WIP Playtesting now because my group gave me permission to use this guy... Let's see if he's busted.

This cEDH deck relies on winning by utilizing multiple possible combos, many of which aren't even physically in the deck. That's the beauty of Richard Garfield, Ph.D.. The deck can be built to include mostly ramp and interaction, because when Richard is on the board, (almost) every card is a combo piece.
Straight from Gatherer: "Richard Garfield, Ph.D. essentially makes you play a variant of the Magic game called “Mental Magic.” Here’s how the game works. Whenever you cast a spell, you reveal the card to all players and choose any other card (see below for the cards that you can use) that has that card’s mana cost. (Note that color very much does matter.) That spell can then be cast as though it was the chosen card. You aren’t allowed to choose the same card twice."

Some Examples: I can reveal a Merchant Scroll from my hand and call it an Arcane Denial, cast at instant speed and counter that Dockside Extortionist. My Island I revealed is a Pact of Negation, because they have the same mana cost. Because Richard effects casting, we can take advantage of alternate casting costs. That same Merchant Scroll can be an overloaded Cyclonic Rift is I payed all 7 mana for it. Maybe the best utilization of this is revealing a Rhystic Study and paying 0 for a Fierce Guardianship.

Bolded cards are combo pieces. Some of the cards below also show up in the maindeck.
Remember Not all of the cards in the following combos are run in the maindeck, they just have to have the same mana costs as the cards in hand. Thank you Richard. (*except Dramatic Reversal, just use a tutor to pull it from your deck)

Infinite Mana:

Isochron Scepter + Dramatic Reversal* + (3+ mana producing artifacts)

Basalt Monolith + Rings of Brighthearth

Basalt Monolith or Grim Monolith + Power Artifact

Mirran Spy + Banishing Knack + (a creature without summoning sickness in play) + Sol Ring
