Rest in Peace or Leyline of the Void + Helm of Obedience to exile opponent's decks.

Cataclysm + Teferi's Protection to exile most of your opponent's permanents.

The maybeboard contains a bunch of pieces to make this a terrible curse deck. It was originally Mathas at the helm and a politics based deck, but it sucked and couldn't win. If you know how to make curses and taxes work let me know in the comments.
