Hey, you're welcome.
To start, cards to consider cutting are lands since you don't need 41 lands in an Orzhov Commander deck especially since there's so many basic lands. Consider 36 lands? Next are creatures who don't have flying or other evasion.
You want to make some choices of the kind of creatures/theme you want to play. There's a small Vampire theme here with Captivating Vampire, Malakir Bloodwitch, etc. For these Vamps to be worth playing you need a lot more Vampires because without Vamps they don't really do much. There's many Vampires who have evasion therefore if you choose you could increase the Vamps a lot and make your deck more Vampire tribal then anything else.
A reason to cut the Vamps is there's many more nonVamp creatures that are better. Neither Tymna or Ravos are Vamps which makes the tribe overall less good, no tribal synergy with your Generals. If you choose to keep the Vamps then include a lot more of them or if not then cut them.

I would cut all these cards, doesn't matter what direction for your deck you choose to go. There's better budget options for each one of these cards. Some cards such as Corpse Knight are good, but it doesn't go with the current strategy therefore I would cut it.
I don't recommend the Vampire direction, but if you want to play Vamps then I do offer advice for that direction.

so, after rigorous playtesting, I have come up with some cards to cut and add that will hopefully msk the deck better:
Alabaster Kirin This does absolutely nothing, has no prison effects, and is kinda useless here
Baird, Steward of Argive His prison effect is okay, but you can definitely slot in better options for not too much more money
Knight of Sursi Once again, just a vanilla card that doesn't do anything except get a small body on the battlefield, which isnt very good in commander, even if it is indestructible
Misthoof Kirin Only really okay in a morph deck, this is kinda useless here
Segovian Angel a 1/1 with vigilance has to swing 120 times to win. just a terrible card all around.
Silver Knight Kinda bad, doesn't really do much .
Shepherd of the Lost this would be good if it have every other creature it's abilities, but alas, it's kinda terrible, especially because I'm smelling a voltron sub-theme around Avacyn
White Knight Unless your in a very black heavy meta, this is just bad, and is barley passable even if you have said meta
All your lands except basic plains. You need more utility lands, not just non-basics that do nothing
Wing Shards This one is debatable, although I don't see you casting a bunch of spells and having the mana to cast this, due to the lack of ramp you have.
Armillary Sphere bad ramp
Traveler's Amulet bad ramp
Orazca Relic have fun waiting 5 turns to get blessing and then only drawing one card
Take Vengeance crappy removal
Bishop of Wings I don't see this deck supporting an angel tribal
all the Moxen, while expensive, they are amazing and can let you ramp to Avacyn as soon as turn 3
Sol Ring amazing ramp
Thran Dynamo amazing ramp
Commander's Sphere great ramp
Thalia, Guardian of Thraben super good stax/prison
Sphere of Safety typically opponents will have to pay 3-4 for each attacking creature. brutal
Sword of Fire and Ice really good equipment that deals with the two most problematic colors to this deck, however it's very expensive.
Path to Exile great removal
Blazing Archon if you're playing prison with Avacyn out, you basically can't lose
Windborn Muse STAXXXXX
Pacifism good removal
Norn's Annex great way to both deter your opponents and punish them for attacking you
Smothering Tithe you will be generating a TON of mana
Crawlspace amazing pillow fort card
Archangel of Tithes amazing pillow fort, and has the flavor bonus of being an angel
Felidar Sovereign you will probably always have 40 or more life, especially with all the stax you're throwing around, so easy wincon
Approach of the Second Sun another great wincon
Aegis of the Gods great for not getting burned out
Generous Gift awesome removal
Teferi's Protection because teferi's protection
Elixir of Immortality amazing card to clutch up with
Thought Vessel good ability plus some ramp
Homeward Path great land
Nykthos, Shrine to Nyx always great in a mono colored deck. Even better with Avacyn's triple-cost
Maze of Ith great utility land
Tectonic Edge great land destruction
Field of Ruin great land destruction

Akorlyn you can do a change up with some of the new cards and do more of a pillow fort build. Taxing players with Norn's Annex , Baird, Steward of Argive , Ghostly Prison , and Archon of Absolution . Been thinking about it for a bit. If you put a build together let me know!

