Not a bad start, but I do have several suggestions to help you get your avg. cmc down. The earlier you can get a goad chain going, the better off you'll be by far with this deck. I'll try to keep things budget friendly and break it down by category. If you're picking up what I'm putting down, I can help suggest some cuts too (but definitely several of your 5+ cmc cards but especially the really expensive 7+ to cast stuff).

Evasive Early Creatures: Bothersome Quasit, Beloved Chaplain, Soltari Foot Soldier, Dryad Sophisticate, Spirit en-Dal, and Mirri, Weatherlight Duelistfoil are all excellent options here.

No Fresh Blockers: Authority of the Consuls and Urabrask the Hidden both prevent your opponents from having new ungoaded creatures to block with. These cards make it almost impossible to get out of being goaded every turn.

Randomness: Shalai, Voice of Plenty is evasive and helps protect you and the rest of your creatures, but most importantly protects Marisi from spot removal. General Marhault Elsdragon makes your opponents not want to block and helps your stuff survive combat if they do. Aragorn, Hornburg Hero is easy to trigger thanks to goad and he will turn your small guys into actual first striking threats. Conclave Evangelist is hilarious here and snowballs out of control fast (all his permanent copies each have myriad and make more copies). Dhalsim, Pliable Pacifist or his universe within version Tadeas, Juniper Ascendant is another draw engine on an evasive body.

Bothersome Quasit and Bedlam allow you to goad unimpeded. Bedlam is a bit ballsy and has the potential to backfire but the quasit is worth its weight in gold here.

Vengeful Ancestor is a stud here.

Beloved Chaplain, Soltari Foot Soldier, Soltari Champion, Soltari Visionary, Spirit en-Dal, Spirit Mantle, and Champion of Lambholt will ensure you get through in combat to goad someone.

Authority of the Consuls in addition to Urabrask makes it so every hastey boy isn't sent your way and makes it impossible for your opponents to play fresh ungoaded blockers.

I've also had really good results out of 'deals combat damage to an opponent' effects due to a lack of blockers once a goad chain gets going. Stuff like Aerial Extortionist, Ancient Gold Dragon, and Scepter of Celebration.

A pet card of mine that's hilariously effective here is Kusari-Gama. It'll get your big boys through or wipe their board. Equip it to Soltari Guerrillas to ensure no one can block ANY of your creatures without immediate retaliation.

Aside from that I feel like Master Warcraft is a must here. Soltari Foot Soldier is a cool possibility to trigger Marisi and Soltari Champion could be kinda scary. Mother of Runes also seems really good here. Trample lands like Kessig Wolf Run and the rage pits could also be nice.

Derevi is a great choice for the general. The strategy I would go for personally when it comes to Derevi is low-cost evasive creatures, Coastal Piracy effects, and land auras like Fertile Ground . The little dudes hit to draw you cards and untap your lands. This leads to snowballing damage as you are able to play more small doods, leading to exponentially more damage, draw power, and mana each turn.

Here are some other cards that would fit with such a strategy: Signal Pest , Topplegeist , Bident of Thassa , Reconnaissance , Ohran Frostfang , Edric, Spymaster of Trest , True Conviction , Wild Growth , Wolfwillow Haven , Soltari Foot Soldier , Gudul Lurker , Mist-Cloaked Herald , Slither Blade , Triton Shorestalker

Hi jlane, welcome to EDH! I take it Marisi is your general? You can designate your general in the Edit page (button on the left) by adding CMDR next to it's name in your list, like so:

1x Marisi, Breaker of the Coil *CMDR*

Marisi is a really interesting general, however I'm not sure the party mechanic suits him that well, or vice versa. Are you heart-set on the deck revolving around party stuff? If yes, Tazri, Beacon of Unity might be a better choice for the general. If you want to build more around Marisi, I'd recommend the following swaps:
