Your curve is generally correct, but I feel there are a few things you can change to optimize your deck (and I'll avoid expensive suggestions, in order to keep it affordable, suiting your budget). First of all, you could consider running two more lands (Mathas surely is a cheap commander but it better suits a more controlish game plan. I would prefer to run 36 lands in this purpose. I recommend you to give a look at the Rocky Tar Pit (it's basically a budget fetchland) and Myriad Landscape. The new Field of Ruin might interest you as it's a great political tool. Forbidden Orchard also is nice and affordable. Smoldering Marshand Canyon Slough are not that expensive and can help you stabilize your mana pool. And, only if it fits your budget issues, both Blood Crypt and Godless Shrine are good investments.
The Planar Bridge, even if it's a great card on its own, doesn't really match with your objectives. It's slow and will take too much time to be effective. If the ''tutor'' effect was what you were searching when you put this one into your deck, I suggest you some cards as Increasing Ambition or (a slow but more versatile card) Ring of Three Wishes.
An idea I find interesting with Mathas will concern the addition of a sacrifice outlet. With cards like a Skullclamp and a Bloodghast (I know, it's not a budget card actually, but you can find it for something like 10 euros now that it has been reprinted - if you're looking for a budget version, you can run the Reassembling Skeleton / Endless Cockroaches), it provides you an excellent card advantage, with cards like Ashnod's Altar / Phyrexian Altar it gives you the necessary resources for the late game. Not to say that the red colour also gives you access to tons of cards which allows you to take the control of your opponents' creatures for one turn (Captivating Crew for example)! Alongside the altars, those cards could enable you to kill the creatures you put a bounty counter onto and so you will gain the reward and gets nice value while slowing your opponents. It may require some testing time but it seems pretty decent.In control options, you have Grave Pact, Dictate of Erebos and Attrition that could get the job done.
Tetzimoc, Primal Death seems really good here, and I'm glad someone finally decided to give it a try! With a Cloudstone Curio, you can bounce it back to your hand and restart clearing the board as much as you want, but you will have to think about adding other valuable etb effects and recursion's cards like Phyrexian Reclamation.
Sheoldred, Whispering One is not a cheap card, but feels like a staple for your strategy and your deckbuilding.
There is a lot of cards in your actual deck build that don't feel like a good idea since they just don't match with any strategy. Let's start with the Hoarding Dragon. It's a slow tutor and I can understand why you choose to play it, but it doesn't feel like a good idea. Jaya Ballard, Task Mage : the hate cards are bad because they often feel too situational and becomes dead cards. Even if Jaya provides you other options than the hate the blue guy one, she stays bad in comparison with other cards you could play (not saying that about expensive cards - even for a budget deck, she's just bad - cut it). Kulrath Knight doesn't do much in your deck... I mean... it's not such a bad card but come on, you want to pay 5 mana on something else than just a flying lil' body with wither. Kozilek, the Great Distortion is a great card, but it feels too slow here as you don't play anything to ramp, and, more important for your deck, it doesn't match with anything. If you absolutely want some eldrazi there, so add in some ramp cards and play Ulamog, the Infinite Gyre, it will be much more efficient and synergize better with what you want to accomplish. Only 10 enchantments is not enough to get value from your Mesa Enchantress. Tariel, Reckoner of Souls is slow and doesn't do much. Shunt feels too situational. Righteous War is far from being interesting here, you will always prefer having Swiftfoot Boots over them... and I don't even know if you need those boots... no, I'm pretty sure you're fine without. Celestial Dawn doesn't do much and you will most of the time pay 3 to do nothing...which is bad.
A few suggestions :
Endless Whispers could be funny and fits very well the political theme!
Afterlife is a control tool which also left your opponent with a creature, it's nice not to make enemies.
Descent of the Dragons another control tool leaving your opponents with creatures. If your prison theme is strong enough, this card could be a staple as it puts 4-4 flying. Your opponents will slowly kill each other.
Disrupt Decorum mad flavorful card for a mad Mathas dude.
Besmirch not the best card ever, but could be interesting there.
Mogg Infestation lul
Chaos Warp doesn't kill your target, but it's still a really good and versatile answer.
Sarkhan the Mad look at the -2! (you will need a lot more protections if you go for it though, and chose to go for a lower curve (which is not such a bad idea btw))
Painful Quandary just a powerful and annoying control card - beware, it often attracts a lot of hate.
Solemn Simulacrum helps you to stabilize your mana base and gives you card draw.

Amazing deck, loving the concept, and looking forward to build something similar, following your philosophy.
As well, I would like to know if you have considered any of the new cards in Dominaria. Things that spring to mind are Baird, Steward of Argive (for additional pillow fort), Whisper, Blood Liturgist (sacrificing two tokens to bring back any of your creatures), and Jaya Ballard (yes, this one clashes with Solemnity, but her tool set could be interesting here, specially for replaying your used answers).

I also might consider Rule of Law/Arcane Laboratory/Eidolon of Rhetoric, since you can cast most of your deck at instant speed and thus bypass the restrictions, and shut down many competitive combo decks at the same time. On a similar note, As Foretold would work wonders here.
More broadly, I'm not sure what...you're actually doing with this deck? No offense intended, but without a description, I can't see what the plan is here. Is the goal just to control/stax everyone until you can play a big legendary beater like Kozilek?