I run a similar style with my Derevi deck, though I use primarily enchantments instead of creatures for one simple reason - Creatures are usually easier to remove. But here's some cards that I'd recommend using if you're going for as much resource denial as possible:
Creatures: Seedborn Muse , Angus Mackenzie , Lavinia, Azorius Renegade , Sigarda, Host of Herons , Hokori, Dust Drinker , Michiko Konda, Truth Seeker , False Prophet , Baird, Steward of Argive , Gwafa Hazid, Profiteer , Melira, Sylvok Outcast I'd only recommend using Melira if you plan on having Phyrexian Unlife in the deck.
Enchantments: Pendrell Mists , Frozen AEther , Blind Obedience , Privileged Position , Greater Auramancy , Back to Basics , Land Equilibrium , Propaganda , War Tax , Collective Restraint , Teferi's Moat , Moat , Humility , Overwhelming Splendor , Leyline of Anticipation , Solemnity , Invoke Prejudice , Mana Reflection , Mechanized Production , Overburden , Rising Waters , Rule of Law , Wilderness Reclamation

The deck wants to get hit, and yet you play several creatures that block well. Cards with higher toughness than power aren't what this wants I don't think. Cards like Jareth, Leonine Titan that only block well aren't that good. This deck wants opponents to flunge, and you to flunge right back, but way stronger with all your new tokens.
Gideon, Ally of Zendikar is better than Gideon, Champion of Justice at doing what the deck wants. At worst, Ally of Zendikar is an anthem in a deck with lots of little soldiers. At worst, Champion of Justice is a 4/4 for 4 that does get big fast, but if he's getting big fast things aren't going well. White Weenie doesn't want blockers, so why would you want your opponent to have creatures? Also, why would you ever plus him more than maybe once? To get the ultimate that does nothing but restart the game? Unlike with Karn, Gideon is almost certainly dead after the ultimate, and it not he's at 1-2 loyalty. With no permanents, he's not getting bigger with that +1, so he's a 1/1 or a 2/2. I just think Champion of Justice thinks about the long game, but White Weenie doesn't want to get to turn 15, they want to have won by then with an absurd amount of soldiers
Cut Rebuff the Wicked for Lightning Greaves . You can never one-for-one a deck with only counterspells. If you're trying to protect Darien, then if the first spell doesn't kill him, the second one will. You do already have Swiftfoot Boots , but a second (better imo) copy doesn't hurt
Also, Anthems. Play more. You've got Elesh Norn and Captain of the Watch , but that's only +3/+3. Go further, add keywords, get Lords, go ham

Benthehen333 - Absolutely! Not a problem. Excited to see the "Still Budget Upgrade List" for sure! I'm hoping to branch out and get more fun "Budget" decks after I made my first EDH Deck modeled after a Voltron Kozilek, the Great Distortion . The deck is a little strong for my meta as well, with the exception of two other not budget decks. If you care to see it: Koz, Colorless EDH Deck
To answer your question I looked at The Tax Man Cometh by KayneMarco and I would prefer you didn't by Molesto-the-Egregious as references: Disruptive Student , Vodalian Mage , Disruptive Pitmage , Turn Aside , Approach of the Second Sun , Kasmina, Enigmatic Mentor , Dovin, Hand of Control , God-Pharaoh's Statue , Monastery Siege , War Tax , Lavinia, Azorius Renegade , Daxos of Meletis , Baird, Steward of Argive , Aven Mindcensor , Teyo, the Shieldmage , The Wanderer , Time Wipe , Foresee , Azor's Elocutors , and Marble Diamond are several Non-Land Sub $1 cards I saw in there as well. The list goes on, for sure. I didn't look into it beyond this but any W/U or Colorless card that let's you draw when an opponent draws would be fantastic. Mind's Eye would be a good Sub $5 card I know of, if there were to be upgrades in that deck.
