As for what you need to make this deck faster, you need mana ramp above all else. That is essential. Circuitous Route , Explosive Vegetation , Savage Ventmaw , Llanowar Elves , Elvish Mystic , Fyndhorn Elves , Sol Ring , Worn Powerstone , Gruul Signet , Dragonlord's Servant , Somberwald Sage , Whisperer of the Wilds , Krosan Drover , Goreclaw, Terror of Qal Sisma , Hedron Archive and Gilded Lotus are all great options.
Now for cards that can kill your opponents quickly. Utvara Hellkite , Moonveil Dragon , Balefire Dragon , and Inquisitor's Flail can do the job. That last artifact will take some explaining. If you equip it to Atarka, Atarka can kill any opponent in one combat if they can't block him because they will take 24 commander damage.
Here's my best suggestion. Google Atarka edhrec. Edhrec.com is an awesome website for seeing what the most popular cards are for different commanders based off of the decks people have made and uploaded to the website. That's where I got most of my suggestions for you from (that, and I have my own Atarka EDH deck).

I've always liked Vigor when it comes to Timmy decks like this. Also, Bellowing Tanglewurm and Lead the Stampede (if you're playgroup is okay with infect) can win games alone. Emerald Medallion is yet another mana reducing effect that not only benefits your whole deck but also gets your commander out a turn earlier. For ramping a bunch in monogreen, Karametra's Acolyte can pull a lot of weight. Well, Nykthos, Shrine to Nyx does the same thing, too. Whisperer of the Wilds is also a good mana rock.

Not sure if you're taking suggestions, I just stumbled on this while looking for KTK jeskai decks... but your land-base is extremely light and you are too light on ramp creatures to run anything less than 24 lands. If you run a playset of Rattleclaw Mystic and Whisperer of the Wilds then you can run 22 lands. Cut Frost Walker entirely and go down to 3x Heir of the Wilds to make room for the ramp.

Hey, nice budget green deck, well made for your first Commander deck.
I know the strategy here is ramp into big creatures giving them haste with Surrak, but there's a limit in the amount of big creatures you want to play. Instead of filling the creature spots with tons of big creatures play a few of the better ones and cut the others for lower CMC cards. The avg. CMC here is 4.4 that's really high even for a ramp deck. You want more things to do in the early and mid game to set-up Surrak and big creatures.
I would restrict the big creatures to play to ones that give you value when they ETB. When you cast a six or seven plus drop creature you better get something out of your mana investment other than large power and being able to attack. Value is the name of the game in Commander. Big creatures who don't give you value are just not good enough.
Budget cards to consider adding:
- Fauna Shaman: repeatable creature tutor
- Fierce Empath: big creature tutor
- Greater Good: excellent repeatable draw with big creatures
- Joraga Treespeaker: good ramp creature for mono green
- Whisperer of the Wilds: mana dork who can consistently make two green mana because of Surrak
- Courser of Kruphix: can help to prevent land flooding because there's so many Forests
- Regal Force: ETB draw
- Temur Sabertooth: bounce creatures with ETB abilities and play them again
- Woodfall Primus: ETB noncreature permanent removal
- Thunderfoot Baloth: adding +2 power and trample for all your creatures just for having Surrak in play
Most of my suggestions are cards that can help to account of the lack of tutors here or are more ramp. Because of the low budget there's a lack of creature tutors which is understandable, but you still want other ways to get specific creatures into your hand. Fauna Shaman is now a budget card thanks to Ultimate Masters and she can be a repeatable tutor for creatures. Even if you had tutors I would still recommend adding Fauna she's very good.
Empath is a great budget creature tutor for green it's a big reason to include Sabertooth. Sabertooth is a very underrated creature in Commander. It's pretty damn powerful with all of the utility creatures in green who have ETB abilities (Witness, Sage, Empath, Regal, Slime, Primus, Breaker, etc.).
Cards to consider cutting:
- Archetype of Endurance
- Farseek: can't search for a Forest
- Caller of the Pack
- Decimator of the Provinces: Thunderfoot is a better budget card for this effect because it can last more than one turn
- Mouth / Feed
- Ezuri's Predation
- Swiftfoot Boots: you have Greaves
- Gaea's Revenge
- Verdant Sun's Avatar
- Protean Hulk

I think messy is an understatement. (lol) This is just everywhere, you need to find some form of winning condition outside of just creature board presence.
You have some pieces here that can turn this into a much smoother deck. I'd suggest you get more Elvish Mystics, Arbor Elf, Elves of Deep Shadow, Grand Warlord Radha, Radha, Heir to Keld and Zhur-Taa Druids or Whisperer of the Wilds for quick mana ramp. I'd also keep Blisterpod, Call the Scions and Terrarion but have 3-4 copies of all these cards.
This is just a start, more things need to be done, but I can put only so much on each comment.

Yeah, I made these things I think nearly 2 years ago now, and just came back to them last month and decided to do a bit more balancing. This one kept winning too often.
I can see your point on those suggestions, but I do have slight issues with them(however trivial they may be.) I know the decks aren't perfect as far as flavor goes, but somehow having straight up humans helping the monsters that are destroying the world seems wrong. Kiora's Follower Just seems slightly more appropriate, being somewhat inhuman. Also, Whisperer of the Wilds only tapping for green would be an issue, because in my tests that was never an issue, but blue could occasionally be.
