So from what im getting this seems to be forming around multiple instances of gaining life, which then proc's OTB effects. With that in mind I have a few suggestions:

Glad to see more Karona around. She's such a fun commander to play. If i may allow myself a few suggestions:
Rafiq of the Many Karona + any one of the vows + Rafiq lets you OHKO an opponent with commander damage.
There's also a few very interesting curses you could play with. Curses synergize well with propaganda effect. Propaganda punish opponents who attacks you, Curses rewards them for attacking someone else. If i were you, i'd take a look at them and especially those that give you the same benefits than your opponents when they triggers them, such as Curse of Verbosity, Curse of Opulence, Curse of Disturbance and Curse of Vitality.
There's obviously other curses that could be helpful, but these ones fit very well in your pillowfort gameplan.

1.Curse of Vitality almost no reason to ever play this card
2.Martial Law doesn't scale well enough in EDH
3.Rhystic Circle isn't going to protect you enough from big swings
4.Rhystic Deluge same story. You have enough of these effects and they're are unconditional ways to do this.

These are the first things I'd try to find a place for: Legion Lieutenant, Forerunner of the Legion, Champion of Dusk, Indulgent Aristocrat, Sanctum Seeker, Mavren Fein, Dusk Apostle, Bishop of Rebirth, Mirror Entity,Utter End, Anguished Unmaking, Vanquisher's Banner, Stensia Masquerade, Cathars' Crusade
If you're willing to spend the money these seem worth it to me: Shared Animosity, Anointed Procession, Phyrexian Arena, Twilight Prophet, Elenda, the Dusk Rose, Bloodline Keeper Flip, Drana, Liberator of Malakir

In general, it's a good idea to replace a card with one that does something similar. Like replace something that draws cards with something else that draws cards, or something that removes you opponents' stuff with something else that does that. The deck is already well balanced so you mostly just need to put in some upgrades and take out the cards that aren't focused. Also try to be careful not to replace too many cards with other cards that cost more mana.
You can spend almost as much money upgrading a mana base as you like. In particular, you want to replace lands that come into play tapped with ones that don't. These are some lands you could get that are relatively cheap: Unclaimed Territory, Caves of Koilos, Battlefield Forge, Smoldering Marsh, Graven Cairns, and Foreboding Ruins
Vault of the Archangel doesn't get you colored mana but it offers some great utility.

Consider removing: Alms Collector, Stalking Leonin, Hungry Lynx, Jazal Goldmane, Leonin Arbiter, Fleecemane Lion, Phantom Nishoba, Temur Sabertooth, White Sun's Zenith, Curse of Bounty, Curse of Vitality
I think some of my suggestions for adding may already be in there but that just tells you they are doubly worth it :P There may be better options then some of what I listed so you might want to take a look here too:

Nice deck! I've been thinking about building Karlov and I had a couple questions about your top end choices. Personally I'm not big on cards like Baneslayer Angel and Divinity of Pride that are just big blocks of stats; how have they worked out for you? I'm also concerned Pontiff of Blight, Righteous Confluence, and Sorin Markov wouldn't give you your mana's worth. Have they performed well for you?
I have a couple cards not in your list I'm thinking about and I'd be curious to hear your opinion of them. I'm a big fan of Weathered Wayfarer in any white deck without green. Defiant Bloodlord, Rhox Faithmender and Wall of Reverence all seem like natural fits in Orzhov lifegain strategies. I recommend Ashes of the Abhorrent as dual purpose graveyard hate and extra lifegain triggers, and speaking of lifegain triggers this may be a good home for Curse of Vitality. Finally as a different top end threat I think True Conviction is really powerful here.
I saw you are trying to avoid infinite combos and chose only the Sanguine Bond half of the lifedrain combo. Has that worked out for you or have you considered swapping for the Exquisite Blood half instead? Also, if you're already playing Sanguine Bond I don't think Vizkopa Guildmage would create any infinite combos it wouldn't as well.
