Benthehen333 - Absolutely! Not a problem. Excited to see the "Still Budget Upgrade List" for sure! I'm hoping to branch out and get more fun "Budget" decks after I made my first EDH Deck modeled after a Voltron Kozilek, the Great Distortion . The deck is a little strong for my meta as well, with the exception of two other not budget decks. If you care to see it: Koz, Colorless EDH Deck
To answer your question I looked at The Tax Man Cometh by KayneMarco and I would prefer you didn't by Molesto-the-Egregious as references: Disruptive Student , Vodalian Mage , Disruptive Pitmage , Turn Aside , Approach of the Second Sun , Kasmina, Enigmatic Mentor , Dovin, Hand of Control , God-Pharaoh's Statue , Monastery Siege , War Tax , Lavinia, Azorius Renegade , Daxos of Meletis , Baird, Steward of Argive , Aven Mindcensor , Teyo, the Shieldmage , The Wanderer , Time Wipe , Foresee , Azor's Elocutors , and Marble Diamond are several Non-Land Sub $1 cards I saw in there as well. The list goes on, for sure. I didn't look into it beyond this but any W/U or Colorless card that let's you draw when an opponent draws would be fantastic. Mind's Eye would be a good Sub $5 card I know of, if there were to be upgrades in that deck.

, but these were replaced, by imo better options or because they tend to draw aggro, or kill my opponents creatures.
- Master Warcraft i think maybe i should give it another chance, though it's a oneshot.
- Masako the Humorless is somewhat antisynegetic, as the deck is more about getting the opponents to beat each other up, rather than doing this myself.
- Godsend as tempting as this card seems in terms of rattlesnake, i think this might be more seen as an offensive tool. Also i'm not really equipmentheavy.
- Lapse of Certainty not really a fan of this one, personel preferance.
- Bloodthirsty Blade is already ordered, still no clue what to cut for it.

I think you'll like these: Angel's Trumpet , Masako the Humorless , Assault Suit , Master Warcraft , Godsend , Righteous Fury , Sunblast Angel , Gisela, Blade of Goldnight , Bloodthirsty Blade , Crown of Doom , Repercussion , Baird, Steward of Argive , Null Chamber , Lapse of Certainty , Pariah (enchant an opp's creature, or better yet, Stuffy Doll :P)

Enlightened Tutor - Heck yes, I'd like it. I need a way to fetch up an altar. That'll go in as soon as I can put it in there.
Aura of Silence - Yes. That is such a good utility for this deck, and unlike other cards I use, it doesn't affect me.
Nature's Claim seems to be a better Naturalize / Disenchant , but all three of them look worse than Krosan Grip regardless of expense. If a slot can be found for two of these targeted removal pieces, I would definitely include both. Ethersworn Canonist - This is probably a board-in, board-out, meta-dependent card. I think it's main utility would fit right in there with Dosan the Falling Leaf . I'm going to look for it for trades. And I'll certainly have to play test it. Solid definite maybe.**
Vryn Wingmare and Glowrider - I'm perplexed with their perceived value. "Cleric" must command a $.45 more cost even in the face of flying with a less important creature type like "Pegasus." I'm going to look for it for trades. And I'll certainly have to play test it.Solid definite maybe.
Worldly Tutor seems pretty legit. I'm interested in it, but not quite as much as Eladamri's Call , mainly because there's less room to interact with the tutor unless it was countered. I'd hate to have to shuffle or something after it resolved due to another effect. Plus Eladamri's Call is cheaper $$$. I might have to pass due to its expense.

Tithe Taker has no real place. It was staxxy, but not enough. Consider that one to be the first one pulled. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Any thoughts of the ones included in the maybeboard?

Hey, interesting brew combining Goblins with Aurelia. White gives you lots of good support cards for Goblins that red doesn't offer.
This deck's budget is very low. It's going to be difficult to make any real improvements without spending an extra $15, but a $15 upgrade could do a lot for your deck. Even a $10 upgrade can help quite a bit.
Good budget ($3 or less each) cards to consider adding:
- Battlefield Forge
- Command Tower
- Needle Spires
- Open the Armory : tutor for Skullclamp .
- Frontline Medic : repeatable indestructibility for your attacking creatures. Can be reanimated with Titan or Teshar.
- Talisman of Conviction
- Commander's Sphere
- Assemble the Legion : repeatable source of tokens.
- Swords to Plowshares
- Boros Charm
- Generous Gift : instant, destroy any permanent.
- Duergar Hedge-Mage : can potentially destroy both an artifact and enchantment. Can be reanimated with Titan or Teshar.
- Faithless Looting
This could be a about $15 upgrade. Tower and Forge are two Boros dual lands that ETB (enter the battlefield) untapped which is helpful in game play. Tower is one of the best lands to play in mulicolored Commander decks. Cut Plains for these lands.
Armory gives you more opportunity to get Skullclamp because it's is by far your best repeatable source of draw because of having many sources of 1/1 Goblins. Assemble can be another repeatable source of 1/1 tokens and if not dealt with by opponents can create a lot of value over the course of turns. Adding more mana rocks that can make white mana is helpful to be able to reduce the number of Plains in the manabase.
Cards to consider cutting:
- 6x Plains
- Sephara, Sky's Blade
- Battlegrace Angel
- Baird, Steward of Argive
- Sublime Archangel
- Archetype of Courage
- Angelic Exaltation
- Aerial Assault
- Tormenting Voice
- Wand of Vertebrae
- Sigil of Valor
40 lands is a lot of lands and when you have this many basic lands it's very likely you'll get consistently land flooded which is not fun. My advice is to reduce the number of Plains. If doing this then cut the casting cost cards because white is the secondary color, red is the primary color since you need lots more red for Goblins.
In my opinion Titan and Aurelia are the only worth keeping because they're six drops which makes it easier to have double white mana available when you want to cast them. Archetype of Courage is a good card, but having consistently for a three drop is not something you should have to worry about.