I've been solo play-testing it, and it's still a little clunky on the front end... maybe that's just because I'm so used to playing aggressive creature decks that tempo or die. If you don't have a 3-land hand, it can get dicey if you don't get a Search for Azcanta. I think you were right to cut Chandra and Red all together.
There's a lot of indestructible in the format right now so maybe Deep Freeze for targeted removal? That or Baffling End I've seen played with some regularity. Another Idea is to maybe tax some noobs with Baird, Steward of Argive.
Finally, Mox Amber would be REALLY good in this deck since you're running almost exclusively legendary cards. Sure it doesn't ramp you early, but it might ramp you the turn you need that extra one for negate protection.

@paulriso: I don't know when the list will be updated, but the following is a minimally edited repost of an earlier comment I made. It has been mostly agreed with (or rather there has been little disagreement) and the edits incorporate a lot of the feedback I have read. Note that these are impressions and where they may likely start, but are not guaranteed to be their true standings.
Lyra Dawnbringer - T5. Just an efficient creature. Angel tribal does nothing.
Naru Meha, Master Wizard - T2. Good in a High Tide shell like JVP, but also with a simple combo with Ghostly Flicker.
Demonlord Belzenlok - T4. Efficient beater that draws 1-2 cards in a good color.
Multani, Yavimaya's Avatar - T4. Seems like a decent STAX commander.
Naban, Dean of Iteration - T4. Seems like a decent enough value commander in a good color.
Evra, Halcyon Witness - T4. Requires removal. Good with Aetherflux.
Josu Vess, Lich Knight - T5.
Verix Bladewing - T5.
Marwyn, the Nurturer - T2.5-3. Taps for big mana. Probably a decent Elfball commander. Comparing her to Ezuri and Selvala, so there is potential to be better than T3 where Ezuri is.
Shalai, Voice of Plenty - T3. Protects creature combos and is an infinite mana outlet.
Zahid, Djinn of the Lamp - T5.
Kazarov, Sengir Pureblood - T5. Can disrupt creature shenanigans, but is too slow.
Squee, the Immortal - T4. No Food Chain, so settle for Skullclamp and Smokestack.
Grunn, the Lonely King - T5.
Teshar, Ancestor’s Apostle - T3-4. Bomberman Combo + Scarecrone/Brass Secretary/Selfless Cathar/Ticking Gnomes.
Slinn Voda, the Rising Deep - T5.
Valduk, Keeper of the Flame - T4. Cute with Skullclamp and/or Possessed Portal.
Baird, Steward of Argive - T5.
Tetsuko Umezawa, Fugitive - T4-5. There is probably something cool I am missing.
Torgaar, Famine Incarnate - T4. I want to say T5, but the effect might qualify it for T4. It also acts as a one-time sac outlet in the command zone.
Danitha Capashen, Paragon - T5.
Urgoros, the Empty One - T4-5. I want to say T5, but the "at random" may qualify it for T4.
Kwende, Pride of Femeref - T5.
Whisper, Blood Liturgist - T3-4. Relatively cheap reanimation makes for a decent commander.
Yargle, Glutton of Urborg - T1. By far the best Legend to come out of Dominaria and will easily be brewed for ages to come.
Darigaaz Reincarnated - T3-4. Decent beater in good colors. Also an okay Food Chain commander since it "stores" 8 mana.
Jhoira, Weatherlight Captain - T1.5-2. Tentative starting point for the powerful artifact storm commander. Comparing most closely to Nin, the Pain Artist.
Muldrotha, the Gravetide - T1.5-2. Three best colors combined with an efficient value engine. Works very well with Command Beacon. There are also combos with LED, Phantasmal Image, and Animate Dead. Comparing mostly to Damia and Rashmi.
Aryel, Knight of Windgrace - T4. Makes tokens and is (slow) removal.
Jodah, Archmage Eternal - T3. Can cheat in a lot of cool stuff.
Firesong and Sunspeaker - T4. Cool with damage based board wipes and Aetherflux.
Grand Warlord Radha - T3. Free mana is free.
Adeliz, the Cinder Wind - T4-5. Is wizard storm possible?
Arvad the Cursed - T5.
Garna, the Bloodflame - T3. A better No Rest for the Wicked with a haste anthem is playable. It turns Entomb into an Eladamri's Call. Good in a shell with Paradox Engine and a sac outlet.
Hallar, the Firefletcher - T5.
Raff Capashen, Ship's Mage - T4. Can have Shimmer Zur lines with Aetherflux.
Rona, Disciple of Gix - T3-4. Goes infinite with LED and Deadeye.
Shanna, Sisay’s Legacy - T5.
Slimefoot, the Stowaway - T2.5-3. Comparable to Ishkanah, Grafwidow. Likely to rise since it only needs infinite colorless rather than infinite black.
Tatyova, Benthic Druid - T2.5-3. Good colors and abilities.
Tiana, Ship's Caretaker - T4. Helps recover from Bane of Progress. Best combo I could think of: Possessed Portal + Sigarda's Aid + 0-drop equipment.
Traxos, Scourge of Kroog - T5.
Niambi, Faithful Healer - T5.

Yeah I have been going over the deck and we are all on the same page just about the only reason I had Sram, Senior Edificer was in the side board is I cant find my copies LOL not sure which box I had my Aether Revolt rares in lol. The Cartouche's I was already looking at as better Auras to play with more value Cartouche of Solidarity is just good value in the deck great ideas guys.
The reason I have a few of the One of is just to give the deck a bit more utility to handle a bit wider range of decks at my local LGS we have a lot of really good players that play a wide range of decks , In the past I would follow the Purple_Mages idea and and focus the deck and would get stuck with out something to throw in to change things up at least have them focus on removing/dealing with this so I play the cards I need. As for Baird, Steward of Argive I have been thinking about removing him since I put him in the deck lol it's nice but it just feels like it wont flow with the deck. I updating the deck with stuff I have talked about with players at my Local LGS and with you guy.
