Thanks for the card recs lil_cheez. Some of them were already in my maybeboard, but I completely forgot about Rakdos Locket. That'll be a great thing in the toolbox for sure, and fits the flavor as well.
As for Kindred Dominance...it's great in flavor and theory, but there's going to be a mix of demons, devils, and maybe even tieflings and imps. It's part of why I'm worried about Inner Demon, devils aren't demons, but I justified it in the current draft because of it being silly and on-theme. So for now, there are just other one-sided board wipes such as Dread Cacodemon, but I can't really justify In Garruk's Wake...

You could cut some lands to add the Rakdos mana artifacts, they all show a little devil symbol in the art XD
Rakdos Signet, Rakdos Cluestone, Rakdos Locket
Also Rakdos lands Rakdos Guildgate, Rakdos Carnarium, Blood Crypt

Blade of the Oni is bad because most of your creatures already have decent power and toughness. It works best in a deck with tiny creatures
Charmbreaker Devils you need a few additional spells for this to work. I suggest adding Mizzium Mortars and Terminate
Altar of Bhaal this is best with enters the battlefield effects, which you don't play many
Arcane Signet this does nothing without Commander. Replace this with Rakdos Signet
Bolas's Citadel this is a suicide in a deck with high mana costs like yours. Replace this with Phyrexian Arena
Guardian Idol this is weak creature, and bad fixing. Play Talisman of Indulgence instead
Rakdos Locket I suggest Rakdos Keyrune instead
Davriel, Soul Broker this card is not legal. If you like the theme of devils, play Tibalt, Rakish Instigator

After looking at the decklist, I have some suggestions:
Cards to take out: Hellkite Punisher costs too much and is only a slightly bigger Shivan Dragon
Lathliss, Dragon Queen could work well in a more dragon-based deck, but it is unlikely to create many tokens in this deck
Liliana's Steward is too underwhelming of an ability to be used effectively. Same with Phyrexian Rager
You already have a lot of bounce spells, so Man-o'-War is not necessary and doesn't serve much else function as a creature
Boros Signet doesn't work in this deck because of commander colour identity
Mishra's Bauble is also a quite underwhelming card and not that useful
Rakdos Locket, Izzet Locket, and Mana Geode have better alternatives, as far as mana cost goes
Switcheroo also has better alternatives, ability and mana-wise
There are a few other cards that could be taken out, but I'm mainly highlighting the ones that should be taken out.
Cards to put in:
More removal like Cast Down and Terminate could replace a couple of bounce cards
Cards like In Bolas's Clutches and Control Magic could be considered if you want to have some more options for stealing creatures
The lockets and geode we took out earlier could be replaced with cards like Izzet Signet and other cheaper rocks
Try adding some more lands, 26 lands is not enough for a Commander deck. It is recommend to have around 35-38 lands, depending on your curve
Other than that, the deck seems fine. This deck has a lot of potential, if done right!

Pyre of Heroes. This will also lean a commitment to graveyard recursion, so some payoff spells like Living Death or Wake the Dead. Rakdos Signet, Rakdos Locket and Talisman of Indulgence are all better than Commander's Sphere and will speed you up.

gavriel1136 Thanks for bringing that to my attention! You are correct. I built this deck when I was newer to magic and didn't know any better. I guess I havent looked at the description in awhile to see if there are any other mistakes. I'll definitely do that soon.
This deck is also about to get a "tune" up as I'm playing rocks like Rakdos Locket and Rakdos Cluestone but not an Arcane Signet. I'm in black and playing Gamble instead of other, better tutors. There are other things I'll change but those are good examples of me updating the deck. Any ideas for cards I should be looking into?

The deck is a little bit low on lands and ramp. I would suggest at least 36 lands and 2-3 additional ramp spells. For ramp cards most important Sol Ring, Rakdos Locket and Commander's Sphere
To cut:
- Puppeteer Clique -> depends to much on your enemies. But this cut depends on your meta
- Fling -> Normally your commander should "fling" your creatures. As removal this card is bad and as you are trying to win via commander damage you do not need this card.
- Soul's Fire Same as Fling
- Sensei's Divining Top Great in the opening. But a dead card once your commander is online. And you have no benefit from top deck manipulation in your deck.
