I like this idea, but have you considered a soldier tribal subtheme with Preeminent Captain, Catapult Master, Darien, King of Kjeldor, Squad Captain , Stormfront Riders, Assemble the Legion Knight-Captain of Eos etc? It offers another cheat and has decent commander synergy.
Lovisa Coldeyes has that warrior synergy. Allies have a few options in Resolute Blademaster and Murasa Pyromancer. Reverent Hoplite and Evangel of Heliod like white devotion. Zealous Conscripts threatens to a combo.
Have fun tinkering with the list.

i think its important to point out that ETB's and cast triggers are not the same thing. based on how you worded your question and responses it almost seems like you thought Reverent Hoplite has a cast trigger.

And the answer to all your rhetorical questions is: How do you win if I don't have X?
If the point of your Garrison Cat is to die, what happens if it doesn't?
Yes, Winota is great to cheat things in. But when you don't have Winota? What happens when you draw Reverent Hoplite? If you have nothing better to cast, can you cast it with only 3 or 4 lands? What happens if you can't draw that 4th land to cast Winota? How do you win then?
You worry about Shatter the Sky because if you don't have the Luminous Broodmoth or General's Enforcer out, you probably get a 1/1 human from your cat, and you lose whatever you cast on turns 2 and 3. If you have a Winota out, you get to draw a card, but now you need to get another Winota out. Even if you do have Luminous Broodmoth out, it can't bring itself back. See the problem?
Granted, my remarks come from after playing 7 different aggressive Winota decks pre and post bans. You don't have to take my advice, but refer back if the deck isn't working out the way you hoped.

At first, I thought you were on a budget but then I saw the price of Luminous Broodmoth and now I'm confused. If you are on a budget, there's nothing wrong with that. But if you aren't then you shouldn't be playing Evolving Wilds over either Temple of Silence or Temple of Triumph (at the very least). And if you really aren't on a budget, Fabled Passage is basically a better Evolving Wilds.
Still on the topic of your mana base, are you having any issues casting Winota, Joiner of Forces? Because the way your mana base is currently, it would like you would. At the very minimum, I would recommend at least 1-2 basic Mountain to ensure you can cast her when you find her. That being said, the rest of my suggestions:
Reverent Hoplite is way too expensive (mana-wise) for 20 lands. I would either add more lands so you can cast it when you don't have access to Winota or pull 2 copies. Otherwise, that's a cool card to pull out with her effect.
Personally, I don't care much for Necropanther because it doesn't have many mutate targets so it's generally going to be a 3/3 for 3. Which isn't bad, but isn't good either. I would recommend replacing it with Raise the Alarm which is good for two reasons: firstly, it is an instant, meaning you can cast it after your opponent has cast Shatter the Sky, Deafening Clarion or some other wrath effect. Secondly, they aren't humans so they trigger Winota's effect.

Rhadamanthus so when a creature is cast and has a devotion effect that states "enters the battlefield" like Reverent Hoplite then the symbols in their mana cost are counted towards the devotion that triggers in their effect?

The Champion actually gets 12 counters in this example. Reverent Hoplite is itself a human, and because it's on the battlefield when it triggers that means your devotion to white is 5, meaning a total of 6 humans enter the battlefield (Hoplite + 5 tokens).

Say I have Champion of the Parish and Hardened Scales on the board. I have a total of 4 devotion to white including the 1 from Champion of the Parish. Now, say I cast Reverent Hoplite which triggers a total of 4 white human soldier tokens to enter the battlefield. Are each of the 4 tokens considered a separate trigger for Champion of the Parish? If so does that mean that Hardened Scales also triggers for each of the 4 counters meaning that Champion of the Parish receives a total of 8 counters?
