This is not your normal Norin chaos deck, but rather an efficient, consistent deck with Norin at the helm. This deck seeks to capitalize on Norin's strange ability and his low cost while focusing on it's main objectives: ETB effects, stealing spells, and comboing off.
This decks main objective is to out value and disrupt opponents with repeated ETB affects. Using value engines such as Panharmonicon, Conjurer's Closet, and Flameshadow Conjuring can dramatically increase the value we get off of any given creature. We also have multiple ways of recurring creatures every turn with cards like Kiki-Jiki, Mirror Breaker, Splinter Twin, and Mimic Vat. With these engines on the battlefield we can abuse the powerhouse ETB effects of creatures like Imperial Recruiter, Dockside Extortionist, and my personal favorite Mindclaw Shaman.
This decks secondary objective is to piece together game ending combo pieces:

Kiki-Jiki, Mirror Breaker + Zealous Conscripts

Splinter Twin + Zealous Conscripts

Fiendish Duo + Rolling Earthquake

Cloudstone Curio + Dockside Extortionist (create infinite mana to pump into Rolling Earthquake, continually recur Goblin Chainwhirler for infinite damage, infinite damage with Impact Tremors, etc.)

This decks third objective is to disrupt opponents with permanent destruction, spell copying, and card stealing. Abusing the ETB of creatures like Duplicant, Flametongue Kavu, and Invader Parasite can severely set back opponents, even permanently stalling their game. There are countless ways to copy and steal spells in this deck so instead of laying them all out I want to spotlight a few specific combos:

Dualcaster Mage + Splinter Twin or Dualcaster Mage + Kiki-Jiki, Mirror Breaker

Blade of Selves + Wildfire Devils

Confusion in the Ranks + Norin the Wary

-My first version of this deck relied heavily upon artifact ramp, but since there is a lot of artifact removal in casual EDH I thought it best to ramp with lands as much as possible. I removed cards like Everflowing Chalice and Extraplanar Lens and replaced them with Sword of the Animist and Wayfarer's Bauble.

-Special thanks to Profet93 for some awesome deck building suggestions. Check out his Norin deck as well. Norin Naughty Nonsense

-I love Stolen Strategy's flavor in this deck but understand that it is an inconsistent card. So when I am playing casually I replace Warstorm Surge with it and when I want to power back up I pop Warstorm back in.
