieutenant, Legion's Landing, Champion of Dusk and Radiant Destiny should be right choices. Adding Vanquisher's Banner is for late, and with no mana acceleration could be a little heavy, but the card draw power is quite good in a tribal deck. Blood Operative is good against the new mechanic Jump-start, but you need more cards with surveil for it to work. Twilight Prophet and Sanctum Seeker are pretty strong too. I feel as you have little removal, Cast Down and Price of Fame are both pretty solid, the later being specially good in a format with a constant legendary treat.
Consider taking outYargle, Glutton of Urborg 5 manas, no vampire, no tramble or other evasion. Arvad the Cursed You don't have a lot of legendary creatures, 5 manas for a 3/3 with no evasion, you can find better things.Encampment Keeper and Walking Corpse must go if you want to take the tribal approach. I would changeCobbled Wings for Captain's Hook, it can do a lot of damage, and is pretty good in creatures with lifelink. Queen's Commission might be nice too.

Hierophant's Chalice seems kinda pointless in this deck aside from flavor. By the time you hit your 3rd land you can cast most of everything in the deck. Why not use game finisher cards like Gruesome Fate or Bishop of the Bloodstained and maybe cut a few Mark of the Vampire? Few duel lands would help as well.

Gurmag Angler is great for this deck. It's sort of control, and control needs a finisher. Also useful would be Tragic Slip. Cut True-Faith Censer, your deck has 0 humans and there's no upside. Chainer's Edict and it's counterparts are helpful. Murderous Compulsion and Reduce to Ashes are utter trash. Dusk Legion Zealot and March of the Drowned are useful. You don't need many creatures. Basically cut all of them for the Zealot and the Angler. Hierophant's Chalice is some solid ramp. Increase the number of Shard of Broken Glass. Lastly, add Phyrexian Rager.

Hey nice budget deck. Is this one of the first decks you've made?
I have several budget suggestions to consider:
- 4x Meandering River
- 4x Evolving Wilds
- 3x Ixalan's Binding
- 4x Hieroglyphic Illumination
- 4x Essence Scatter
I suggest more land because 18x lands is not enough land for a Control deck that wants to cast a seven mana Approach of the Second Sun as it's win condition. Control traditionally uses 26x lands because you want be making a land drop each turn until you cast the win condition. Consider cutting 4x Traveler's Amulet, 3x Hierophant's Chalice and 1x Island for 4x Meandering River and 4x Evolving Wilds? Amulet and Chalice purpose shouldn't be to replace lands, that's what it looks like is happening here. They should support lands to make sure you have lands and make a land drop each turn, but in this case I don't think you need them just play more lands.
I like the direction of using enchantments to stop your opponent's creatures and Ixalan's Binding is one of the best ways to do this. It's budget and powerful consider adding 3x Binding cutting 3x Castaway's Despair. Despair is the same casting cost as Binding and Binding is a much better card because it exiles and can target any nonland card.
Hieroglyphic Illumination is a nice draw spell for Control because it has cycling allowing you to cycle it for one mana to draw a card or cast it for four mana and draw two cards. Control wants some kind of draw and while Opt is fine it's not enough. Chart a Course doesn't make sense because you don't have any creatures that can attack. Consider adding 4x Illumination cutting 2x Chart a Course and 2x Ritual of Rejuvenation?
